TOWN MANAGER'S RECOMMENDATION: Support staffs recommendation. 7.II.i 1

GOVERNING POLICIES: Section 10.40.040 - No Parking Areas of the Corte Madera Municipal Code. ENVIRONMENTAL IMPACT: Pursuant to Section 15321 of the California Environmental Quality Act, this project is categorically exempt from the provisions of that Act. FISCAL IMPACT: The cost for additional signing and striping is expected to be approximately $25,000. BACKGROUND: This item is continued from the September 20th Town Council meeting regarding the "No Parking" areas along the 900, 1000 and 1100 blocks of Meadowsweet Drive. At the September zo" Town Council meeting, staff was directed to evaluate possibilities for allowing additional parking along the 900, 1000 and 1100 blocks of Meadowsweet Drive. Although the initial proposal did not change the parking along these blocks of Meadowsweet Drive, residents who spoke at the Town Council meeting requested that more parking be provided for. The initial proposal restricted parking along the western side of Meadowsweet Drive and would allow parking along the eastern side on shoulders greater than 8 feet in width and in marked stalls in the pavement area. The comments received indicated that the marked stalls would limit opportunities where additional parking could feasibly be accommodated. In reviewing roadways with similar challenges within Corte Madera and other municipalities in Marin, it appears that an acceptable strategy would be to continue the centerline stripe along Meadowsweet Drive south of Hawthorne A venue and install a 4 inch white edge line 10 feet from the centerline where curb or berm is not present. This will create two 10-foot travel lanes to safely allow traffic to pass through as well as create an opportunity for additional parking beyond the edge line. A similar condition exists along Corte Madera A venue south of First Street (Please refer to Attachment 2 for photos) where the edge line provides delineation between the travelled way and allowable parking areas. The concept of marked stalls with set dimensions would be removed from the modification to the resolution. Staff believes this proposal provides a balance between safety and providing additional space for parking. Staff proposes to modify the language in the resolution to state, "23.96. Within 10 feet of the centerline stripe along the 900, 1000 and 1100 blocks of Meadowsweet Drive. ". Per the modified resolution language, staff recommends extending the centerline stripe approximately 2,100 feet from Hawthorne Avenue to the existing centerline stripe south of Meadowcrest Drive. In addition, staff proposes to add approximately 1, 700 feet of 4 inch white edge line offset 10 feet from centerline in areas where curb or berm does not currently exist. Signage would be placed at both ends of the limits of this resolution that state, "No 2

parking within 10 feet of the center of the road". This action would restore the parking area in front of 978 Meadowsweet Drive and will not adversely affect existing parking areas along the eastern half of Meadowsweet Drive in the 900, 1000 and 1100 blocks.
