Anna Tresidder, MPH, PhD Program Director, EWU MPH program EWU MPH Public Health Grand Rounds is a monthly presentation featuring the important work of public health, to protect people and improve the health of communities. Experts from the Washington State Department of Health and local Spokane health agencies discuss major public health issues, key challenges, evidence-based practice, potential solutions, and the context that influences our health every day. EWU MPH Grand Rounds welcomes students, researchers, faculty, health professionals, and the public that we serve to participate in person or watch the live stream via Zoom. 1

She worked in public mental health for more than 20 years and provides suicide prevention training and education to health care professionals and community members in several states. 4 The term committed suicide is discouraged because it connotes the equivalent of a crime or sin. The CDC has also deemed completed suicide and successful suicide as unacceptable. Failed attempt is also not acceptable. Preferred terms are death by suicide or "died by suicide." 4

5 United States: In the past, many states had laws that regarded the act of suicide as a felony, but these laws were seldom enforced. In the 1980s, 30 out of 50 United States has no laws opposing suicide or attempting suicide. With that said, all 50 states had laws stating that assisted suicide is a felony. Washington is now the most innovative state in the nation with regard to suicide prevention. It has adopted laws to increase skills that are essential to suicide prevention among behavioral health, healthcare and school professionals, who are in key positions to identify and help those struggling with suicidal thoughts and attempts. These laws are crucial because most suicides are preventable. In ,131 Washington State residents died by suicide. According to the Washington State Department of Health: more than a fifth of these tragic deaths were military veterans; Suicide is more common in the rural than the urban parts our state 5

6 ESHB 2366 passed in 2012, other wise know as the Matt Adler Suicide Assessment, Treatment and Management Act. Changed RCW chapter House Bill 1336 which requires schools to have a plan to handle emotional and behavioral distress which includes suicide. House Bill 2315 amends ESHB 2366 to include all doctors and nurses practicing in Washington State. HB 2513/SB these are companion bills that focus on creating resources for higher education. The bill will create a handful of suicide prevention resources that any college campus may use at no cost - including crisis plans, gatekeeper training, model promotional materials for behavioral health. Also an annual free conference on SP for all higher ed. These resources are really designed to be useful to the schools lacking in resources - very much including the 40-odd community or technical twoyear campuses. A similar version of this bill failed to make it through last year. The huge difference for this pair of bills? The flood of publicity around Tyler Hilinski's death. 6

7 Formed in January of 2018 by the Human Rights Commission The group includes mental health officials, first responders, and city and community leaders. A medical examiner's study on deaths in Spokane County from 2010 to 2016 shows a disturbing trend. Not only were the number of suicides up, but there were more and more young men, between the ages of 20 and 29 years old taking their own lives. Suicide was the 10th leading cause of death in the United States. Rate of 14 per 100,000 44,965 persons died as a result of suicide, an average of 124 each day. Death by suicide every 12 minutes. CDC 23% of all deaths by suicide in Washington between the years of were by members of the U.S. Armed Forces Veterans only make up 8.5% of the general population. 7

8 Suicide is consistently the second leading cause of death among youth and young adults in our state. (age 10 24) Children as young as 5 have died by suicide 2015: 17 youth aged 5-14 In 2017, 122 people ranging in age from died by suicide.
