David Vickers 1. Welcome Neil welcomed everyone to the meeting. 2. Introductions Ann-Marie Vukelic and Roger Murray introduced themselves to the Board, attending as observers from the Providers Forum. 4. Ground Rules The ground rules were displayed. Neil explained the use of the traffic light cards. 5. Minutes of Last Meeting and Matters Arising The draft minutes dated Monday 13 th May 2013 were discussed and agreed. Matters Arising Pg2. DVC have sent 6 letters to Centro and had no response. Sarah said she will be attending the MIR transport event and will raise this issue. Action: Brendan and Neil will write to Centro if needed. Pg3. Julie advised that Jacqui Howells has been appointed as the LD Liaison nurse and that she will be starting the end of July. Action: Julie will invite Jacqui to attend the LD Partnership Board meeting in September. Pg4. Safe Places website and facebook Mollie said that older carers may not have access to the internet and asked how will they be informed. Sarah said that they are attending many subgroups including carers groups. Changing Places and Safe Places Madeleine asked about the advertisement of these places? They are going to be advertised on the LDPB website and in the Carers Bulletin. Mollie asked if data is collated regarding the use of these places. Sarah said that she had received good reports on Safe Places being used in Stourbridge. DVC are advertising safe places at every road show. There are changing places at Stourbridge Leisure centre and at Tesco. Madeleine advised that the places need to be widely advertised. Sarah advised that they are advertised on www.changing-places.org Dudley has influenced Tesco on providing facilities for people with disabilities - car parking and changing places. Tesco have now changed their policy nationally. Brendan said that we need to bring this information together and advertise. Action: Julie to contact Urban Environment. Roger provides a respite service and volunteered to forward information to families/carers. Adam said he would be happy to forward the information to staff, carers and families at Ridge Hill. Pg 9. Dudley LDPB website image banks Julie advised that Claire Allen has arranged a meeting with DVC and Meirion and will feedback at the next meeting. 6. Feedback from Dudley Voices for Choice Dudley Voices for Choice have had a busy few months. Dudley Voices for Choice are going to be starting two new sub groups in September. They will have two groups in Stourbridge college and they are talking to Dudley college and arranging to go there too. Dudley Voices for Choice are working in partnership with the APNA group, they will be helping them to make sure that people from an ethnic minority have a voice in Dudley. Dudley Voices for Choice have just finished the first subject at the Unicorn centre. They asked what people thought about the transport they use. Dudley Voices for Choice will be reporting back to the Board soon. They are working in partnership with Dudley Advocacy to do this work. LDPB Minutes 08.07.2013 2 Minutes 3
Dudley Voices for Choice will soon be working in partnership with Changing our Lives they will be working together to strengthen the safe places scheme in Dudley. Four familiar faces are advertising Healthwatch Dudley, Diane, Rachael, Maurice and Neil are on the website advertising Healthwatch. Dudley Voices for Choice have been recruiting new staff. Tina and Rachael have joined the team to replace Anna and Sarah who now have new jobs. An employment event was held last Tuesday to find out peoples experiences of looking for work, both DVC and Employment Plus worked together to try to make a plan that will help people with learning disabilities and/or autism in the future when they are looking for work. Dudley Voices for Choice are helping the Making It Real team to make sure that the information that is used for an event about transport is easy for everyone to follow and understand. Dudley Voices for Choice are also helping to arrange the housing event so that people with learning disabilities and/or autism can take part in deciding what the sub group should make a priority for the next year. Dudley Voices for Choice will be having their first trustee meeting this month they will be planning their future as a charitable organisation. The trustees are Sarah Roper, Helen Garbett, Karen Jaunzems and Chris Scholl. Dudley Voices for Choice hope that the members like the boards they have designed and produced for the Partnership Board meetings. Neil advised that the Employment event received good attendance and that the video booth was good and very successful, hopefully this can be used at future consultations. Viv advised that Adult Learning, work with a lot of groups within the borough. Action: Viv to send information on the groups to Sue to forward to members of the Board. 7. Feedback from Carers Group Madeleine advised that they have been unable to meet before this meeting due to holidays and have nothing to report. Mollie said that she attended the Side by Side play and that it was a wonderful performance. 8. Feedback from Providers Forum Ann-Marie discussed the Garden Pathways Project. The project is funded by Supporting People and supports people up to the age of 25 in achieving a qualification in gardening. We offer a level 1 and 2 gardening qualification, the first level is an introductory 6 month course. People are supported to find gardening employment or to have their own business. Creative Support will be managing this project which will commence mid August. Camphill do a similar project. Creative Support liaises with Camphill to help people choose the right project for them. Mollie and Adam asked for more details. Action: Ann Marie will send further details to Sue to be circulated with the minutes. 9. Winterbourne View Julie Cox Julie gave an update on the Winterbourne View action plan and the Stocktake document. The Stocktake is an action plan updating where we are with the Winterbourne View action plan. The Stocktake document was completed and sent back on Friday 5 th July. The main key actions were ensuring that people in health funded hospital placements have been reviewed, the LDPB Minutes 08.07.2013 2 Minutes 5
reviews were required to be completed by 1 st June. We completed all our reviews by this date. Dudley have 6 people placed and they all have an allocated worker. We are currently working on discharge plans to place these people within the community. The target date is June 2014. The Winterbourne View plan is a lengthy and complex document. We are linking with DVC to have the plan in an easy accessible format which will be presented to the Partnership Board. People need to receive the correct support for their needs, and be supported within the community. We need to avoid hospital placements. Health and Local Authorities are working together to ensure people have good support in the community and avoid unnecessary hospital admission. A national specification is being completed which will support health services for people with learning disabilities such as those provided by BCPFT. The specification will provide national good practice which will be included in our contracts regarding high support, complex needs and challenging behaviour. The Winterbourne View action plan will link with the Joint Commissioning plan which is currently being updated. Mollie asked if there were 3 assessment and treatment beds available in Dudley, Adam replied that we are commissioned to have 5 beds, discussions are being held to reduce to 3 beds. Assessment and treatments beds are a short term placement. Winterbourne View refers to long term placements. Dudley have only a small number of people out of borough, these people have very complex needs. There are few providers locally who can offer specialist support. All Local Authorities are sharing good practices and LDPB Minutes 08.07.2013 2 Minutes 6
initiatives that they have developed as a result of Winterbourne View, for example Dudley have introduced out of borough pre placement checklists and monitoring. Good relationships with Police is necessary. Sarah advised that DVC are in discussions to try and get funding to present a training programme for the Police, the original training programme was produced 4 years ago. They have received approximately 100 applications from Police for the training. Neil, Sharon and Rachael will present the training sharing life stories. Viv advised that DVC have trained staff within Libraries and Adult Learning and they have found it very beneficial. Sarah advised that a dvd Your next patient has a learning disability which was produced by Stoke student nurses is being used as part of the hospital staff training. Adam suggested having a representative from the Police to attend the Board, if not as a regular member, invite to a themed meeting. Brendan advised that we need to make enquiries who would be the appropriate person to invite. 10. Any Other Business Brendan congratulated everyone involved with the Total Communication Strategy. Sarah attended the Department of Work and Pensions consultation regarding the PIP assessments and advised that these assessments were being reviewed again. 11.
