3 Introduction Since the presentation of the first annual Gender Action Plan (GAP) progress report to the Executive Board in 21, UNICEF has prepared a GAP Data Companion to accompany the annual report. The GAP Data Companion provides detailed information on the organizational performance of UNICEF on gender equality and empowerment of women and girls. The data are also disaggregated, either by individual countries or by UNICEF regions, with a separate analysis of results in the least developed countries (LDCs). The GAP Data Companion provides a progress update on the GAP results matrix, which is aligned to the UNICEF Strategic Plan results framework. The GAP Data Companion is structured in accordance with the revised results framework of the UNICEF Strategic Plan, (E/ICEF/216/6/Add.2), which consists of seven outcome areas as well as key performance indicators on organizational effectiveness and efficiency. Each of the seven outcome areas health; HIV and AIDS; water, sanitation and hygiene; nutrition; education; child protection; and social inclusion has three levels of indicators: impact, outcome and output. Impact Outcome Output These indicators track changes in the lives of children and are a result of the shared commitments to children. These indicators represent institutional and behavioural changes to which UNICEF contributes, in collaboration with partners. These indicators are most closely associated with the work and contributions of UNICEF. Baselines, results, milestones and targets are all expressed as annual figures rather than cumulatively. While the GAP Data Companion reports on the current status of gender-relevant Strategic Plan impact and outcome indicators, its main focus is on the output indicators. The indicators in the GAP Data Companion are categorized across the dual gender-programming approach applied within UNICEF, namely the targeted gender priorities and mainstreaming. The targeted gender priorities include promoting gender-responsive adolescent health, advancing girls secondary education, ending child marriage and gender-based violence in emergencies. Indicators monitoring gender mainstreaming are categorized by the following programme themes: gender equality in child survival, improved maternal and neonatal health, access to water and sanitation at home, gender equality in education, reduction in gender-based violence and gender-responsive legislation and policies. In addition to programme indicators, the GAP Data Companion also provides an update on the progress of the five performance benchmarks. These benchmarks have been identified to track improvements in institutional effectiveness in order to achieve results on gender equality and the empowerment of women and girls. Furthermore, these benchmarks map to the key areas of systems strengthening, capacity enhancement and resource investment that UNICEF is making in implementing the GAP. 2

4 Computation of achievement rates Assessment of the performance of UNICEF is done at the output level, taking into consideration annual milestones defined in the revised results framework of the Strategic Plan, The result of each output indicator is compared to the corresponding annual milestone, thereby calculating the percentage of the milestone actually achieved. Visualizing achievements Each achievement is expressed as a percentage and visualized through colour coding: Green Indicator level Achievement of the indicator is at or above 1% of the milestone Amber Indicator level Achievement of the indicator is between 6% and 99% of the milestone Red Indicator level Achievement of the indicator is less than 6% of the milestone

The report assessed the available data on 44 Sustainable Development Goal indicators most relevant to girls. The #DayoftheGirl social media hashtag was mentioned 322, times during the week of the Day of the Girl (6-12 October 216), and since then has reached up to 4 billion people and engaged 2.3 million people. UNICEF co-sponsored the 216 Women Deliver conference, which focused on how to implement the Sustainable Development Goals so that they matter most for girls and women. Participation by UNICEF at the sixtieth session of the Commission on the Status of Women, with a focus on priority issues including child marriage, gender-based violence, empowering girls through education, and the role of gender in peacebuilding. The UNICEF Deputy Executive Director (Management) participated in an UN-Women-hosted event on the International Day for the Elimination of Violence against Women, and drew attention to the gaps in funding to meet the Sustainable Development Goal targets on eliminating child marriage and female genital mutilation/cutting. Collaboration on gender with sister agencies was furthered through United Nations-wide efforts in knowledge exchange, accountability and advocacy through a variety of mechanisms, such as the United Nations Development Group Task Team on Gender Equality, submission of annual reports on the United Nations System-wide Action Plan (UN-SWAP) on Gender Equality and the Empowerment of Women, and hosting of the UNGEI secretariat by UNICEF. 2
