Benefiting The Arc Mid-South Imagine A World Without Illiteracy... Proceeds from gala sponsorships support many crucial s for people with intellectual and developmental disabilities and their families including literacy s. At one time, literacy was defined simply as the ability to read. Today, as information and technology drive American society, that definition has been broadened. The Workforce Investment Act of 1998 defines literacy as the ability to read, write and speak English, compute and solve problems at levels of proficiency necessary to function on the job, in the family of the individual, and in society. Very few adults who have attended school in the United States cannot read at all. However, between 21 and 23 percent of the U.S. population function at literacy Level 1, and another 25 to 28 percent function at Level 2, as defined by the National Institute for Literacy (NIFL). You do not hear a lot about illiteracy today, even though it remains an important challenge to our society. Furthermore, some people fall into a far higher risk of illiteracy: people with intellectual and developmental disabilities. More than 50% of our students are unable to read and almost all of our students have low to moderate literacy. Low literacy is strongly related to unemployment. More than 20% of adults read at or below a fifth grade level far below the level needed to earn a living wage. Of this twenty percent, 87% of those adults have a disability. 70% of people with the lowest literacy skills have no full or part time job. 43% of people with the lowest literacy skills live in poverty. Illiteracy and crime are closely related. The Department of Justice states, "The link between academic failure and delinquency, violence, and crime is welded to reading failure." Over 70% of inmates in America's prisons cannot read above a fourth grade level. You can help when you support The Arc's Creating Independence Supporting Literacy Initiative, the focus of the 2014 Arc Gala. This multi-pronged effort reaches out to students with disabilities, adults with disabilities, parents, professionals and disability organizations.
