3 1. Situation of HPAI H5N8 outbreaks in France 1 st detected case (captive wildlife) on November the 28 th 2016 => breeding of decoy birds in Pas-de-Calais 1 st outbreak on December the 1 st 2016 in the department of Tarn in South-West France in a duck (mainly) holding = > main contamination hypothesis = contact with wildbirds Since then, 486 HPAI outbreaks were detected mainly in the South-West France The last HPAI outbreak was detected in June 30 th 2017 in North of France, probably linked to close Belgian outbreaks NB : 52 LPAI outbreaks, last LPAI outbreak was detected in June 8th 2017

Management measures : protect holdings and local wildlife vis-à-vis migratory birds Following the detection of numerous HPAI outbreaks in Europe => Increase in the risk level regarding wild fauna : «high» in risky zones and «moderate» in the rest of the country (Ministerial Act of Novembre 16 th 2016) 1 st HP outbreak => risk level increased to «high» throughout the country (Ministerial Act of Decembre 5 th 2016) Consequences : - containment of backyards - reinforcement of bio-security measures in commercial breedings - restriction in game birds and decoy birds releases - prohibition of pigeons releases and birds gatherings

Management measures : protect holdings and local wildlife vis-à-vis migratory birds April 12 th 2017, the level of risk regarding wild birds had been lowered from high to moderate However, the conditions relating to the high level of high risk are still applied in areas of particular risk Since May 4th 2017, the level of risk has been lowered from moderate to negligible. This removes constraints in particular risk areas

7 2.Management measures : Outbreaks and zoning EU regulation => Implementation of a protection zone (PZ) radius of 3 km around the outbreak, a surveillance zone (SZ) radius of 10 km around the outbreak Possibility within EU regulation to implement temporary controlled zones (TCZ) from 5 to 10 km around suspicious holding or an outbreak in wild birds Outbreaks culling (2 M ducks) Preventive culling of suspicions + to block the virus spread, depopulation of all the free range farming palmipeds holdings being the most exposed to the virus (suspicious or not) in a radius of 1 to 3 km (2,5 M ducks)

Management measures : PZ, SZ and TCZ Lifting conditions of PZ : - Veterinary visits of the backyards and farm with serological tests of palmipeds - Cleaning and disinfection = > lifting not earlier than 21 days after C/D (ND1), after completion of census and surveillance Lifting conditions of SZ : After completion of census and surveillance, not earlier than 30 days after ND1 Lifiting conditions of TCZ : - after census and surveillance, if in between no other wildlife case or suspicion in holdings

9 2.Management measures : Strategy in the large restricted zone From 17/04 to 28/05 => Fallowing period From 29/05 => restocking under strict conditions: - strict respect of biosecurity measures ; - samplings of restocked palmipeds ; - testing flocks every 6 months ; - reinforcement of biosecurity measures of transports (e.g. cleaning and disinfection of trucks).

10 3.HPAI, surveillance strategy Clinical surveillance and investigation of outbreaks with new training for veterinarians Active surveillance : - All flocks in the RZ, objective to lift RZ by August-September - Sampling of galliforms and palmipeds of the free zone ; - French surveillance beyond EU objectives : detection of a Limited Prevalence Rate (LPR) at 1% in 2017 for breeding palmipeds ; - Swabs simultaneous to samples : virology if needed. Surveillance of the wildlife.

11 2.Management measures : The Pact, control measures and relaunch of the palmipeds sector The Pact was signed on the 13 th April 2017 by 32 signatories including the poultry inter-professions, the trade unions of the sector, the Regions and Departments and the Ministry of Agriculture. Objectives : - Improved detection of the disease and collective reactions in the event of a crisis ; - (Bio)Secured production and transport ; - Strengthened biosecurity rules at farm workers' level ; - Shared actions at European and International level ; - Better economic support for the consequences of HPAI outbreaks.

HPAI, perspectives (European and International level) > OIE - FR and the EU have asked for a deep review of the OIE code chapter on AI => Top priority - ad hoc group should be set up before the end of 2017 ; - clarifications are needed regarding notifications of LPAI => no loss of free status or delay to recover free status (3 months => 6 weeks?) > International trade (SPS OMC rules) - Implementation and recognition of regionalisation to be improved > EU level - Final EFSA opinion to be delivered in September 2017 => - adaptation of existing rules (e.g. lowering the limited prevalence rate for detection) - modification of the regulatory framework animal health law (Regulation EU )
