At the West Hill site we manufacture Acrylic Latex emulsions for the paint and coatings industry. Our products are used in water-based paints and coatings, including new technologies such as low and no VOC acrylic latex paints. The following operations take place at the facility: - Manufacturing of water based emulsions - Unloading and storage of raw materials - Storage and loading of finished products - other ancillary and support processes e.g. quality control, plant maintenance, etc. As part of The Dow Chemical Company our facility is Responsible Care certified. Responsible Care is a voluntary initiative of the global chemical industry to safely handle our products from inception in the research laboratory, through manufacture and distribution, to ultimate reuse, recycle and disposal, and to involve the public in our decisionmaking processes. Our facility was a founding member when the initiative was born in Canada in 1987. The program has resulted in significant reductions in releases to air, land and water, major improvements in workplace and community safety, and expanded programs to research and test chemicals for potential health and environmental impacts. We are committed to further reduce our environmental footprint by actively managing our fresh water and energy usage and perusing waste and emission reduction opportunities as new technologies become available. We strive to develop and employ inherently safer technology for chemical manufacturing. Description of Substance Ammonia is an active ingredient in a number of raw materials used by Rohm and Haas Canada LP in the manufacture of water-based acrylic polymer emulsions. Toxics Substance Reduction Plan Summary: Ammonia (Total) Statement of Intent to Reduce Reduction Objectives Reduction Options to be Implemented Plan Summary Statement Ammonia (Total) is used by Rohm and Haas Canada LP, a wholly owned subsidiary of The Dow Chemical Company in the manufacture of acrylic emulsions as a product ingredient. At this time, we do not intend to reduce the amount of Ammonia used at the facility as currently there is no suitable replacement for Ammonia in our products and identified reduction options are not technically or economically feasible at this point. However, through our commitment to Responsible Care Rohm and Haas Canada LP is committed to minimize the emissions and disposals of Ammonia and to use Ammonia in a responsible and efficient manner. A further reduction of Ammonia usage as well as a reduction of emissions and transfers at this point is not technically or economically feasible but we remain committed to evaluate new technologies as they become available. No technically and economically feasible use reduction options could be identified. Therefore none are scheduled for implementation. At this point, Ammonia (Total) is an essential product ingredient with no suitable replacement that is needed to archive the desired properties of the acrylic polymer emulsions. Toxics Substance Reduction Plan Summary: Acrylic Acid (and its salts), Acrylonitrile Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide, Styrene Description of Substance Acrylic Acid, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene are used by Rohm and Haas Canada LP as a monomer building block in the production of waterbased acrylic polymer emulsions. Acrylic Acid, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene are polymerized (destroyed) in the production process of the acrylic polymer. Further, Acrylic Acid and its salts are created as a by-product in air pollution control equipment from the removal of Acrylic Acid esters from exhaust air. Statement of Intent to Reduce Acrylic Acid, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene are used by Rohm and Haas Canada LP, a wholly owned subsidiary of The Dow Chemical Company in the manufacture of acrylic emulsions as monomers. In addition, Acrylic Acid and its salts are created by Rohm and Haas Canada LP in air pollution control equipment from the removal of Acrylic Acid esters from exhaust air. We do not intend to reduce the amount of Acrylic Acid, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene used at the facility as these components are the monomeric building blocks for acrylic polymer emulsions produced at the site. At this time, acrylic polymers can only be produced using monomeric building blocks. There are no suitable replacements that can be used in our products. Further, we do not intend to reduce the amount of Acrylic Acid and its salts created at the facility as its creation is a side effect of removing Acrylic Acid esters from exhaust air prior to releasing the air into the environment. However, through our commitment to Responsible Care Rohm and Haas Canada LP is committed to minimize the emissions, disposals and transfers of Acrylic Acid and its salts, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene and to use and handle the substances in a responsible and efficient way. Reduction Objectives A reduction of the use and creation of Acrylic Acid and its salts, and the use of Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene, as well as a reduction of emissions, transfers and disposals at this point are not targeted. Except for one, no technically or economically feasible options could be identified. At this point, Acrylic Acid, Acrylonitrile, Butyl acrylate, Ethyl acrylate, Methyl methacrylate, Methylol acrylamide and Styrene are essential monomeric building blocks needed to produce acrylic polymer emulsions. One economically feasible option was identified and would result in marginal improvement of monomer usage, but does apply to Acrylonitrile.. The facility chooses not to implement the option at this time as further safety evaluations are required to determine whether this is a viable option but the site is committed to investigate this further. Description of Substance Octylphenol ethoxylates are used by Rohm and Haas Canada LP as an emulsifier in the production of water-based acrylic polymer emulsions. Toxics Substance Reduction Plan Summary: Octylphenol and its ethoxylates Statement of Intent to Reduce Octylphenol ethoxylates (OPE) are used by Rohm and Haas Canada LP, a wholly owned subsidiary of The Dow Chemical Company in the production of acrylic emulsions as an emulsifier. Octylphenol is not used at the site. At this time, we do not intend to reduce the amount of OPE used at the facility, as the facility does not have control over product development and raw material replacement. It is anticipated that the quantities of OPE used at the facility will decrease over time as new products are formulated without alkyl phenol ethoxylates. Through our commitment to Responsible Care Rohm and Haas Canada LP is committed to minimize the emissions and disposals of OPE and to use OPE in a responsible and efficient way. Reduction Objectives Reduction Options to be Implemented Plan Summary Statement A reduction of Octylphenol ethoxylates usage as well as a reduction of emissions and transfers at this point is not technically or economically feasible but we remain committed to evaluate new technologies as they become available. No technically and economically feasible use reduction options could be identified. Therefore none are scheduled for implementation. At this point, Octylphenol ethoxylates are an essential product ingredient in many acrylic emulsions and are needed to archive the desired properties of the acrylic polymer emulsions.
