Global and Regional Strategies for HPAI and CSF
2
Key Strategic Approach Strengthening of Veterinary Services and related national capacity, including compliance with OIE standards and guidelines on quality and evaluation of veterinary services; Poultry industry adjustment and changes in husbandry practices to improve biosecurity; Strategic research initiatives; Support for public communication; and Provision of technical assistance, as required 3
Lessons Learned and Changing Situation One Health approach Go beyond H5N1 Highly pathogenic avian influenza Emerging infectious diseases of animals Address regional situation 4
Understanding risks and the drivers Risk assessment and early warning Risk mitigation Prevention Chnaging farm practices Outbreak response Investigation and containment Preparedness (DRAFT) Under Finalization Asia-Pacific Regional Strategy for Emerging and Re-emerging Animal Diseases and Public Health Threats 2016-2020 Situation continues to be dynamic with new clades of influenza regardless of their pathogenicity to livestock Other potential emerging zoonotic diseases MERS, Ebola, Nipah Neglected zoonosis but potential to re-emerge TB, Brucellosis Increasing concerns on AMR Technical Approach and disease focus Capacity Building Advocacy and Communication Partnerships and Networks Other transboundary animal diseases including swine diseases 5
ASEAN Initiatives Crossing Borders and Traversing Bridges of Partnerships Roadmap for an HPAI-Free ASEAN Community by 2020 Roadmap for an HPAI-free ASEAN Community by 2020 ASEAN HPAI Taskforce Chaired by Malaysia To meet in April to revise the strategy to include other influenza Zoonotic influenza??? 0 P a g e 6
ASEAN Initiatives ASEAN Strategy for Classical Swine Fever and other swine diseases ASEAN CSF Taskforce Chaired by Philippines Being drafted Proposed strategic approach including: GETTING INFORMATION ON CSF [SURVEILLANCE AND TIMELY REPORTING] USE OF TOOLS (DX, VACCINATION) UNDERSTANDING RISK FACTORS - IMPROVING OUTBREAK RESPONSE COLLABORATIVE INITIATIVES PRIVATE-PUBLIC PARTNERSHIP PROGRAM FARM PRACTICES 7

Avian Influenza in Asia during 2010-2015
Avian Influenza in Asia during 2014-2015 2.3.4.4 2.3.4.4 2.3.2.1.A 2.3.4.4 2.3.4.2 2.3.4.4 2.3.2.1.C 1.1 2.3.2.1.C 2.3.2.1.C 2.1.3.2 2.3.2.1.C
Considering Points about Viruses Various clades of H5 are still circulating in the region and some had made their ways out of Asia; Different clades of H7N9 circulate in different parts of China and some of these are evolving with involvement of the endemic H9N2 virus; Sporadic outbreaks of LPAI, particularly H9N2, were reported 11
Poultry Value Chain
Considering Points about Poultry Value Chain Based on the updated information, not much changes particularly on direction of value chain Magnitudes change over time depending on economic situation and seasonal demands especially poultry movement for the consumption purpose More investment on poultry production in Myanmar, Laos and Nepal Investing partners/sources of breeders are China, Indonesia, India and Thailand May not through cross-border trade but direct (G to G) 13
Considering Points about Pig Value Chain Pig movement in the East and SE Asian region has similar pattern to poultry while no significant movement of pigs in South Asia except at some local corridors at the border of Myanmar and India Two major purposes for the regional movement are for breeding and consumption with different characteristics of value chains Evidence of highly pathogenic porcine reproductive and respiratory syndromes has been reported along the chain of East and SE Asia as well as the local cross-border value chain between Myanmar and India 14
Considering Points about Cattle Value Chain Cattle value chain has different direction to poultry and pig value chains especially for the consumption purpose which has destination to China Movement can be live animals and products with mainly from South Asia (and perhaps Myanmar) through various routes of SE Asian countries Significant evidence of FMD spread has been reported along the chain 15
Considering Points about Cross-Border Matter Livestock movement across border exists and may involve more than 2 countries for certain commodities; There might be an interface between poultry and pig value chain at the local cross-border value chains; China and Viet Nam Southern Viet Nam VS Cambodia Cross-border dialogues: Initiated at bilateral and multilateral levels with different progresses China-VN, Cambodia-VN, China-Myanmar-Laos Laos-VN Thailand-Cambodia, Laos, Myanmar, Malaysia Focus on safe-trade with practical quarantine and technical collaboration Joint activities at the cross-border level Joint Surveillance between Cambodia and VN 16
Epizonal Approaches Trading/value chain corridor rather than the perimeter along the border Safe trade from production to markets where fact findings, risk assessment and mitigation can be applied Cross-border dialogue will be required to ensure harmonization Socio-economic aspect and practicality need to be taken into consideration 17
