Tour de Table: Action points & updates from secretariat Introduction of new the Director of Women Affairs, Hajia Falmata Omar Lawan was conducted by Deputy Director Hajia Kyari Bawa Gana. Formal Briefing by the Sub sector to the newly appointed Director of Women Affairs by the GBV Sub Sector Coordinator at UNFPA has been recommended. This is required to ensure that she is well acquainted with the coordination system and partners. The secretariat congratulated the former director on her new appointment as the chairperson for SEMA and hopes that her work on responding and ending violence will continue to be reflected at the highest level of the humanitarian response. GBV Coordinator- Sylvia Opinia and Fhi360- Tamara Obonyo to organise a formal briefing for the new Director of Women Affairs Introduction of the GBV Interagency Sub National Coordinator, Harriet Adong was also done by Sylvia Opinia. International Women Day. The following activities were done by the different organisations to mark the IWD celebrations for CARE International organized a celebratory event on Women s Achievements in the State with PHC, SRH, Health Ministry, beneficiaries shared activities. A summit on the IWD theme was held by Foundation for Peace. MdM recognized their staff and celebrated women at office, FGD with adolescent girls in Communities was held. In Bakasi Camp IRC held discussions between Women and men on understanding vulnerability of women and girls. FHI 360- focused on advocacy with leaders on the plight of women to create a protective environment for women. MoWASD joined the Nigeria Labour Congress Women s Committee to organise the formal Borno state government celebrations for the IWD the theme Press for Progress. Clarifications were made on the request for PEP Kits for Humanitarian staff in the field who may be exposed to incidents of sexual abuse. Some organisations with health programming and medical practitioners are better Agencies to share reports/ highlights on the different activities as part of the quarter one GBV sub sector bulletin. Hamira Welye UNFPA to follow up with the SRH 1
2 covered in this incident however the rest could be supported at health facilities. It is possible to identify field locations and necessary support systems that can respond in such incidents or identify focal points (preferably in all humanitarian hubs) that can be trained to provide such support. Field level focal points were to share calendar for field meetings, a template was shared with partners. This information has been received from at least two field focal points and the others are encouraged to continue sharing this information with the secretariat. MSF Spain has shown interest in leading the field level coordination for Gwoza and Pulka. MSF Spain provides clinical care and medical psychosocial support for survivors of GBV. The team has recently been in Pulka and provided an update on some of the ongoing initiatives. However, IOM is already taking lead in Pulka and OXFAM in Gwoza and therefore there s need for the field partners to have a discussion among themselves to reach a consensus. Assessment report from CDRHI on FGM has not been shared yet. Members however had a discussion on the emerging issues/reports surrounding FGM, what kind of GBV sub sector advocacy messages and strategy exist. While there exists country level campaigns and work around FGM, not much is focused in the states for the humanitarian response, apart from some few partners who do outreach and advocacy on the issue. More information on FGM is required from partners undertaking prevention and response mechanisms on FGM in communities and an assessment to understand the magnitude of FGM in the response states. Members suggested that there is need to develop a GBV sub sector position that can guide partners who are engaged in outreach and other work on FGM. working group and provide feedback in the next meeting The GBV coordinator Sylvia to share revised GBV service mapping tools with field focal points Side meeting to be held for Pulka partners after the sub sector meeting to discuss key issues related to field coordination. The Coordinator to refer to the SAG in consultation with the ministry of women affairs and provide feedback to members in the next meeting. 2. Discussion on inter agency GBV Response Assessment A brief background to the inter-agency GBV response assessment being conducted in Borno, Adamawa and Yobe was provided by the NGO Co-lead, Tamara from FHI360 for the benefit of those who did not attend the previous meeting. The following progress update was provided. A series of meetings were held by the team engaged in the assessment to contextualise the tools and direction of the assessment. The set of tools were finalised and circulated for feedback. Two GBViE advisors, commonly known as REGAs supported the initial stages of the assessment Catherine Andela and Christine Apio. In addition to working with the team to contextualise the assessment and the tools; on the request of UNFPA, that has the mandate to co-lead the GBV sub sector, they also had bilateral meetings and interviews with key stakeholders to solicit ideas on strengthening GBV coordination in light of the need to scale up. Sylvia the GBV coordinator to share a handout containing the breakdown of services per sector as a reference for the service mapping tool. Invitation for the orientation workshop for the assessment team to be shared by the coordinator. SRH working group to share with health units the procedure for requesting for PEP kits from 2
3 A field pre-test of the tools was conducted in Farm Centre Camp by assessment team comprising of UNICEF, IOM and UNFPA. Here service mapping was conducted, 4 FGDs were held with Adolescent girls, Adolescent boys, men, and women on service barriers while a comprehensive CMR check list assessment was done at the health facility at Farm Centre. From the debriefing meeting, feedback was received from the tools and they were revised accordingly. For instance, there is need to take in smaller groups for FGD (maximum 6 to 8 persons); need to adjust some of the language and ensure sensitivity to ensure the subject matter is not lost during translation. Issues related to timing of meetings especially for facilities like clinics were also discussed to avoid periods when there are patients waiting for services. It was also found out that health care personnel while aware of the protocol to administer post rape treatment, are not very conversant on the procedures for requesting for the supplies. UNFPA/MoH. Key information on the pipeline for RH kits, especially those for clinical management of rape and sexual violence. Key locations for the assessment for Borno state as agreed on by the members are Bakassi Camp, Dalori 1& 2 Camp & host community, Kushari, Bayan Texaco and Muna Garage (camp and host community) for MMC and Jere. For deep field locations, the following areas were agreed on - Bama, Pulka (Gwoza LGA), Dikwa and Baga. It was noted that there are no partners yet in Baga as Intersos is hoping to start operations there. Formation of the assessment teams - agencies were requested to suggest their staff to participate in the assessment. An orientation workshop will be organized to take teams through the methodology, the questionnaires to support assessment in the field. The following organisations confirmed the participation of their staff in the assessment team UNFPA, UNHCR, UNFPA, NEEM, IRC, UNICEF. It was also agreed that for field locations, it will be necessary to organise field based orientation sessions to facilitate the data collection in those areas. 3. Information Management Products and Reports Information Management Products and Report: In the absence of the IMOs, the GBV sub sector presented the monthly reports and products for the month of February. She explained the progress made so far by partners responding to the HRP 2018 indicators. The coordinator was concerned that the progress on second indicator under objective one provision of specialised services was very low. This is where we are providing services that respond to the needs of survivors of GBV and therefore we need to be keen on the progress we are making. Some members also noted that the target of this indicator could have been over ambitious given the challenges associated with reporting and help seeking behaviour. It was agreed that while this may be true, partners should in line with the objectives of the HRP make every effort to make services 3
4 available and accessible to survivors. It was noted that the reporting on the population on returnees was confusing for partners. There needs to be clarity on whether these are IDP returnees back to their original homes or to camp locations. GBV Sub Sector Bulletin: The coordinator reminded partners that it was time to compile the 1 st quarter bulletin as agreed by the partners last year. Partners are welcome to submit their reports, articles and/or highlights for their activities and/or success stories to the secretariat by 5 th April IMOs to clarify the reporting on returnee population All partners to submit articles/reports/success stories highlighting their work within the period Jan March. Deadline is 5th April A.O. B Presentation of assessment findings: the coordinator mentioned that a couple of partners have undertaken GBV assessments that provides a better understanding on the GBV situation in the north east. For purposes of information and knowledge sharing among partners, the sub sector will organise a special session where there will be discussion on findings from such assessments. It was noted that there has been shortage of RH kits observed in camp locations. The SRH working group to work with the CMR task group to follow up on these reports. While in Gubio and Farm centre for example there are concerns about availability of health personnel to facilitate medical referrals. Key protection concerns have been flagged in Muna garage. Indications point towards cases of exploitation. It was reported that there are challenges in following up on access to justice for survivors including for cases of rape and sexual violence. Key challenges include the lack of legal representation or legal aid. Access to Justice and the need for legal assistance to be provided to survivors was discussed at the recent Protection sector meeting and a thematic group has been formed on the matter to periodically bring the access to justice actors together. Food distributions have not been done in NYSC Camp for some time that is Session on presentation and discussion on assessment findings will be organised on 27 th March 2018 from 3.00pm to 5.00pm. Coordinator to refer to SRH working group. CMR task force to be revived. UNFPA and Swift Relief to follow up, find out more information to inform the secretariat. The coordinator to bring to the attention of SAG and/or the PSEA taskforce. UNHCR will give a briefing on their access to justice project and how it can help survivors of GBV in the next meeting. FIDA and UNHCR to follow up with MoWASD regarding the ongoing case that requires legal advice and presentation. The coordinator to refer to 4
5 leading to women and girl s protection being compromised as they go out looking out for food. Members were briefed that UNFPA will be facilitating a mission to provide technical support and ToT on GBV case management and roll out of primero/gbvims plus. When the actual dates have been confirmed with global inter agency colleagues, this will be communicated to partners. In the meantime, partners interested in the GBV Case Management Training of Trainers were urged to contact Harriet Adong for further training details. Response planning for Marte/Gudumbali are ongoing coordinated by the ISWG and GBV sub sector partners are expected to input to this plan by identifying the existing partners, resources and identifying gaps. Contingency planning ahead of the rainy season has also started. Partners are encouraged to be proactive and input to these processes. the FP for WFP/food security for follow up. Harriet to share the assessment forms. NGO Co-lead, Tamara from FHI360 will take the lead for the planning. Next meeting will take place on 17 th April 2018 at the IOM Conference Room 5
