What is procurement eenablement?

Current situation in the NHS NHS was an early adopter of eprocurement EDI early 1990 s eprocurement for requisitioning, catalogues, inventory management in place in many trusts (often supplier provided), some (or departments within a trust) have gone further limited operation of emarkets, successful eexchange for NHS pharmacy many suppliers use eenablement to lock in NHS customers HOWEVER - as a whole the approach to use of eprocurement in the NHS is FRAGMENTED

Current situation in NHS Fragmentation has caused no common procurement data standards across the NHS supply network no common business message standards across the NHS supply network no visibility of demand and expenditure across the NHS unable to effectively aggregate NHS expenditure limited interoperability across the NHS supply network = SIGNIFICANT OPPORTUNITY COST FOR THE NHS

Improved purchase of health care GP refers Outpatient diagnosis Inpatient treatment Community post treatment care Effective commissioning Goods and services Goods and services Goods and services GP referral codes Product coding and classification describes goods and services Currently missing: enabled by this strategy Clinical coding describes activity Knowledge

What is the NHS doing about this? NHS procurement community established stakeholder group September 2006 - role - drive adoption of eenablement in NHS procurement Working with stakeholders strategy to set direction and method of working 3 year implementation programme

The Strategy NPEP implements the NHS Procurement eenablement strategy which published in June 2007 recognises significant benefits are available from eenablement in procurement, however not achieved across the NHS supply network recognises the current approach to implementation in NHS is fragmented and as a consequence the required enablers are missing from the NHS supply network sets the standard for the building blocks of eenablement in NHS procurement GS1 GTINS, suppliers code (Dun & Bradstreet), classification UNSPSC/NHS eclass

The Vision 1. Verify products through supply chain Manufacturer Finance & Stock control Audit 3. Update patient record, stock control and audit Wholesaler Intervention Patient Record Healthcare Provider (stores) Coding for Success Patient Clinician 2. Verify right patient right intervention

Programme (NPEP) NPEP implements the strategy, 3 year programme objectives implement common procurement data and business message standards across the NHS supply network achieve interoperability of procurement processes across the NHS supply network include the eenablement of procurement in the business objectives of all NHS organisations appropriate investment NPEP is about pragmatic steps using current business and technology environments

NPEP work program 2007/08 2009/10 Establish standards data and business messages Demonstrators good practice, case studies, build supply chain model change standards in use and demonstrate benefits Understanding the landscape where the NHS supply network is. Provide visibility to stakeholders. Action remove barriers, implement initiatives Benefits measurement standard methodology, report from across the NHS supply network

NPEP work program 2007/08 2009/10 Stakeholder engagement Driven engagement programme, consistent message of NHS requirements Commissioning of healthcare and Payment by Results Demonstrate how the availability of effective procurement data can improve commissioning of healthcare services and the application of Payment by Results Once-only solutions Explore and implement NHS prequalification, classification/ mapping. Support new providers, evaluate systems once-only NPEP LAUNCH 20 th November 2007
