SECTION 1 POLICE STAFF JOB DESCRIPTION JOB TITLE Tenprint Identification Officer REPORTS TO (POST TITLE) Supervisor Livescan / Tenprints REF NO R263/18 DIVISION/DEPARTMENT Livescan/Tenprints, Forensic Services WORK LOCATION Scottish Crime Campus (SCC), Gartcosh GRADE Band C SECTION 2 JOB PURPOSE To Analyse fingerprint images to confirm identification of individuals arrested and charged/detained in police custody, to deal with requests for identity confirmation from external agencies within the wider criminal justice community including, identification of deceased persons and identity confirmation of disputed convictions and Immigration. To maintain the integrity of the National Fingerprint collection in line with relevant legislation. Provide a help desk administrative and support service to Police Scotland managing 40 Livescan sites and the associated National Police System(s). Delivery of Livescan and Ink fingerprint training to Police Scotland and any other agencies within criminal justice community as and when required. SECTION 3 ACCOUNTABILITIES AND MAIN RESPONSIBILITIES 1. Analyse, compare, evaluate and verify Tenprint fingerprint images received via Livescan and inked Tenprint forms. Confirm identity and relay result to Police Scotland within agreed 2 hour service level agreement for Livescan. 2. Assist Police Scotland with the management of Livescan in Scotland including delivery of training to Police Officers on Livescan/Ink fingerprinting. Create Livescan user accounts for new start officers and provide a help desk facility for any issues / password re-sets / general advice and guidance. 3. Provide a Tenprint identification and verification service to outside agencies.
4. Interrogate CHS and PNC (Police National Computer Systems) and analyse the data contained within the criminal record for information requested by stakeholders in line with information sharing protocols. 5. Create new CHS / PNC criminal records for new offenders to support investigations and the criminal justice system. Update CHS/PNC criminal records with any new information available. 6. Ensure Tenprint fingerprint images are filed to the national fingerprint database identifying best quality images as the master set. 7. Undertake Ident 1/CHS/PNC system testing and user acceptance testing for Scotland on behalf of the Ident 1 fingerprint database supplier (Northrop Grumman) in line with status reports. Carry out and facilitate fault investigation ensuring all problems and defects are recorded and relayed to the Supervisor and Team Leader for follow up. 8. Remotely audit the 40 Livescan units in Scotland on a regular basis ensuring all Livescan fingerprint images have been submitted for verification. Visit all sites bi-annually to carry out checks of Livescan units to ensure appropriate maintenance in line with Livescan contract requirements. 9. Prepare and assist in the compilation of various reports, letters, statistics, user manuals and standard operating procedures in line with the quality management system. 10. Investigate and resolve issues regarding fingerprints on CHS / PNC and National Fingerprint Database ensuring policy and legislation is adhered to. Identify and escalate issues with content or functionality of national systems to ensure Forensic Services and other stakeholders are not compromised. 11. Maintain the integrity of the fingerprint database for Scotland ensuring Scottish weeding policies / legislation is adhered to in relation to retention legislation and CHS weeding rules. Remove and destroy any fingerprints that are no longer legally held to ensure integrity of the fingerprint collection. 12. Prepare witness statements on receipt of citations from court and attend any court required on the date specified. Attend any precognition interviews required. 13. Represent Forensic Services at relevant internal and external meetings and presentations. 14. Provide in-house training and mentoring of new staff members.
SECTION 4 LOCATION: ATTRIBUTES ATTAINMENTS EDUCATIONAL / OCCUPATIONAL PERSONAL QUALITIES Scottish Crime Campus, Gartcosh ESSENTIAL Excellent communication skills both written and verbal. Excellent time management organisational skills with an ability to deliver outcomes within specific time frames. Completion of 8 week fingerprint accreditation training which includes pattern coding of fingerprint images, Analysis, comparison, evaluation and verification of fingerprint images. A further 1 year TIO in house training to allow signing of fingerprint certificates on Tenprint Forms. Educated to Standard Grade Level or equivalent. Experience of standard Microsoft packages. Good interpersonal skills/ability to work well with others. BAND: C DESIRABLE Good working knowledge of CHS and PNC. Awareness of Data Protection, Freedom of Information and Protection of Freedoms Act 2012 (POFA). Knowledge of fingerprint legislation in Scotland. Requirement that all trained TIO s will be conversant with the above.
SPECIAL APTITUDES Good analytical skills both written and oral to be able to convey detailed and complex information. Ability to demonstrate attention to detail and accurately analyse large volumes of data.
