Concept Note Inception meeting for the project Evidence Based Risk Management Along the Livestock 1. Background Production and Market Chain 10 November 2017 in Phnom Penh, Cambodia Since Highly Pathogenic Avian Influenza (HPAI) H5N1 was first introduced into the Cambodian poultry population in 2004, 56 human cases and 49 poultry outbreaks, including 2 among wild birds, have been reported. The Live Bird Markets (LBMs) are considered a key pathway in HPAI epidemiology and of major public health concern since hygiene precautions are limited and a large number of birds from different sources aggregate, including species able to maintain silent infection. In response to this need, the United States Agency for International Development (USAID) and Australia s Department of Foreign Affairs and Trade (DFAT) have supported the Food and Agriculture Organization of the United Nations (FAO) effort with the Evidence-Based Risk Management along the Livestock Production and Market Chain (OSRO/RAS/606/USA) project. This is a regional project, which will continue to focus its activities in the following areas: 1) strengthening multi-sectoral coordination for effective management and control of HPAI and other emerging zoonotic influenzas and transboundary animal diseases (TADs); 2) strengthening epidemiology capacities and networking at regional level; and 3) strengthening evidence-based risk management along the livestock production and market chain. The Cambodia project aim to support biosecurity and biosafety improvement of the Takeo live bird markets and its poultry value chain both physical and functional facilities as well as practices. The principle of the project is to pilot risk intervention initiatives based on existing evidence. Implementation will target specific risks of HPAI introduction, spread, and spill-over, where impacts can be measured within the project timeframe (15 months). It is expected that the project will engage relevant stakeholders at all levels, government institutions, private sectors, communities, gender groups, and consumers. With limited resources, the project success and sustainability will depend on partnerships and co-investments from partners where equitable benefits and incentives will be identified. 2. Objectives of the workshop: To inform key partners on the commencement of the project Evidence Based Risk Management Along the Livestock Production and Market Chain 1

To bring together relevant stakeholders at all levels to present and discuss the project concepts, objectives, and implementation plans focusing on feasibility, partnership and sustainability; Discuss and agree on the OSRO/RAS/606/USA project work plan, including coordination mechanisms as well as defining the roles and responsibilities of relevant partners. 3. Expected output An agreed work plan, coordination and implementation mechanism. 4. Date and Venue The inception meeting will be held on 10 November at Sunway Hotel, Phnom Penh, Cambodia. 5.
