We won t give up until everyone experiencing a mental health problem gets support and respect. We provide advice and support to empower anybody experiencing a mental health problem and we campaign to improve services, raise awareness and promote understanding. Mind has an ambitious strategy for 2016-2021 which will focus on achieving six goals identified by people with lived experience in England and Wales as being key to improving their mental health and wellbeing. We provide leadership and coordination in Wales as well as advice, intelligence, support and insight about Wales for the whole of Mind. With our colleagues across Mind, we make sure that Mind s advice, support and campaigns are right for Wales devolved government and services and for the culture here. Mind is looking for someone to be a Vice Chair of Mind. This role would involve being a Vice Chair for Mind s Council of Management. Mind is governed by a board of trustees, known as the Council of Management, made up of 16 people drawn from Mind's membership and our network of local Minds. Mind s governance structure includes 5 sub-committees, which take delegated responsibility on behalf of Council of Management in relation to various areas of Mind s work.
The role would include chairing the governance sub-committee, Pwyllgor Cymru. The Chair of Pwyllgor Cymru (known as Vice Chair Pwyllgor Cymru) represents Wales on Minds Council of Management as well as bringing their skills to this two nation governance board. They will be one of the Honorary Officers of the Board, along with the Chair of Mind, Honorary Treasurer, Vice Chair External Relations and Vice Chair Networks and Communities. The key roles of Pwyllgor Cymru are to act as a Wales strategic sounding board for Mind, to act as an ambassadorial team for Mind in Wales and to oversee performance in Wales on behalf of Council of Management. We are looking for an individual who has the experience, connections and passion to drive improvements for people with mental health problems in Wales and to work with our new Director to develop Mind Cymru. This job description outlines the roles undertaken by the Chair of Pwyllgor Cymru. To stand as Chair you need to have the ability to fulfil the job description however there will be support from the Director and staff of Mind Cymru and training can be made available when needed. People with direct experience of mental health problems are particularly invited to stand. The important considerations for you will be: Your commitment to Mind s strategy and values and energy to drive Mind s mission and vision forward in Wales Your ability to be committed and engaged to lead the development of the organisation The amount of time you have to give to this post - 2 days a quarter as a minimum with additional opportunities to attend relevant meetings, networking events and ambassador events as required Access to transport (public or private) to travel to the Mind Cymru office in Cardiff and Mind s offices in London as well as to events on behalf of Mind Cymru including visits to local Minds within Wales. (Expenses incurred will be met in accordance with current procedures.) Your ability to think strategically across a wide range of activity and maintain a strong appreciation of the impact of the external environment on Mind s work
The Chair of Pwyllgor Cymru is an ambassador for Mind Cymru and will be expected to actively lead the development of Mind in Wales, working closely with our new Director. You should have an authority and profile externally perhaps with networks and contacts in mental health or the charity sector. Mind Cymru Role Description - Chair Pwyllgor Cymru The role, duties and person specification criteria for the Chair are in addition to those outlined in the role description and person specification for trustees. As well as playing a role in full Council and supporting the Chair, the Chair will fulfil the following role: A. In relation to Pwyllgor Cymru i) to Chair and conduct the business of Pwyllgor Cymru meetings held on a quarterly basis. To facilitate and provide a clear steer and clarity on discussions shaping a way forward to Chair and conduct the business of any additional agreed meetings of Pwyllgor Cymru in conjunction with the Director of Mind Cymru, to set the agenda for Pwyllgor Cymru meetings to have a quarterly pre-meeting with the Director of Mind Cymru, to discuss the forthcoming business of the Pwyllgor Cymru meeting v) to meet with the Director of Mind Cymru yearly to take forward the annual review of performance of, and plan developments for, Pwyllgor Cymru vi) to play a role in recruiting new committee members with a range of skills and networks, to build Pwyllgor Cymru. B) In relation to Mind and Mind s stakeholders i) to take a place on Mind s Council of Management and attend quarterly meetings
iv) to participate as a vital part of the board leadership. to present a perspective from Wales to Council meetings, bringing forward opportunities and issues for discussion and agreement to meet quarterly with Mind s Honorary Officers Group (Chair and Vice Chairs) presenting the Wales perspective v) to represent Pwyllgor Cymru at agreed events held by Mind and by Local Minds when appropriate vi) v to keep up to date with an overview of the range of activities of Mind and the external drivers for Mind s work to drive the vision of Pwyllgor Cymru / Mind Cymru and to be a champion for improving mental health in Wales C) In relation to Mind Cymru staff and activities i) to support the Director through active participation in their annual appraisal, and regular meetings iv) to be a part of the external profile for Mind Cymru including media work, attending external liaison meetings with or on behalf of the Director of Mind Cymru as agreed with the Director, for example, with the Welsh Government to maintain an overview of key areas of Mind Cymru s work and associated risk management to demonstrate recognition and support to staff and volunteers for work and achievements for Mind Cymru D) In relation to being an ambassador for Mind Cymru i) to act as an ambassador to help promote the organisation to stakeholders at a national and to the local Mind network level, representing the organisation at key events and meetings to network with Chairs of other organisations, keeping abreast of issues in the charitable and mental health sector that impact on Mind Cymru work to support board members to act as appropriate and as ambassadors for Mind
Term of office Each term of office is for a maximum of 3 years (as determined by Council). A Vice Chair may hold office for a maximum of 6 years (2 full terms) providing their total service as a trustee does not exceed 9 years. Time commitment 2-3 days per month. The Council meet 4 times per year at Mind s offices in Stratford, East London - meetings are midweek and held during the day - and twice a year for Special Council meetings which are held at the weekend. In addition you will Chair Mind s Pwyllgor Cymru Committee who meet 4 times a year, normally in Cardiff. The role is unpaid. We do pay travel and accommodation expenses that are required to attend meetings
