2008/ATCWG12/031 Agenda Item: XII Summary and Recommendations - APEC Dialogue on Avian Influenza Risks in the Live Bird Market System (LBMS) Purpose: Information Submitted by: United States 12 th Agricultural Technical Cooperation Working Group Meeting Bali, Indonesia 10-13 June 2008

Summary and Recommendations APEC Dialogue on Avian Influenza Risks in the LBMS June 9, 2008 APEC Dialogue on Avian Influenza Risks in the Live Bird Market System June 9, 2008 Bali, Indonesia Attended by 12 APEC Economies: Australia, Brunei, People s Republic of China, Indonesia, Japan, Malaysia, Mexico, Philippines, Chinese Taipei, Thailand, United States, Vietnam 40 Participants Laos, Cambodia International Organizations OIE FAO WHO Sponsored by APEC, the United States and co-sponsored by the People s Republic of China, Indonesia, Thailand and Vietnam - 1

Workshop focused on H5N1 highly pathogenic Avian Influenza How it can be spread through trade flows, particularly the Live Bird Market (LBM) System LBMS are widely recognized as a critical point in avian influenza transmission due to high levels of : - Human interaction with poultry and poultry products - Interaction among poultry species especially domestic waterfowl and gallinaceous birds (chickens) - Interaction between wild birds and domestic poultry raised outdoors. - Live poultry redistribution - Environment contamination Meeting Objectives Definition of LBMS Risk factors and susceptibility of LBMS to AI and other avian diseases Encourage regulatory agencies to include LBMS in AI surveillance Summary of tools Backyard or village flock management response plans 2

Objectives Information sharing on individual LMB Systems in Individual APEC Economies Encourage and educate on the importance of LBM Systems in AI Control How it can be spread through trade flows, particularly the Live Bird Market (LBM) System for AI Control tools for avian influenza surveillance, early detection, diagnosis, and reporting prioritize areas for progressive compartmentalization and regionalization per. LBMS Presentations OIE Reporting Guidelines FAO best practices for backyard or village flocks and LBMS management WHO on public health concerns and objectives in the LBM system Australia also presented on their upcoming APEC AI Emergency Toolkit scheduled for Bangkok, Thailand on June 18th and 19th. 3

LBMS Presentations Individual reports from APEC Member Economies on their LBMS systems and control efforts, including the United States, Thailand, the People s Republic of China, Indonesia, Vietnam and Japan LBMS Capacity Building Efforts in the Asia-pacific region Recommendations to ATCWG Proposed Short Term Activities APEC website for routine communication and notification of ongoing AI activities in Asia- Pacific region; also for posting country success stories, best practices, and guidance reports Develop poultry associations and market associations Education/outreach school on the air radio program for education local public health volunteers 4

Recommendations to ATCWG Proposed Short Term Activities (continued) Study tours short term duration TTX (Table Top Exercise) simulated scenarios of HPAI in LBMS Develop LBMS auditing tool Recommendations to ATCWG Proposed Long Term Activities Move slaughter facilities outside Research Effect of vaccination on disease control Development of new animal vaccine delivery systems for mass application Characterization of new strains of HPAI H5N1 Implementation on LBMS auditing tool. APEC economies to achieve their own LBMS goals because each country varies in their status, structure, customs and beliefs relative to AI and other disease prevention and control in the LBMS. 5

ATCWG Support Support of future proposals for APEC funding Cross coordination of efforts with the Health Working Group 6
