1 DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION NO. 681 OF JUNE 30, 1998 ON THE APPROVAL OF THE LIST OF NARCOTIC DRUGS, PSYCHOTROPIC SUBSTANCES AND THEIR PRECURSORS THAT SHALL BE SUBJECT TO CONTROL IN THE RUSSIAN FEDERATION In accordance with the Federal Law on Narcotic Drugs and Psychotropic Substances (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 1998, No. 2, item 219) the Government of the Russian Federation resolves: To approve the annexed enumeration of narcotic drugs, psychotropic substances and their precursors that shall be subject to control in the Russian Federation. To establish that the amendment of the said enumeration shall be carried out on presentation of the Ministry of Public Health of the Russian Federation jointly with the Ministry of Internal Affairs of the Russian Federation. 8 Notes: 1. The control shall be applicable to all the drugs and substances mentioned in this enumeration, whatever trade names (synonyms) they are designated with. 2. The control shall be applicable also to the preparations containing the drugs and substances mentioned in this enumeration, regardless of their quantity and the presence of neutral components (water, starch, sugar, sodium bicarbonate, talc, etc.). With respect to any other combined medicinal preparations containing, apart from the main controllable substances, any other pharmacologically active components, the control shall be established individually by way of including a certain combined medicinal preparation in the relevant list of this enumeration. 3. The transit through the territory of the Russian Federation of the narcotic drugs, psychotropic substances and their precursors included in this enumeration shall be prohibited. *) Including salts, if the formation of such salts is possible.
