16 DECISION INSTRUMENT FOR THE ASSESSMENT AND NOTIFICATION OF EVENTS THAT MAY CONSTITUTE A PUBLIC HEALTH EMERGENCY OF INTERNATIONAL CONCERN -Events detected by GPHIN - an ALERT under the International Health Regulation? To a specific region? A case of the following diseases is unusual or unexpected and may have serious public health impact, and thus shall be notified a,b : - smallpox - Poliomyelitis due to wild-type poliovirus - Human influenza caused by a new subtype - Severe acute respiratory syndrome (SARS). Yes Or Any event of potential international public health concern, including those of unknown causes or sources and those involving other events or diseases than those listed in the box on the left and the box on the right shall lead to utilization of the algorithm. Is the public health impact of the event serious? Or No An event involving the following diseases shall always lead to utilization of the algorithm, because they have demonstrated the ability to cause serious public health impact and to spread rapidly internationally b: - Cholera Pneumonic plague - Yellow fever - Viral haemorrhagic fevers (Ebola, Lassa, Marburg) - West Nile fever - Other diseases that are of special national or regional concern, e.g. dengue fever, Rift Valley fever, and meningococcal disease. 18 18 Criteria to Evaluate Effectiveness of GPHIN System Usefulness: how beneficial are the news reports to users? Timeliness: how quickly can the GPHIN system access news reports immediately after being published? Sensitivity/ : is the GPHIN system able to gather Specificity relevant news reports?

19 19 Criteria to Evaluate Effectiveness of GPHIN System Flexibility: how easy and quick is it to make modifications to the system? add modules? Stability: how much downtime occurs? Is there adequate staffing to manage system? Cost: is there financial stability?

20 20 Examples of Successes and Challenges

21 21 Usefulness Source of information for various types of organizations
