2 ABOUT THE DRUGS MONITORING PLATFORM The Drugs Monitoring Platform is a unique global online tool for collecting, monitoring and sharing drug-related data. Initiated jointly by the Paris Pact Initiative, the Afghan Opiate Trade Project of the (UNODC) and the UNODC Regional Office for Central Asia (ROCA), the Drugs Monitoring Platform is operated by the Coordination and Analysis Unit at ROCA. The Counter Narcotics Police of Afghanistan and the Drug Control Agency of Tajikistan are current cooperating partners. The regularly updated information on the platform is obtained from government sources and global media outlets and is crosschecked with official records. It is organized by Coordination and Analysis Unit staff and Paris Pact Research and Liaison Officers, as well as Afghan Opiate Trade Project staff. The Drugs Monitoring Platform provides real-time information and analysis on the illicit global trade in opiates, including details on cultivation, production and trafficking. This information includes up-to-date drug and precursor seizure news, details of drug and precursor prices and data related to poppy cultivation in Afghanistan. The Platform also contains details of border crossing points, drug treatment centres and counter-narcotics training centres, with a focus on West and Central Asia. Currently, over 115,000 drug seizure cases are registered on the Platform, all with geographic coordinates to pinpoint their location. The collation and presentation of the information on the Platform helps to improve understanding of the illicit drug trade and to strengthen international cooperation in the fight against it. By providing a centralized communications base, the Platform has the capacity to support numerous international and regional organizations and official entities, law enforcement agencies and policymakers. About the Paris Pact Initiative The Paris Pact Initiative was established in Paris in 2003 with over 70 countries and international organizations subscribing to the principle of shared responsibility in the fight against the trafficking of opiates originating in Afghanistan. The Initiative entered into the fourth phase of its development on its 10th anniversary in As a broad international coalition, the Initiative has become an important platform for defining and strengthening links between counter-narcotics activities worldwide. A network of Research and Liaison Officers based in priority countries, located along opiate trafficking routes and covered by UNODC Regional Programmes, is a key component of the Initiative and provides partners with essential information to help inform their strategic planning, policies and action. With regard to data collection, the Research and Liaison Officers operate under the guidance of the UNODC Afghan Opiate Trade Project. About the Afghan Opiate Trade Project The work of the Afghan Opiate Trade Project is carried out in line with the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem, adopted by the highlevel segment of the Commission on Narcotic Drugs held in 2009, and the outcomes of the Third Ministerial Conference of the Paris Pact Partners, held in Vienna in The project began in 2008 as part of the UNODC Trends Monitoring and Analysis Programme and its accumulated expertise contributes to the development of the Drugs Monitoring Platform.The Afghan Opiate Trade Project and the Paris Pact Initiative has been sharing expertise and resources since 2008.

3 DRUG SEIZURE CASES The Drugs Monitoring Platform features interactive maps that have the capacity to show up to 500 of the latest drug and precursor seizure cases available to UNODC. The seizure information is regularly updated by staff of the Afghan Opiate Trade Project and the Paris Pact Initiative, who closely monitor official and unofficial news sources. The maps can be tailored to specific needs: they can be adjusted to show seizure data according to drug type, country, region, source or time period. Drug types are represented by individual symbols, the size of which relates to the size of the seizure. Users can access information on all registered drug seizures through the Drug Seizures Table. The information can be filtered by drug type, country and time petriod and includes a brief description of each seizure. 4 SUPPLEMENTARY INFORMATION ON THE GLOBAL OPIATE TRADE As well as providing data on worldwide drug seizures available through government and open sources, the Drugs Monitoring Platform includes a range of supplementary information relating to the illicit global trade in opiates and the work being undertaken to combat it. At present, the Platform contains data on drug treatment centres, counter-narcotics training centres and border crossing points, and there are plans to include information on alternative livelihood activities, controlled deliveries and joint operations, seized drug stamps and markings, and locations of seized drug laboratories and eradicated opium poppy fields. The Platform can record this type of detail on a global scale. At present, the information is strongly focused on West and Central Asia. information on the location and capacity of these centres as well as on narcotic and psycho-neurological dispensaries and centres. Counter-narcotics training centres Another feature of the Drugs Monitoring Platform is the mapping of counter-narcotics training centres operated by law enforcement agencies and government offices around the world. At present, the Platform contains information on training centres in Turkey and in West and Central Asia and Transcaucasia. An interactive map shows the locations of the centres, as provided by various law enforcement agencies such as customs authorities and police forces. Drug treatment centres The Drugs Monitoring Platform has the capacity to record details of drug treatment centres worldwide. Currently, it has data on drug treatment centres in West and Central Asia. An interactive map shows Counter-narcotics training centres in West and Central Asia Border crossing points and ports in Afghanistan Border crossing points Maps detailing key border crossing points are also available on the Drugs Monitoring Platform. Currently, the data focus on West and Central Asia, but this resource can detail information on a global scale. The border crossing points information can be filtered by crossing type, working status and geography. In addition, users can view information on drug seizures around selected border crossing points. These drug seizure data can be filtered by drug type, seizure date and type of transportation.

5 INTERACTIVE MAPPING OF OPIUM POPPY CULTIVATION IN AFGHANISTAN AT THE DISTRICT LEVEL Opiates and acetic anhydride seizures 2012 Opiates and acetic anhydride seizures 2011 One of the key features of the Drugs Monitoring Platform is the Opium Poppy Cultivation Map resource. This interactive tool provides information about the prevalence of opium poppy cultivation at the provincial and district levels in Afghanistan and allows these data to be overlaid with information on drug and precursor seizures, border crossing points, international airports, dry ports etc. The Platform s interactive mapping tool gives users the power to carry out multi-level analysis and provides a unique insight into the illicit global drug trade. The Afghan Opiate Trade Project and the Paris Pact Initiative continue to develop this unique interactive resource and there are plans to add information on alternative livelihood activities, controlled deliveries and joint operations, seized drug stamps and markings, and drug laboratory locations. 6 COUNTRY PROFILES Afghanistan The Drugs Monitoring Platform features country profiles that provide a quick overview of available drug and precursor seizure data by individual country. All the key data are consolidated into an easy-to-access single-page interactive reference. Key data include drug seizures by volume, year and drug type; individual seizure reports; annual statistics on the prevalence of drug use; and details of wholesale and retail drug prices. 7 DRUG SEIZURE PROFILES 2013 global drug seizure profiles The Drug Seizure Profiles section of the Drugs Monitoring Platform provides users with a global overview of all recorded drug and precursor seizures available through government and open sources including official websites of law enforcement agencies. This information can be filtered in various ways, including by country, year, drug type and transportation method. It can also be viewed by city of seizure, country of origin, destination country, transit country and reporting agency. LAW ENFORCEMENT AGENCY PROFILES REFERENCE MATERIALS Agency profile The law enforcement agency profiles available on the Drugs Monitoring Platform comprise information about the agencies responsible for the drug seizures that are reported on the platform. In addition to the information already outlined inthis brochure, the Drugs Monitoring Platform includes an illustrated glossary of drugs and precursors prepared by the UNODC Laboratory and Scientific Section. In addition, it contains a library of Afghan Opiate Trade Project and Paris Pact Initiative publications.
