4 TRDRP: Funds research that enhances understanding of tobacco use, prevention and cessation, the social, economic and policy-related aspects of tobacco use, and tobacco-related diseases in California. TRDRP is a statewide funding agency supported by revenue resources: The Tobacco Tax and Health Protection Act of 1988 (Proposition 99) 25 per pack cigarette surtax for cessation, prevention, and research 5 of each $1 collected supports tobacco-related research The California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Proposition 56) Increased the retail tax on tobacco products by $2 To expand research into the causes, early detection, and effective treatment, care, prevention, and potential cure of all type s of cancer, cardiovascular and lung disease, oral disease, and tobacco-related diseases to ultimately save lives, and as a result, enhance the economy of the state.

Purpose: Tobacco Policy Centers Award Purpose and Focus Support collaborative centers which partner rigorous research and active community and advocacy engagement to inform tobacco policy at the local level in under-resourced areas of California. Strengthen the bi-directional impact on state and national level tobacco policies. Focus: Priority populations and the reduction of health disparities. Building research and community capacity in under-resourced areas of rural and central California. Rapid response to the changing tobacco policy landscape and industry marketing to California s populations.

Tobacco Policy Centers Award Requirements Identify Mission and Goals Problem/Issue identified Achievable and actionable within project period (4 years) Mechanism to refine and mark progress (i.e. self-evaluation) Partnerships Required in the Centers At least one community organization experienced in tobacco policy advocacy Experienced Tobacco Policy Researcher(s) Emerging Tobacco Policy Researcher(s) at an academic institution in an under-resourced area of the state Demonstrated Expertise Multidisciplinary Scientific Disciplines/Methodologies Diverse Community Advocacy Communications/Government Relations Strategists

Collaboration between Centers Stakeholder Advisory Committee Will include community, local and state stakeholders, TRDRP staff and Center leadership Tasked with providing guidance to policy centers, identify and troubleshoot challenges, alert to changes in policy and assist in dissemination and publicizing Centers achievements Small funding opportunities for cross-center collaborative projects Determined by the Advisory Committee Addressing issues (i.e. data accessing and sharing, policy implementation support and research)

Tobacco Policy Centers Award Center Components Four Required Components Administration Project Support/Implementation 1 longer term project ($200K/year) Rapid Response ($150K/year) Community Input/Dissemination Training and Capacity Building

Eligibility Principal Investigators: at least one lead academic investigator with tobacco policy experience or expertise; at least one lead emerging academic investigator; and at least one lead community/advocacy organization with experience in tobacco policy. Each academic investigator must have an appointment and principal investigator status at a California research institution with one appointed to an institution in rural or central California. One of the researchers must have an appointment at an academic institution located in an under-resourced area in rural or central California. The community/advocacy organization investigator must have a leadership or Directorlevel appointment and the institution must be based in California. Investigative team must demonstrate the extent of their reach including specific rural and/or central regions of California and be able to describe how they represent and have access to these geographic catchment areas. If funded, each collaborating partner may elect to separately receive grants from TRDRP. Principal investigators from each of the participating organizations must commit to the TRDRP project a minimum of 1.2 person-months of effort for a 12-month appointment or equivalent effort for each of the project years.

Tobacco Policy Centers Award Budget Expectations 4-year grant Planning Phase: First three months, complete: Rapid Response mechanism Stakeholder outreach/input plan TRDRP has an active role Coordinates inter-network collaborative projects Forms and convenes Advisory Committee Conducts initiative evaluation Approximate Budget: $3M for each Policy Center with approximately $750,000/year. $150,000 each year is allocated to the Rapid Response Mechanism and one longer term project at $200,000 per year. There will be approximately $100,000/year additionally for special collaborative projects across Centers

Community input/dissemination and relevance Affiliated members and feasible plan to respond to diverse policy topics quickly Other Considerations: Protection of Human Subjects from Research Risk Inclusion of Women, Minorities and Children in Research Relevance of the proposed research to a tobacco-related area

Letters of Intent due January 15, 2018 at 12:00PT Access to application submission material is dependent on programmatic approval of the LOI, which must be submitted before the LOI deadline LOIs must be submitted on proposalcentral May be submitted at any time until the deadline. This is a hard deadline. There is no grace period. Email indicating the status of the LOI (approved/denied) on a rolling basis, no later than January 25, 2018

16 Key Guidance to Applicants Proposition 56 mandate requires that all research dollars must be used within California. Since the bulk of TRDRP research funds are from Proposition 56, the majority of projects funded in the upcoming TRDRP cycles must be performed entirely within California plan your project and budget accordingly TRDRP research funding, however, comes from multiple sources, and there is a small amount of funding for projects with out-of-state components. In those cases, part of the work may be done outside California if the need to do so is well-justified. Be sure to discuss this with TRDRP TRDRP staff are available to clarify grant requirements
