3 1.Priority TADs Names of priority TADs (up to 3 diseases) except for FMD. HPAI CSF ASF Describe why you consider them as priority diseases in your country? Prioritize specific 7 diseases in the Act on Domestic Animal Infectious Disease Control taking into account pathogenic intensity, impact size on economy, difficulty of control, relevancy to public health. :Rinderpest, CBPP, FMD, CSF, ASF, HPAI, LPAI Further considering the current situation, we prioritize 3 diseases above mentioned except for FMD.

8 Example of Preparedness Exercise for TADs containment All prefectural governments implement desk-top simulation exercises, organized by MAFF. Local government conduct demonstration-type exercises. Disinfection for human body Disinfection for vehicle Burying

9 Example of Prevention BIOSECURITY STANDARDS (1) MAFF established the Biosecurity Standards to be followed by the livestock owners. 1. Collecting the latest animal health information 2. Establish specific biosecurity control areas 3. Preventing Pathogens from being brought into biosecurity control areas (e.g. disinfection of vehicles or equipment) 4. Preventing contamination with pathogens through wild animals (e.g. install bird net) 5. Maintaining hygienic conditions in the biosecurity control areas (e.g. clean and disinfect empty pens) 6. Daily health check of the livestock

10 Example of Prevention BIOSECURITY STANDARDS (2) 7.Securing burial sites or disposal facilities 8.Keeping records (e.g. people entering into the farm, health situation of livestock) 9.Additional measures for large-scale farm Deploying a management veterinarian responsible for coordinating with livestock hygiene service center Developing internal rules reporting abnormalities from workers to vet.

Give advice, recommendations and orders to those who do not follow the biosecurity standards Livestock owners

12 Example of Containment Compensations For rapid and effective control, Compensations by MAFF for The loss incurred by stamping out (100%); Sales reduction (50% ) caused by movement restrictions :The rest of 50% is covered by local government But in case of violation of the law, Reduced or no compensation for livestock owners who failed to take necessary preventive measures, promptly notify or cooperate to the control measures

16 5. Future activities for TADs control What technical components for TADs control should East Asia focus on? Secure Biosecurity and Disease Prevention continuous & steady efforts, awareness, appropriate vaccination (if any) Early detection and notification legislative system sufficient compensation with measures avoiding moral hazard Rapid and appropriate initial responses culling, incineration/burying, disinfection, movement restrictions, testing International cooperation International organizations, bi-, multilateral frameworks research collaboration Prevent the spread, Reduce the risk of TADs at every stage

17 Example of International cooperation Memorandum of Cooperation among the China, Korea and Japan on Response against TADs Signed in the 2 nd Trilateral Agricultural Minister s Meeting at Tokyo on 13 Sep 2015 I. The participants intend to enhance and expand cooperative efforts in prevention and control of transboundary animal diseases. - Equal, reciprocity and mutual benefit - Coordinated with or supportive of the goals and activities of international bodies including OIE - The working-level consultations will be regularly held II. The field of cooperation, but not limited to: - Sharing animal health information; - Surveillance, notification and epidemiological investigation; - Material including viruses exchange; - Research and diagnostic method and vaccines; - Development of human resource etc. III. Methods of Cooperation - Prompt information sharing through the focal points - Joint working group or program for common concerns and scientific research - Exchange of experts and officials etc.
