FY08 ISSUE 2 AUGUST 11,2007 WWW.FWCSI.ORG Page 3 2010 EDITION OF HEALTHCARE DESIGN GUIDELINES UP FOR PUBLIC COMMENT THROUGH SEPTEMBER August 1, 2007 Building Design and Construction The Health Guidelines Revision Committee, with the support of the Facility Guidelines Institute and the American Institute of Architects, is seeking public input for the development of the 2010 edition of the Guidelines for Design and Construction of Health Care Facilities. The public proposal period is open through September 30. The guidelines, which are used by more than 40 states to regulate the design and construction of healthcare facilities, recommend minimum program, space, and mechanical standards for clinical and support areas of hospitals, long-term care, rehabilitation, and ambulatory care settings. The document also addresses minimum engineering design criteria for plumbing, electrical, and heating, ventilation, and HVAC systems. Interested parties can submit changes for any part of the document, but the revision committee says it is looking for input on several specific patient- and staff-related building design and construction issues, including: Use of patient lift devices Imaging technologies used in operating rooms Bariatric accommodations Sound design and vibration in healthcare environments Single-bed rooms beyond medical/surgical and obstetric facilities Environment of care Infection control Healthcare facility engineering The chapter on small hospitals is also scheduled for updating, as are sections on imaging, emergency, obstetric, and psychiatric facilities in both the hospital and ambulatory care parts of the book. HOUSING CORRECTION HITS CEMENT INDUSTRY HARD Building Design and Construction Burdened by the hard correction in the housing market, cement consumption has weakened in 2007, according to the most recent forecast from the Portland Cement Association (PCA). Cement consumption this year is expected to fall 4.4 percent lower than 2006 levels. According to PCA Chief Economist Ed Sullivan, however, the decline will be temporary, with a 2.2 percent cement consumption gain anticipated for 2008. "Sustained growth in cement consumption normally occurs when all three sectors of construction--residential, nonresidential, and public--are thriving," Sullivan said. "With the current gain trends in nonresidential and public and most regional residential markets expected to back to track by 2009, we anticipate the onset of a period of continued growth to start that year." Additionally, the PCA's forecast adjusts its outlook regarding cement intensities. Cement intensity measures the amount of cement used per real dollar of construction activity. Originally expected to increase and cushion the decline in cement consumption, cement intensities have declined for ten straight months. Weather conditions, lower construction activities in key regions and other conditions are factors that may be contributing to an erosion in cement intensity. PCA now expects a modest decline, roughly one percent, in 2007 cement intensities. With a decrease in cement consumption, a reduction of cement imports is also predicted. "The combination of further expected weakness in the U.S. cement markets, high inventory levels and high freight rates has lead to a significant decline in cement import levels thus far in 2007," Sullivan said. Don has graciously agreed to take on the role of Membership Director for the 2007-08 term. Don is a Manufacturer s Representative for HydroStop, Inc. Be sure to tell him hello and thanks next time you see him. Our annual Membership Meeting is coming up in September so be sure to find a few potential new members to bring along. The program will feature a presentation by Linda Brown on the sustainability program that WalMart has instituted. This should be a great presentation that will be informative as well as entertaining. We are still trying to tie down the location and date so stay tuned for more information. Our annual meeting and product show at UTA has been moved this year to February 2008. This has turned into a very successful program that is now co-sponsored by the Fort Worth and Dallas chapters of CSI and AIA. All profits generated by this meeting go to the UTA School of Architecture to fund their Building Materials Reference Library. I am happy to announce that we have received our share of this year s golf tournament and it totaled just over $17,000 which puts our Scholarship Fund account up over $126,000. I continue to be amazed each year that our little ole golf tournament has become so successful! We have now made 13 scholarship awards over the past 5 years totaling $19,500. Thank you to the Scholarship Committee that assisted me in this year s evaluations including Robert Smith, Ed Vaughn, and Joel Lewallen. And ESPECIALLY, thank you to everyone who sponsored and played in the tournament. Due to a reported communication SNAFU, our July meeting program presenter was unable to make the scheduled presentation on escalators. I would like to thank Gary Yancy for stepping in at the last minute and giving the same presentation that he made at the National Convention concerning gypsum board and the building code. I hate to sound like a broken record but there are still two positions on the Board that are vacant - Advertising & Sponsorship Sales Director and President-elect. Let me know if you have an interest and I will get you involved right away. We really need someone to fill the Advertising & Sponsorships role right away to begin working on the UTA Product Show that I discussed earlier.
