3 WHAT IS A WELL? The following terms are based on the What is a Well definitions (see booklet): Well Well Origin Wellbore Wellbore Completion 3

4 DISCLAIMER This is an update on an active project. Completion Date June 2013 The concepts in the following slides are proposed and will be provided to the Regulators in a Position Paper from the Work Group on June 1 st These concepts could change. 4

5 WHY REVISE? Quantity of changes with UWI not permanent UWI is being used as a Primary Key Too much embedded information in UWI UWI in Alberta can only handle 9 events Not all wellbores and wellbore completions being identified UWI is a well event identifier, not a well identifier UWI identifies the bottom hole Overloaded Positions Location Exception (positions 2-3) overloaded - Second (or more) well in same LSD - Road allowance location - Alberta resource types oil sands evaluation, water, coal, etc. Event Sequence (positions 16 or 15-16) overloaded - Licence event, drilling event, completion event - ERCB considering moving from 16 only to

6 BUSINESS REQUIREMENTS Need a Well identifier Need a unique and permanent identifier Need to identify the jurisdiction i.e. province Need to uniquely identify a Wellbore Need to uniquely identify a Wellbore Completion Need to tie Wellbores to the Well Need to tie Completions to the Well 6

7 UWI RECOMMENDED CHANGES Recommend changing the Location Exception Code to two static characters for sequence only (00-99, AA-ZZ), no embedded meaning. Recommend that the ERCB add the 15th character back into their systems and use for the event sequence to allow for 99 events 7 DRAFT

9 GUIDING PRINCIPLES FOR WELL, WELLBORE AND WELLBORE COMPLETION IDS Every ID is unique. Every ID is permanent. Every ID from the Primary Assigning Authority supersedes any other identifier in public circulation. The IDs should not enforce a time sequence (drilling, approval, issue, etc.). The value of the ID implies no temporal order or meaning. 9 DRAFT
