2 Objective of M&E study To propose a framework to strengthen the monitoring and evaluation (M&E) aspects of HIV/AIDS components in road projects. 2
3 Linkages between DO, activities and outcomes/outputs Objective: Increase awareness of risks, dangers and impact and appropriate avoidance behavior for STI including HIV Outputs: Number of truckers and migrant workers reached by IEC Activities: BCC, STI referral, peer education, condom promotion Outcomes: Percent truckers using condom during last time they had higher risk sex Number of condoms distributed 3
4 Development objective of HIV/AIDS components in Road projects Reduce the transmission of HIV in mobile workers and other population living along transport corridors created by transport and road works by promoting safer sexual behavior through preventive services. 4
5 Activities included in HIV/AIDS Components Provision of behavioral change IEC services to the mobile labor population and the population living along transport corridors. Provision of condoms at work locations and to other high-risk populations along the corridor. 5
6 Activities included in HIV/AIDS Components cont d Provision of STI services through referrals. Provision of HIV testing for transport corridor communities/populations through referral linkages to government accredited testing facilities. Coordination of activities with National and State AIDS Control program. 6
7 Examples of activities implemented Four NGOs have been engaged and are providing HIV/AIDS intervention programs along National Highway 28 (NH 28) to impact behavioral change. Mizoram State Roads in India, carried out awareness campaign in 14 communities along the project corridor with a rapid increase rate of callers at 1079 toll free hotline counseling with request from 10 new communities for these programs. An NGO has been hired specifically for preparation of HIV/AIDS awareness plan and implementation for a period of 5 years for Punjab State Roads Sector Project. Condom vending machines have been installed in some construction sites. Distribution of IEC materials in construction sites and 7 communities.

Percentage of at-risk population (mobile workers) who both correctly identify ways of preventing sexual transmission of HIV and who reject major misconceptions about transmission. Percentage of high-risk population reporting consistent condom use. Percentage of high-risk population reporting that they perceive themselves to be at risk of HIV. Percentage of general population able to correctly identify ways of preventing sexual transmission of HIV and who reject major misconceptions about transmission. Behavioral surveillance every three years. 8
