RECOMMENDED ACTION: Approve Resolution No. 60/2018 BACKGROUND: This is a request from the Corte Madera Community Foundation, Corte Madera Lions Club, Corte Madera Women s Club, Corte Madera Parks & Recreation, and Rotary Club of Marin Sunrise to place three temporary banners in the public right-of-way from November 6, 2018 through November 22, 2018, publicizing the free Annual Thanksgiving Day Turkey Trot taking place on November 22, 2018. The Zoning Ordinance allows signs in the public right-of-way or on public property if: (1) They are advertising Town-sponsored or Town-endorsed events; and (2) If they are approved by the Town Council. DISCUSSION: The Corte Madera Community Foundation, Corte Madera Lions Club, Corte Madera Women s Club, Corte Madera Parks & Recreation, and Rotary Club of Marin Sunrise, as co-sponsors of the Turkey Trot, are requesting Town Council endorse the free Annual Thanksgiving Day 1 4.I.iii

Turkey Trot on November 22, 2018 and approve three temporary banner signs in the public right-of-way. The banners will be installed in the following locations as shown in attachment A and B to the Resolution, per the approved Banner Location Program, adopted on August 16, 2011 (Resolution No. 3672). November 6, 2018 November 22, 2018: Location #1 On Madera Boulevard across from Safeway Location #2 On the Southeast corner of Corte Madera Avenue and Redwood Avenue Location #3 On Redwood Highway at the East end of Wornum Drive The Turkey Trot is a free, family-friendly run, walk, scoot or bike for all ages that takes a loop route using multi-use paths starting and ending at Town Park. The co-sponsors plan the event as a way to build community spirit and for the citizens of Corte Madera to get acquainted. The proposed signs will publicize the Annual Turkey Trot taking place on Thursday, November 22, 2018 at 8:00am. FISCAL IMPACT: The Public Works Department will install and remove the horizontal banners and the removable hardware for the co-sponsors of the Turkey Trot. Each co-sponsoring organization is a either a 501(c)(3) non-profit organization or is supported by funds from the Town of Corte Madera. For this reason a cost recovery fee has not been charged. ENVIRONMENTAL IMPACT: The activity is covered by the general rule that CEQA does not apply where it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment (CEQA, Article 5, Section 15061(b)(3)). OPTIONS: 1. Approve the resolution as presented. 2. Approve the resolution with modifications. 3. Take no action at this time. ATTACHMENTS: 1. ATTACHMENT 1 RESOLUTION NO. 60/2018 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF CORTE MADERA (1) ENDORSING THE ANNUAL THANKSGIVING DAY TURKEY TROT, (2) ALLOWING TEMPORARY SIGNS IN THE PUBLIC RIGHT-OF-WAY FROM NOVEMBER 6, 2018 THROUGH NOVEMBER 22, 2018 PUBLICIZING THE ANNUAL THANKSGIVING DAY TURKEY TROT ON NOVEMBER 22, 2018; AND (3) DETERMINING THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES 15061(B)(3). WHEREAS, on October 23, 2018, the Corte Madera Community Foundation, Corte Madera Lions Club, Corte Madera Women s Club, Corte Madera Parks & Recreation, and Rotary Club of Marin Sunrise requested permission to install three banner signs in the public right-of-way from November 6, 2018 through November 22, 2018, publicizing the Annual Thanksgiving Day Turkey Trot on November 22, 2018; and WHEREAS, the Annual Turkey Trot is a free, family-friendly event for all ages, created and led by the Corte Madera Community Foundation, Corte Madera Lions Club, Corte Madera Women s Club, Corte Madera Parks & Recreation, and Rotary Club of Marin Sunrise as a way to build community spirit and for the citizens of Corte Madera to get acquainted; and WHEREAS, Corte Madera Municipal Code Section 18.22.050(10)(A) permits such signs with the approval of the Town Council. NOW, THEREFORE, BE IT RESOLVED, that the Corte Madera Town Council does hereby endorse the Thanksgiving Day Turkey Trot and approves the request to install three 4 -tall by 6 -wide temporary banner signs as shown in Attachments A and B, subject to the following conditions: 1.
