1 MINISTRY OF HEALTH Republic of Kenya The Ministry of Health (MoH) and the Consortium for National Health Research (CNHR) In partnership with the African Institute for Development Policy (AFIDEP) and the National Commission for Science, Technology and Innovation (NACOSTI) PRESENTS: The 3rd Annual National Health Research-to-Policy Dialogue on Use of Research Results for Dialogue, Action and Change Thursday, 19th - Saturday 21st, June 2014 Windsor Golf and Country Club Nairobi, KENYA Theme of the conference: Mobilizing and Sensitizing National Stakeholders on the need for a demand-driven generation, uptake and utilization of research evidence in Kenya Question guiding Discussions: What specific strategic health research evidence should be generated in order to stimulate its demand, uptake and utilization in policy development that is responsive to the challenges of devolving health care delivery in Kenya? 1
2 Context and Rationale of the Conference The use of evidence, which includes research findings and rigorous use of data, is critical in revealing which development issues should be prioritized and identifying the most effective and impact-driven intervention strategies. Evidence also helps decisionmakers assess and evaluate the effectiveness of their policy and programme responses, enabling them to refine their approaches over time and maximize impact. Key decision-makers globally and especially in Africa increasingly recognize the importance of applying and using evidence in policy and practice, and its value for sustaining and expanding the progress achieved in health and overall economic development over the last decade. Despite this recognition, the demand for and utilization of evidence in policymaking, however, remains sub-optimal, and research on how to improve evidence-informed policymaking in developing countries, such as Kenya, is inadequate. The mission of the current Kenya Health Sector Strategic Plan (KHSSP, ) is to deliberately build progressive, responsive and sustainable technologically-driven, evidence-based and client-centered health system for accelerated attainment of highest standard of health to all Kenyans. The meeting will provide an opportunity for national stakeholders that include leading health researchers, heads of research and teaching institutions, policy makers (both at central government and county levels), and development partners, to examine barriers and constraints that need to be addressed so that demand for and efficient use of research evidence for policy formulation and practice become the norm in Kenya. It is also hoped that the outcome of the dialogue will feed directly into the crafting of the national research-for-health priorities currently being developed by the national health sector under the leadership of the Ministry of Health. In particular, it is hoped that the broad health priorities outlined in the KHSSP can be used as a framework to craft a robust, consensus-driven national and county-specific research-for-health agenda, and help identify research evidence gaps to guide researchers, development partners and other stakeholders in joint efforts to generate relevant evidence to inform national and county health policies and practices. This will help in the realization of aspects of the Health Investments under the Health Leadership Policy Orientation in the current KHSSP It is as a consequence of the issues outlined above that the co-sponsors of the annual Research-to-Policy dialogue, comprising of the Ministry of Health (MoH), the Consortium for National Health Research (CNHR), the African Institute for Development Policy (AFIDEP) and the National Commission for Science and Technology and Innovation (NACOSTI), have decided that the theme for the 3rd National Research-to-Policy Workshop should focus on providing answers to the key thematic question: What specific strategic health research evidence should be generated in order to stimulate its demand, uptake and utilization in policy development that is responsive to the challenges of devolving health care delivery in Kenya? 2
3 Organization of the Conference The Conference is being organized in two parts over a two & half day period between 19th and 21st June DAY 1: Thursday June 19, 2014 The first day is for arrival and registration. The official opening session by the Cabinet Secretary (CS) for Health will be in the evening, and will be followed Keynote Address by an invited speaker. The first day will end with a short documentary highlighting the key achievements of CNHR with regard to the Health Research Capacity Strengthening (HRCS) Initiative in Kenya. Note: All posters need to have been mounted and ready for viewing latest by Thursday 19 th June 2014 at 4.00pm. A list of all poster presentations is attached as an Annex to this programme. DAY 2: Friday June 20, 2014 The second day is devoted to discussion on stimulating an increased in Demand for the Utilization of Research Evidence. The sessions will be organized as follows: 1. Presentations by CNHR grantees (briefs on all CNHR grantees are attached as a separate Annex) on examples of and opportunities for use of and challenges preventing use of research evidence; 2. Panel Discussions organized around topical Science Cafés focusing on a) Using research evidence to address Maternal and newborn mortality at County level; b) Using research evidence to address the emerging problem of noncommunicable diseases, and c) The role of research evidence in dealing with problems associated with recreational consumption of illicit brews and substances such as Khatt (miraa). These Cafés will be organized according to the SECURE Health Programme Science Policy Café s format, details of which are provided in separate Annexes to the Programme. SECURE stands for Strengthening Capacity to Use Research Evidence in Health Policy, and is a consortium of five ( 5) institutions, led by AFIDEP and funded by DFID; 3. Presentations and Panel Discussions on County-specific health issues. These will include: a) brief remarks by the Governor of Homa Bay County, b) a presentation focusing Maternal and Child Health in Turkana County, and c) a presentation on development of a Knowledge Sharing Platform focusing on Neglected Tropical Diseases. DAY 3: Saturday June 21, 2014 The morning of the third day is devoted to a plenary dialogue issues regarding the development of research-for-health policy framework and priorities in Kenya. The theme of the stakeholder dialogue session revolves around the issue of Mobilizing and Sensitizing National Stakeholders on the need for the generation of relevant demand driven research evidence, its uptake and utilization to inform policy and decision making in Kenya. 3
