Latosha Foote Part I Problem or Opportunity The U.S Department of Health and Human Services has been experiencing a lack of grant funding to award recipients since, 2001. The percentage of total grant dollars volume has remained the same through the years as well. If DHHS does not find more funding to disburse grants, many recipients will be at loss. A plan is needed at this time because this problem has been re-occurring for years, and if it is not resolved soon many grants systems and recipients will be at stake. In other words, DHHS will not be able to help as many citizens improve health and human services for the Nation. Situation Analysis Mission of DHHS- The mission of the Department of Health and Human Services (HHS) is to enhance the health and well-being of Americans by providing for effective health and human services and by fostering strong, sustained advances in the sciences, underlying medicine, public health, and social services. (www.hhs.com) At the Department, our number one priority will always be to protect the health of all Americans and provide essential human services, especially for those who are least able to help themselves. History DHHS has been established since, 1798. DHHS is one of the largest federal agencies. They are responsible for protecting the health of all Americans by working with 12 operating divisions: public health, biomedical research, Medicare and Medicaid, welfare, social service, and more. In 1935, the passage of Social Security act was passed. In addition, in 1938 the passage of Federal Food, Drug and Cosmetic act was passed. In 1965, creation of Medicare and Medicaid programs were established. In contrary, in 1975 Child Support Enforcement Program was established. (www.hhs.com) Strengths The strengths of the DHHS are that they are able to help many Americans such as, adults and children. They incorporate many programs to help single parents, injured citizens that are incapable of working, healthcare for those who can t afford to purchase a plan. In addition, the website gives information for individuals and volunteers wanting to help with natural disasters. In addition, the DHHS provides facts on grants for those who lost their job, students, etc. This organization works the United States citizens that are struggling. Weakness I think that the organization has done a compelling job thus far. However, to further grow and expand their company DHHS needs to be more involved in the media. Therefore, more of America can possibly develop interest in helping fund some of the programs the DHHS offers. Maybe they can strategize a campaign that influences Americans to adopt a healthier lifestyle. This campaign would promote education, dieting and exercising. Therefore, hospital visits would decrease and affordable education to enable more parents and children can utilize their education to obtain higher paying jobs.

Challenges The main challenge that the DHHS faces is funding to help Americans. This has been an ongoing struggle since 2001. Objectives - Offer education programs through Welfare and Social Services - Offer a daycare programs while parents are in class - Issue heavy PSA volume, Press Releases and Commercials to help receive funding for the DHHS programs. - Hire a celebrity that has been through these programs as a spokes person. - Sponsor informative fairs in the largest cities of the 50 states in the U.S. to increase awareness on new programs that DHHS offers and to possibly gain funding for those programs. - Increase our total grant amount per year Target Audience - ( Geographic s) This campaign will target all American citizens living in the United States. - ( Demographics) Lower Class, Middle Class and Upper Class - (Psychographic) For the new DHHS programs our target is participants are 25-45 years old, low income families with a high school education or less. For funding our target audience would be middle class and upper class working citizens that are 25 or more years old.

Part II Strategies: Participants- Don t just help yourself, help your child enjoy life Supporters- Help those whom want to help themselves Slogan- RACE- Raise, Achieve, Care, Educate Win the Race against Defeat Recommendation Message- Help build a stronger community, help raise our children, encourage self-esteem, show and teach the community how to care for one another, educate a new beginning. Special Events - Have a country-wide fair, which will last for 50 days. Every day the campaign will be in a different state, campaigning in the most populated city. - The fair will have several events such as, o Informative Booth on the DHHS new programs o Learning how to eat healthy booths o Free Food o Potato Sack Race o Influential Celebrity- American Idol Winner, Fantasia Burrino o Influential Speaker from the community o Televise one fair in Washington, Dc and have Burrino speak on this day

Fantasia Burrino Story Burrino was born and raised in High Point, North Carolina. Burrino was raped by a classmate during her high school years; As a result, she dropped out of school because she felt harassed and embarrassed. Burrino then got pregnant at the age of 16, with a partner that abused her. Burrino gave birth to Zion Quari Burrino on August 8, 2001. Burrino continued to struggle with no education and a child, living on welfare. (Wikipedia.com) Special Tactics The Fair will be an event held for the community from the DHHS headquarters. The event will last for two months, campaigning for 50 days straight in fifty different cities. This event will have food, potato sack racing, influential speakers such as, Fantasia Burrino; informative booths for the new programs, and music. We plan to have controlled and uncontrolled media sources. One fair will be televised featuring Fantasia Burrino live in Washington, DC. All workers will be transported by a tour bus, in which will travel to all 50 states. We will create a Blog site, www.hhrblog.org, which will feature everyday postings during the campaign and after. In addition, it will include the weekly newsletter updates and the donations the campaign has collected so far. Everyone who is interested in the campaign and wants to help or any person(s) wanting to join the new programs will have access to the

website by creating a username and password, doing this will make all participants active members. The advantage of becoming an active member of the blog network is being able to have access to all the information on the site such as: updates, how to donate, where to join the programs, and when the fair dates and locations are going to be held. We would also like to recruit several volunteers from all the major cities that the fair will be hosted in. - News Release - Posters in all office locations - Radio news release - VNRs - Updates Weekly on the DHHR website - Brochures on the new programs and how to donate - Fair Tour - Ads - Blogs - Newsletters - Evaluation

Therefore, we do not plan on having a big staff because we are trying to raise money for the program. Out-of-pocket expenses- $150,000 - Printing- $1,500 o Event Posters o Brochures o Any additional printing All Event Advertisements-$100,000

- Radio ads/ News Release - Newspaper ads - VNRs Fair Park/Site Rentals-$100,000 Event Entertainment-$75,000 - Fantasia Burrino-$40,000 - Food, Beverages, etc.$15,000 Contingency Budget- $40,000 - This budget is to be allocating to cover any miscellaneous and unexpected expenses. Evaluation - We plan to distribute surveys at the beginning of the fair and collect them at the end of each fair. To decipher the guest opinion of how to improve the fair and things they liked about it. - Measure the website members and dollar amount of donations. - Measure the number of mentions of the campaign through various media outlets. - Monitor yearly, if we have increased our total grant amounts per year.
