Narcotics Control Bureau From the Desk of Director General This issue of NARCONTROL covers the events from October to December 2014. The journal is aimed at all stakeholders in the field of Drug Law Administration. Narcotics Control Bureau through this publication intends to inform the readers of our progress in the areas of enforcement, coordination, capacity building, and efforts made at creating awareness against drug abuse. This issue contains the numerous operations done by Narcotics Control Bureau and other Drug Law Enforcement Agencies. The special feature covers land mark judgments given in favour of Narcotics Control Bureau. The lead story of the magazine highlights the Hon ble Prime Minister s message about problem of Drug Adiction and its solution through Maan Ki Baat on Radio on 14.12.2014. According to him drug addiction is a malaise filled 3D darkness, destruction and devastation as it leads to the dark alleys of destruction and devastation. His thoughts and views will inspire all of us to address the meanace with a systematic and effective approach. The issue also highlights Swachh Bharat Abhiyan and Rashtriya Ekta Diwas (National Unity Day). It also covers the participation of NCB in 49 th Session of the Sub Commission on Illicit Drug Traffic and Related matters in the Near and Middle East in Vienna, Austria w.e.f 10.11.2014 to 13.11.2014 and in the Seminar for South and Central Asian Country Drug Regulators at Washington DC w.e.f 17.11.2014 to 21.11.2014. As in the past, Narcotics Control Bureau continues its focus on capacity building and training. During the period October to December 2014, Narcotics Control Bureau organized 137 Drug Law Enforcement training programmes wherein 3109 personnel from different Central/ State agencies were trained. Alongwith enforcement activity, special emphasis was also given on demand reduction aspect and 234 awareness programmes were organized in various parts of the country to spread awareness about the ill effects of drug abuse. A facebook page was also launched to educate the people specially youth about drug abuse. I hope the information provided in this issue would be both worth and interesting. Lead Story Mann ki Baat The Hon ble Prime Minister Shri Narendra Modi on 14-12-2014, in his third Mann Ki Baat programme on radio, expressed that society as well as the government will have to work together to fight the problem of devastating drug addiction menace and that a helpline would be set up soon for its solutions. The Prime Minister also suggested launching a special drive on social media against the menace. He said that the menace is a national pain but instead of the youth mired in the problem, drugs should be shunned. According to him drug addiction is a malaise filled 3D darkness, destruction and devastation as it leads to the dark alleys of destruction and devastation. The Prime Minister said he will try to involve celebrities from the cine world, sports and other fields to campaign for a drug-free India. He said that some son has got caught in such a quagmire where everything is devastated. Drugs are such devastation. At the same time, he said, drug addiction is bad, not the child. The Prime Minister said the family, friends, society, government and the law will have to work together to fight it as working in pieces will not help, this being a psycho-socio-medical problem. Operations Significant Seizures by NCB (Zone wise) Ahmedabad Zone On 03.10.2014, officers of the NCB, Ahmedabad Zonal Unit seized 3.150 kg of Hashish from parcel which was booked by 01 Kashmiri person and transported by Rajasthan Roadways bus. 01 person was arrested. On 17.11.2014, officers of the NCB, Ahmedabad Zonal Unit seized 9.750 kg of Hashish. 01 person was arrested. Ahmedabad Zone arrested 03 persons on 11.10.2014 and seized 7 Kg of Hashish. On 10.12.2014, officers of the NCB, Chandigarh Zonal Unit intercepted a vehicle and seized 4.500 kg of Opium along with Indian Currency of Rs.4,20,500/- near Bus Stand Kalka, Haryana. Border Security Force (BSF) On 27.10.2014, officers of the 164 th Bn. of Border Security Force, Dera Baba Nanak, Gurdaspur, Punjab seized 7.046 kg of Heroin and handed it over to the NCB, Amritsar Sub Zone for action under the NDPS Act. The drug was thrown across the fencing on Indo-Pak International Border on Indian side. The suspected source of the seized drug was South West Asia. On 02.11.2014, officers of the 38 th Bn. of Border Security Force, Shikar, Gurdaspur, Punjab seized 21.805 kg of Heroin & 36 grams of Opium and handed it over to the NCB, Amritsar Sub Zone for action under the NDPS Act. The drug was thrown across the fencing on Indo-Pak International Border on Indian side. The suspected source of seized drug was South West Asia. Central Bureau of Narcotics (CBN) On 10.12.2014, officers of the Central Bureau of Narcotics, Mandsaur, MP seized 525 gram of Morphine. 01 person was arrested. On 13.12.2014, officers of the Central Bureau of Narcotics, Lucknow seized 730 gram of Heroin at Kaiserbagh, Lucknow. 01 person was arrested. On 03.11.2014, acting on the information received from Kenya Airways in connection with the seizure of 22.950 kg of Methamphetamine by South African Revenue Service from two consignments exported from Air Cargo Complex, Mumbai, officers of the Customs (Export), Air Cargo Complex, Sahar, Mumbai arrested 04 persons including 01 Nigerian national. 8 DECEMBER - 2014

The suspected destination of the seized drug was Mozambique. On 20.10.2014, officers of the Customs Preventive & Intelligence Unit, Siliguri seized 11.600 kg of Hashish at Bagdogra Airport. The drug was concealed in two travel bags. 01 Nepal national was arrested. The suspected source of the seized drug was Nepal and destined to Bangkok. Directorate of Revenue Intelligence (DRI) On 04.10.2014, officers of the Directorate of Revenue Intelligence, Ludhiana intercepted a truck at Ludhiana and seized 39.849 kg of Heroin. The drug was concealed in two sacks. 01 person was arrested. On 11.12.2014, officers of the Directorate of Revenue Intelligence, Patna seized 5.019 kg of Opium at Patna. 02 persons were arrested. Dogra Regiment On 17.11.2014, officers of the 6 th Dogra Regiment, Imphal seized 740 grams of Opium and handed over to NCB, Imphal Sub Zone for action under NDPS act. Mizoram Excise & Narcotics, Aizawl On 01.10.2014, officers of the Mizoram Excise & Narcotics, Aizawl seized 83 grams of Heroin at Customs Check Gate, Seling, Mizoram. 01 Myanmar National was arrested. The suspected source of the seized drug was Myanmar. On 11.11.2014, officers of the Mizoram Excise & Narcotics, Aizawl seized 28 grams of Heroin at Tuikual North, Aizawl, Mizoram. 01 Myanmar National was arrested. The suspected source of the seized drug was Myanmar. Sashastra Seema Bal (SSB) During the month of October, 2014, officers of the Sashastra Seema Bal (SSB) seized 25.700 kg of Hashish, 176.600 kg of Ganja & 130 grams of Opium in 11 cases and arrested 13 persons including 08 Foreign nationals (01 Germany & 07 Nepal nationals). The suspected source of the seized drugs in most of these cases was Nepal. During the month of November, 2014, officers of the Sashastra Seema Bal (SSB) seized 41.810 kg of Hashish, 26.350 kg of Ganja & 66 grams of Heroin in 16 cases and arrested 11 persons including 05 Foreign nationals (01 Belarus & 04 Nepal nationals). The suspected source of the seized drugs in most of these cases was Nepal. State Police (Arunachal Pradesh Police) On 11.10.2014, officers of the Arunachal Pradesh Police intercepted a vehicle at Jairampur and seized 16.572 kg Opium. 03 persons were arrested. State Police (Assam Polices) On 16.11.2014, officers of the Assam Police seized 1.000 kg of Heroin at checking poiny Khatkhati, Assam. 01 person was arrested. State Police (Delhi Police) On 12.10.2014, officers of the Delhi Police apprehended 03 persons and seized 890 grams of Heroin. Total 04 persons including 02 Afghan Nationals were arrested. 4. Capacity Building Assistance to states & Union Territories A Scheme to finance State Governments to strengthen their enforcement capabilities for combating illicit Traffic in Narcotics Drugs and Psychotropic Substances was launched by the Union Ministry of Home Affairs on October 24 th, 2004 at an estimated cost of Rs.10.00 Crore. The Scheme was valid for period of 5 years i.e till 31.3.2009. Considering the need for continuation of the Central Assistance Scheme and its objectives, the Government fo India has further decided to extend this Scheme for a further period of 5 years i.e from 2009-10 to 2013 with an estimated budget of Rs.15 crore. The government of India has further decided to extend this Scheme for a further period of 3 years i.e from 2014-15 to 2016-17 with an estimated budget of Rs.15 Crore on 04.12.2014. On extension of the Scheme on 4.12.2014, the proposal from different States and UTs has been invited. The Proposal from different States & UTs is being received and processed. Drugs Detection Kits Narcotics Control Bureau placed the supply order on 26 th November, 2014 to Hindustan Antibiotics Limited (HAL), Pune for procuring the following numbers of Drug Detection Kits: - a) Standard size Narcotics Drug Detection Kits - 1006 b) Precursors Chemical Detection kits 379 c) Ketamine Detection Kits 215 The above numbers of Drug Detection Kits will be dispatched to NCB Zones and Sub-Zone for further distribution to drug law enforcement agencies in their jurisdictions. Training NCB has been regularly organizing training programs to enhance and sharpen the specialized skills required to improve performance and effectiveness of the personnel involved in drug law enforcement. During October to December, 2014, NCB organized 137 training courses and a total of 3109 personnel working in various Central / State agencies were trained. Proposal for upgradation of Goa and Imphal Sub Zones to a full fledged Zones and creation of new Sub Zones at Silchar (Assam) and Siliguri (WB) A consolidated proposal dated 01.08.2014 has been submitted to the MHA for upgradation of Goa and Imphal Sub Zones to a full fledged Zones (having jurisdiction over the State of Goa in case of Goa Zone and over the States of Manipur & Nagaland in case of Imphal Zone) and creation of new Sub Zones at Silchar (Assam) and Siliguri (WB) in order to enhance operational efficiency and effective coordination in the field of drug interdiction. A reply of MHA query dated 08.09.2014 was submitted to the MHA vide NCB letter dated 15.10.2014. As per directions of MHA dated 11.12.2014, check list for creation of all the posts submitted to MHA vide NCB letter dated 04.01.2015. 6. Creation of 02 new formations of DDGs A proposal of creation of 02 new formations of DDGs i.e. DDG (Coordination) at NCB, HQ and DDG (South) at Chennai alongwith 30 supporting staff was sent to MHA vide NCB letter dated 30.12.2011. Last query dated 01.10.2014 raised by MHA replied vide NCB Hqrs. letter dated 03.11.2014. 20 DECEMBER - 2014

Continuation of temporary posts MHA vide OM dated 25.09.2014 conveyed the continuation of 609 filled posts and directed to put up proposal for revival for unfilled 170 posts (which were vacant for more than 01 year) and are under deemed abolition category. A proposal dt. 26.11.2014 was submitted to the MHA for revival of 170 posts. 8. Creation of 209 posts (3rd phase) MHA vide OM dated 18.11.2014 has directed that the observation raised by the Department of Expenditure, Ministry of Finance dated 30.05.2013 regarding filling up of vacant posts may be fulfilled before initiating the proposal for reconsideration. Review of Cadre Structure of NCB Review of cadre structure is in process at NCB on the recommendation of Task Force on National Security (TFNS) keeping in view of the rapidly changing scene and new challenges in the field of international trafficking patterns. NCB, Hqrs. vide letter dated 18.12.2014 has requested all DDGs, Zonal Directors and Superintendents to send their view/comments. 10. Notification of Recruitment Rules Revised Recruitment Rules of Section Officers and Staff Car Drivers (Spl. Gd.) have been finalized by MHA, DOPT, UPSC and Ministry of Law. The same are at the final stage of notification at MHA. 11. Grant of financial upgradation under MACPS for officers/officials Order for grant of financial upgradation under MACPS for 05 officers/officials was issued during December, 2014. Swatchh Bharath Abhiyan Swatchh Bharath Abhiyan observed at NCB Hqrs. and all field Units as per the directions of the PM on 02.10.2014, birth day of Mahatma Gandhi. Director General and all officers have carried out a cleanliness drive in and around the NCB premises. Rashtriya Ekta Diwas (National Unity Day) Rashtriya Ekta Diwas (National Unity Day) was observed on 31.10.2014 to observe the birth anniversary of Sardar Vallabhbhai Patel in compliance to the DO letter dated 22.10.2014 received from Shri Anil Goswami, Home Secretary. Full and final payment was made to GMADA on 29.10.2014. WAPCOS limited was approached and they have submitted a draft estimate for Rs.28.39 crore for construction of office-cum-residential complex for NCB, Chandigarh Zone. The proposal is under consideration. 03 Delhi Zone DDA vide letter dated 21.01.2014 has requested NCB for giving its choice of land between Rohini and Dwarka Zone. NCB has expressed its willingness for Dwarka Zone. The concerned file is with Director (Planning), DDA Dwarka to reconsider the issue regarding providing land to NCB in Dwarka Zone only. After deliberation and constant peruassions with Vice Chairman of DDA, whereby NCB had expressed our willingness to take land in Rohini, now, DDA has again agreed to give land in Dwarka. 04. Lucknow Zone Land purchased 1.005 (4066.69 Sq, Mtrs.) acres. Rs.6,37,71,200/- has been paid to paid to LDA. Land registered in the name of NCB on 29.03.2012. Possession taken on 01.05.2012. Proposal for obtaining administrative & financial sanction of Rs.26,23,82,579/- for construction of office-cum-residential complex for NCB Lucknonw Zonal Unit through WAPCOS Ltd. forwarded to the MHA vide UO dated 15.12.2014. B. DDG East Region 01 Patna Zone Directorate of Estate, New Delhi vide letter dated 18.12.2014 has been decided to declare the Narcotics Control Bureau, Zonal Unit Patna eligible for allotment of General Pool Office Accommodation in GPOA Building at Patna. It has also been decided to declare the officers and staff of the NCB, Patna Zonal Unit eligible for allotment of General Pool Residential Accommodation at Patna. 02 Guwahati Zone Bank Draft for Rs.45,00,469/- was deposited on 31.12.2014 to Deputy Commissioner, Kamrup for transfer of land to NCB Guwahati in connection with purchase of land 3 Bighas (43,200 Sq. Ft.) from Assam Government C. DDG South-West Region 01 Bangalore Zone A demand draft No.183563 dated 20.03.2014 amounting to Rs.21,87,555/- in favour of Tehsildar towards payment of first lease for purchase of land (25 Gunta) was remitted to the Karnataka Government on 29.03.2014.CPWD Bangaluru has been requested to provide estimate for temporary fencing of allocated land as there is apprehension of unauthorized encroachment of some persons. 02. Mumbai Zone Land has been identified and matter is followed up with Govt. of Maharashtra Policy to allot land to Government agencies are under revision by the Ministry of Shipping. The allotment will be considered after revision of policy. 03 Indore Zone Land purchased from IDA and payment of Rs.9,08,73,624 for land measuring 3490.91 Sq. Mtr, (0.86 acre) made on 20.09.2013. Possession taken on 10.10.2013. WAPCOS limited was approached and they have submitted a draft estimate for Rs.19.44 crore for construction of office complex for NCB, Indore Zone. The proposal is under consideration. 04 Ahmadabad Zone Land purchased from AUDA and payment of Rs.14,57,55,000/- for land measuring 6478 Sq. Mtr (1.60 acre) made on 12.11.2013. The land registered in the name of NCB on 11.06.2014. WAPCOS limited was approached and they have submitted a draft estimate for Rs.16.71 crore for construction of office-cum-residential complex for NCB, Ahmedabad Zone.
