3 Why a Common Swine Industry Audit Provide stakeholders with a consistent, reliable and verifiable system that assures on-farm swine well-being and pre-harvest food safety Next evolution of PQA Plus program (our biggest advantage selling pork internationally) Eliminate duplication and minimize the administrative burden placed on producers 5 audits from 5 packers for some producers Develop consensus about consistent standards between and among various independent audit programs Same questions on 2 audits being scored differently Create a standard process that results in inter- and intra- observer consistency and protection of swine herd health through biosecurity protocols. Goal is to have anyone do an audit, with proper training.
4 Common Swine Industry Audit The Common Industry Audit Standard includes 27 key aspects of swine care and pre-harvest food safety through all phases of production. Still uses the foundational principles of PQA Plus and TQA as the basis for the audit, but with some added areas of focus. 8 PAACO Auditor Certification Auditors are selected to be trained by PAACO Must pass a swine proficiency test prior to starting the CSIA auditor training Auditors will be going through 3 day CSIA Audit training on how to assess each of the questions on the CSIA audit. Have trained 75 people so far. 35 auditors are PAACO certified.
9 Question #79: Are used sharps placed in a rigid, puncture resistant style container that is labeled properly? Yes Sharps container is present on farm (look in office) and is puncture resistant and properly labeled. An approved Sharps container will satisfy this requirement. A rigid, puncture-resistant container that is properly labeled with biohazard markings. (not glass) Points Received = 5 No No evidence of sharps container No evidence of a rigid puncture resistant container that is properly labeled with biohazard markings. Sharps being stored in nonpuncture resistant container and/or container not properly labeled with biohazard markings Sharps stored in a glass container Points Received = 0
10 How is the Common Swine Industry Audit Scored? Scoring o o o o 5 questions are Pass/Fail for the entire audit dealing with Willful Acts of Abuse and Humane Euthanasia Rest of the audit are a series of questions (Questions 6-94) that have a point value associated with them to establish a final audit score. Questions are scored all or none o No partial points There is NO Pass or Fail for your Total Audit Score (Other than Questions 1-5) o Those will be established by each packer as to what is acceptable and what is not. 11 What happens if you miss a question on the Common Swine Industry Audit? For every question missed on the audit, the producer will be required to fill out a Corrective Action Report o Description of Non-conformance o Root Cause (Why) o Corrective Action to Fix it Including date of completion Completed forms are sent to the packer that paid for the audit.
12 Common Swine Industry Audit Critical Questions Five Critical Animal Welfare Questions: 1. Were any willful acts of abuse observed during the audit? 2. Are animals euthanized in a timely manner? 3. If euthanasia is observed, are animals handled humanely during the process? 4. If euthanasia is observed, are animals euthanized in place or is suitable equipment available to move non-ambulatory animals so they can be humanely euthanized? 5. If euthanasia is observed, do caretakers confirm insensibility and death after euthanasia and before being removed from the facility? Failure in any of these questions is the only way to fail the audit
13 CSIA Willful Acts of Abuse Definitions Were any willful acts of abuse observed during the audit? Intentionally applying prods to sensitive parts of the animal, such as the eyes, ears, nose, genitals, rectum Malicious hitting/beating of an animal Hitting with closed fist, foot, handling equipment, or other hard/solid objects causing pain or bruising Dragging of conscious animals by any part of the body (except life threatening) Non-ambulatory pigs may be moved by using a drag mat Driving pigs off high ledges, platform, steps while moving Animals falling to ground where the ground first touches body parts other than the legs Purposefully dropping or throwing animals
14 CSIA Willful Acts of Abuse Definitions Were any willful acts of abuse observed during the audit? Causing physical damage to the snout or tusks of a boar as a means to reduce aggression This excludes nose ringing and tusk trimming. Failure to provide food, water and care that results in significant harm or death to animals. This includes the intentional failure to provide food, water or care that falls outside of normal husbandry practices and would reasonably be considered neglect.
15 Common Swine Industry Audit Critical Questions Are animals euthanized in a timely manner? Animals that have no prospect for improvement or are not responding to care and treatment after 2 days of intensive care unless recommended by a veterinarian. Severely injured or non-ambulatory pigs with the inability to recover are euthanized immediately. An animal should be considered non-ambulatory if it cannot get up or if it can stand with support but is unable to bear weight on two of its legs. Any animal that is non-ambulatory with a body condition score of 1 should be euthanized immediately. Pigs with large hernias that touch the ground when standing and cause difficulty walking and are ulcerated should be euthanized. Pigs with a perforated hernia must be euthanized Pigs with hernias that are ulcerated and necrotic must be euthanized Any pig with an untreated prolapse that has become necrotic should be euthanized.
16 Common Swine Industry Audit Critical Questions If euthanasia is observed: Are animals handled humanely during the process? Are animals euthanized in place or is suitable equipment available to move non-ambulatory animals so they can be humanely euthanized? Move by a sled, NEVER dragging them Only okay to drag after they have been euthanized, confirming insensibility and death Do caretakers confirm insensibility and death after euthanasia and before being removed from the facility?
17 Insensibility Insensibility is defined as : Lacking physical sensation and the power to react to stimuli Insensibility is a requirement, if an animal is to experience a good death Animal must be rendered insensible with minimal pain or suffering Do you or your caretakers know how to confirm this? 18 Common Swine Industry Audit Animal Benchmarks Animal Benchmarking: Will be evaluated as a subset of the population, exactly like the PQA Plus Site Assessments Many of the same lesion questions as PQA Plus Site Assessment and have thresholds established for each of these. Tail bites Vulva BCS 1 Shoulder Sores Scratches (longer than 12 inches) Hernias Prolapses For each lesion listed above, there is a question if the pigs observed with those lesions have been identified and are receiving the appropriate attention by the site caretakers.
19 Common Swine Industry Audit Caretaker Section On-Site Caretakers will have to demonstrate/articulate: Acquired PQA Plus certification within 90 days of starting employment Training they have received for their daily duties If specialized labor (load crews, vacc crews) observed on site, are they able to articulate the training. Articulate how they track treated animals and treatment records (FDA Compliant) Articulate the site s euthanasia plan (if they are responsible for) Restraint, equipment, confirming insensibility and death, disposal and cleaning/storage of equipment Articulate the site s zero tolerance policy on animal abuse and how to report it Where is the policy and what would you do if you observed animal abuse Articulate the training for piglet processing (applies only to breeding site) Articulate the site s protocol for handling broken needles Site must be able to prove that their transporters are TQA certified. 20 Common Swine Industry Audit Facilities A series of questions that focuses on the state of the facilities in regards to animal well-being concerns. Very similar to PQA Plus Site Assessment Facility Questions Include: Air Quality (Ammonia) Emergency Backup Ventilation Equipment Euthanasia Equipment Facilities (State of Repair) Penning, Flooring, Chutes, Alleys Feeders and Waterers Animal Cleanliness Source: NPB, 2015
21 Common Swine Industry Audit Records A series of questions that focuses on written records of procedures (SOP) and policies Mortality Records Retain for 12 months Daily Observations for 12 months Euthanasia Plan Maintenance records for euthanasia equipment. Caretaker Training Logs Zero tolerance for animal abuse policy and reporting mechanism PQA Plus Site Status Internal Site Assessments Written Emergency Action Plan

23 Common Swine Industry Audit Transport A series of questions that focuses on the transport of animals Auditor MUST observe the process in order to score Otherwise will be marked as NA Transport Questions Include: Electric prods usage Are pigs significantly injured during process? 24 Common Swine Industry Audit Food Safety Food Safety Questions Include: Valid Vet-Client Patient Relationship (VCPR) SOP for broken needles Staff needs to be able articulate on handling broken needles. Using proper needle sizes (PQA Chart) Use of detectable needles in 16 gauge (lower) or larger needle Proper storage of animal health products Proper SHARPS containers used Compliant medication and treatment records 12 months of medication and treatment records on site VFD retained according to FDA guidelines Images courtesy of National Pork Board
25 Common Swine Industry Audit Biosecurity Biosecurity Questions Include: Does the site have a Biosecurity SOP? Does the site have an SOP for rodent control? Evidence that the SOP for rodent control is being followed Does the site have a visitors log? Appropriate signage to restrict access for biosecurity compliance? Examples: Locked gates/doors and security cameras
26 Frequently Asked Questions - FAQ Does one audit cover all of my sites? No, sites are defined by Prem ID. Packer will determine the sites to be audited. Who gets copies of the audit? Since the packer owns the audit, they will get a copy as well as the site. All questions and clarifications will be done with the packer. Will auditors be required to follow biosecurity protocols? Yes. The auditors are trained to follow the site s biosecurity protocols to prevent the accidental transmission of diseases. When the auditors contact the farm to schedule the audit, they are to ask about biosecurity restrictions and observe them.
