What is Innovation SAGA Project? Innovation SAGA Project is a public-private research and development (R&D) project on new public services that let the public and private sectors jointly try out new public services by connecting the latest technologies and know-how available in the private sector with new social demands perceived in the public sector.
Rule of this Project R&D by using only resources that public or private sector can provide to each other without paying any money to others. The administration and the enterprise undertake R&D by using mutual intellectual resources, based on an agreed contract.
Objectives of this Initiative
The first CREATION: Innovative solutions An example of the first CREATION is a GIS-based Pandemic Influenza Surveillance System, which provides 2-dimensional information on the influenza spread, and which is a result from this project with Pasco Inc. In the case of the pandemic influenza (H1N1) spread since April 2009, this surveillance system helped the public organizations including 303 public schools to analyze and decide counter measures (e.g. closing schools and public facilities) in a prompt manner.
Two Concepts of This Surveillance System Consolidating and sharing of information on absent students Making a Prefecture-wide School Zone Map
National and Local Newspaper Reports on this Surveillance System Jun.5, 2009 The Saga Shimbun Jun.5, 2009 The Nikkei
The second CREATION: New business As for the second CREATION, i.e. creation of local businesses, an example is a WiMAX (a high-speed wireless Internet services) experiment with Fujikura, a nation-wide telecom technology company, which realized four local WiMAX business licenses in Saga, the largest number of the regional business licenses in Japan.
Experiment Area of a WiMAX Saga Prefectural Gov. opened the rooftop of the Gov. office Building, the highest building in the Saga plain, for the WiMAX Antenna Set up by the private R&D partner. 2km Saga Prefectural Government
The third CREATION: New work styles In addition, as for a business that leads to a CREATION of new work styles, which are connected to improving effectiveness of administrations, we conducted a research regarding the administrative reform and management techniques using BSC (Balanced Score Card), carried out experiments regarding introducing a cloud computing in municipal taxation, health insurance and resident record, and did a study on performance-based IT system procurement techniques.
Examples on Joint Research Activities for Operating Effectiveness The joint research with Microsoft Research of availability and usability of the IT-based Balanced Scorecard (BSC) Methodology in the Saga Prefectural Gov. Analysis of the government officials' literacy on business improvement methodology by using ICTs. The joint research with Accenture Study a feasibility of converting the object of IT procurement from "system functions" to realized results". The joint research with NTT Data Kyushu, Samsung SDS and Fujitsu Stock-take of the existing IT systems that city/town governments operate by each business category. Clarification of the issues to share and co-use cloud-computing systems.
Participating Private Sectors There were entries from 38 companies both inside and outside the prefecture for the implementation of the R&D. We studied with 21 companies among them. The amount of induced private investments in 2007-2008 is over 2 million dollars. Global companies Microsoft Accenture Samsung SDS Japan Unisys Hewlett-Packard The companies representing Japan Fujitsu Pasco Japan Travel Bureau( JTB) Local companies Saga Shimbun Saga Digital Network Saga Densan Center NTT Data Kyushu
Mechanism of Innovation SAGA Project Saga Prefectural Gov. Private Enterprises Pressing Issues Selection of Target Issues Call for Proposals Technologies & Knowhow Utilized in the private sector Special Committees Examination & Clearance On-site Application and Tests Proposals on Applicable Technologies & Knowhow R&D Contract User Feedback Discussions for Improvement Selection of Applicable Technologies & knowhow Customizing the solutions Knowledge on the latest Technologies & Knowhow Sharing the R&D Results Market-tested Solutions
Conclusion In the relation of equal joint R&D to which both pooled the resources, this system create the environment that can accept the private organization s free wheeling ideas. In this joint R&D system, the administration and the enterprise can undertake research by using mutual intellectual resources, so that the effect of the joint research can be far larger than the research conducted by an individual stakeholder alone. Results from this joint R&D are applicable in a much more general context and in the local governments throughout the world.

The School Health Surveillance System An example of Innovation SAGA Project June 2010 Saga Prefectural Government, Japan
Contents The School Health Surveillance System Impact of Pandemic Influenza( H1N1) A Lesson from Actual Pandemic Influenza Concept of the School Health Surveillance System Background of the System Development Newspaper Reports Briefing Meeting Current Utilization Rate Structure of the System Impacts in the Saga Region
The School Health Surveillance System The School Health Surveillance is a system that collects the information of the absentees of the schools and the patients in the hospitals, and makes it visible on a regional map. The schools and the prefecture and the city governments become able to find the symptoms of the early stage of the pandemic Influenza so that they can take measures, e.g. class/school closing, influenza alert, etc., based on tangible data swiftly.
Impact of Pandemic Influenza( H1N1) on School Administration Trend for the number of closed classes, grades or schools and ILI surveillance in Japan Number of case per sentinel Closed Class Closed Grade Closed School ILI (Influenza like Illness) Number of schools Epidemic Week On June 12, 2009, the WHO declared a global flu pandemic that emerged in April 2009 and raised its pandemic alert to phase 6.
A Lesson from Actual Pandemic Influenza On May 16: The high school students in Kobe city were infected with the pandemic flu. (The first detection of the secondary infection in Japan) On May 17~ : It was an infection spread in Osaka and Hyogo prefecture. Afterwards The number of infected persons increased Pandemic flu had spread domestically There had been hundreds of absentees in the junior high school next to the high school, on the 11th day before the first domestically infected person was identified in the high school. It is important to find the symptoms of the early stage of the spread against pandemic flu.
Concept of the School Health Surveillance System Measures should have been taken beforehand by collecting absentees and patients information from the schools showed the early-stage symptoms. School Health Surveillance System 2 concepts Consolidating and sharing the absentees information Making it to visible on the regional map (GIS)
(1) Consolidating and sharing of the information i) Improvement of the information flow Before Separated Consolidation and Provision of the information of the infected persons Prefectural Gov. The Board of Education The Board of Health After Consolidation and Provision of the information by the system Prefectural Gov. School Health Surveillance System Share Report Schools Report Public health institutions Report Hospitals Share Share Report Schools Public health institutions Report Report Hospitals Share
(1) Consolidating and sharing of the information ii) Improvement of the reporting method from schools( Use of ICT) Before Reporting by paper It takes much time for the input and report. After Reporting through Internet It takes little time for the input and report.
(2) Making it visible on a regional map (GIS) Before It was a display of them in the table and the graph. The infection data was cramped After The infection spread level is classified by color on the map. The infection spread is understandable at a glance. Classification by the district is displayed. Displaying the number (or ratio) of the infected persons by color Displaying the increase and decrease of the infected persons by pattern
(2) Making it visible on a regional map (GIS) Advantage i) Forecasting the spread on a map It becomes easy to forecast the extent of the infection in the future by the changed color and pattern. The infection spread will be forecast in the near future. The infection spread is being forecast though there are already a lot of infected persons.
(2) Making it visible on a regional map (GIS) Advantage ii) Possible to compare The comparison by various zones and different time series is easy. Elementary school zone data and junior high school zone data on the same day. The difference of the infection spread can be compared and analyzed.
(2) Making it visible on a regional map (GIS) Analysis example by this system It is possible to think about measures by considering the characteristics in the region by overlapping it with various data. Overlapping of absentees data of elementary schools and locations of largescale commercial facilities, railway, and the main road Number of infected persons 1-3 Over 4 Number 9? 1? of absentees?? 0 1 2-3 4-5 6-10 Over 11 It is understood a lot of patients are generated around the railways, road networks, and large-scale commercial facilities
Background of the System Development Problem: A lot of school officials' cooperation is necessary for the information gathering. On September 30, 2009, the Saga prefectural Gov. gathered the school officials in Saga prefecture and held a briefing meeting on the school health surveillance system. On November 2, 2009, The operation of the map system was started. Solution: The system was accepted because the method of data input is easy.

Current Utilization Rate Ratio of schools that use the system Elementary school Junior high school High school 24% 30% 14% 76% 70% 86% The system is operated by about 80 percent of schools.?????? Use??????? Not use
Structure of the System Situation awareness Information sending Information consolidating Saga Prefectural Gov. School officials Internet Input of number of absentees WEB( SSL) Inside of system Input of data Data Center WEB Server Get map data Map Server Database Server Data transfer by FTP Absentee information gathering system ( Infectious Disease Surveillance Center ) Extra Server
Impacts in the Saga Region Making a prompt, adequate judgment and grasping the symptoms of infection enable the public sector to inform people of infection situation and precaution, etc. in places where people gather. As a result, It becomes possible to decrease the number of diseases, serious disease and deaths from pandemic flu. The medical institutions take measures easily, and it leads to residents health maintenance. Companies can prevent the shutdown and people can prevent absence.
