1 Viet Nam Situation Report No. 10 Floods Central Vietnam October 26, pm (Viet Nam time) This report is the last Situation Report for the flooding in Central Vietnam. The relief support matrix will be continuously updated to provide further information. I. Summary Number of death: 143 (floods 1-5/10/2010 and 14-19/10/2010) All upstream floods completely receded on the 23rd of October and downstream river water levels are down No disease outbreaks reported Ha Tinh People s Committee has submitted a comprehensive report about the double flooding containing an updated request for emergency and recovery support Besides the relief provided by the Government and the Viet Nam Red Cross, a number of NGOs have provided additional relief and are developing early recovery interventions. National governments have also made donations directly or through the IFRC appeal Flood situation in Ha Tinh and Nghe An as of October 22, Source: UNOSAT/UNITAR, Oct. 25 Over the next 2 to 4 days, there is a risk of flooding in provinces from Thua Thien Hue to Khanh Hoa due to heavy rainfall. II. Situation Overview All floods in the upstream areas have completely receded on the 23 rd of October. River water levels in downstream areas have been slowly decreasing over the last days. Flooding situation at 9pm, October 21: - Ha Tinh: 51 communes flooded, 20,077 households affected. - Quang Binh: 3 communes flooded, 450 households affected. - Nghe An: 57 communes flooded, 21,293 households affected. On the 22 nd of October, all roads were cleared, except for some sections of the railway. Currently, the railway traffic has been interrupted for more than a week. Repair of the roads and the north-south railway will be conducted in the next coming days and weeks. No disease outbreaks reported 1

2 The bus that has been washed away on Highway 1 in Ha Tinh has been recovered as well as the majority of the bodies. 3 people are still missing. At 3pm on 23 rd of October, Binh Tuan province has been affected by minor flooding on the Ly river in Bac Ninh district. There were no casualties but minor damage to rice paddies, secondary crops, irrigation and other infrastructure. Due to the influence of a cold front, on October 26 from midnight on, provinces Thua Thien Hue to Khanh Hoa will have medium to heavy rainfall, with locally very heavy rain, lasting for 2 to 4 days. This will likely result in flooding from the 27 th October on. CCFSC has sent out the appropriate communication 333/PCLBTW to the respective provinces to carry out necessary preparedness and prevention measures. III. Damage from floods 14-19/10/2010 From CCFSC flash report, as of 7pm October 22: Death: 77 people (Thanh Hoa 2; Nghe An 24; Ha Tinh 20; Quang Binh: 12, bus accident 16), of which 15 children ( 16) Missing: 5 person (Ha Tinh 1; Quang Ngai 1; bus accident 3) Injured: 42 people (Ha Tinh 26; Quang Binh 16) Houses flooded: 276,481 (Nghe An 44,051, Ha Tinh 175,110; Quang Binh 57,320) Rice paddies flooded or damaged: 9,441ha Secondary crops flooded or damaged: 47,392ha IV. National Response As of October 21 st, VND660 billion had been allocated from the State budget to help flood affected people. In addition, 11,000 tonnes of rice from the national reserve and five tonnes of instant noodles and dry provisions would be distributed. Ha Tinh People s Committee has submitted a comprehensive report (264/BC-UBND) about the double flooding, of which the following are the main highlights: - The worst flooding in 100 years with 80% of annual rainfall over only ten days - More than 17,512 households or 68,673 people had been evacuated - Aid provided by the province: 300 tons of dry noodles, 70,000 liters of bottled water, 30,000 sandbags, medicines, desinfection and water treatment tablets, food and other necessities, and 65 billion VND from the provincial budget. The 100 billion and 1,000 tons of rice from the central government has also been allocated. - Urgent needs: 5,000 tons of rice, 2000 billion for shelter/housing and recovery of livelihood, 3 medic boats and 500 medicine units, 30 motor boats TS660 (85-90 CV), 20,000 liters of chemical for environment desinfection, 800 tons of maize and vegetable seeds for winter-spring, books and notebooks, and teaching equipments for affected schools. 2

3 - Long term recovery needs: funds for repair of irrigation, transportation, health and education infrastructure, building of new upstream reservoirs and support to accelerate implementation of reservoir safety program, projects/programs on living with flood for communes in Huong Khe, Vu Quang, Huong Son, Duc Tho and Ke Go, building of evacuation roads, hydro-meteo stations upstream for better early warning, and modernization of Ho Ho hydropower dam. Central region authorities were asked by the Viet Nam Environment Administration to sterilise public places, such as hospitals, health clinics and schools, with sprays to kill mosquitoes and prevent post-flood diseases. The Environmental Protection Fund has provided VND2.1 billion (US$107,100) to help clean up operations in Quang Binh, Ha Tinh, Quang Tri and Thua Thien-Hue provinces. The Ministry of Education and Training organised a press conference meeting today October 26 th at 3pm at the MoET to make a formal plea for more educational support for the flooded areas and populations. The MoET has raised more than VND500 million ($25,000) to purchase new textbooks and school equipment for the affected provinces and the Education Publishing House plans to print additional textbooks to replace the books that were swept away. The Ministry of Agriculture and Rural Development has asked the Government to provide the affected provinces with seeds from the national reserve to plant new crops. Nghe An and Quang Tri will receive 350 tonnes of seeds each, while Ha Tinh will get 600 tonnes of rice, corn and vegetable seeds. Deputy head of Sai Gon Railway Station Nguyen Van Thanh said the station would transport all goods donated for free, from now until the end of October. Other compagnies like Jetstar have made similar contributions. Various other private companies and individuals donated large amounts of financial and in-kind contributions. 4 V. International Response A relief support matrix for the floods in North-Central Vietnam has been disseminated. Information on support provided can be send to Miguel Coulier (UNDP-UNV - Miguel.Coulier@ccfsc.org.vn) A number of governments and organizations donated money to the Emergency Appeal of the International Federation of Red Cross: Australia 200,000AUD, South Korea 100,000USD, the United States 80,000USD, China and the Chinese Red Cross 60,000USD, and the Singaporean Red Cross 30,000USD. For more information on the IFRC s latest emergency appeal, please consult The Government of Japan has decided to extend emergency relief goods (blankets, electric generators, water purifiers, portable jerry cans etc.) equivalent to around 213,000 USD Ha Noi's Association of Friendship Organisations has received more than VND130 million ($6,500) in cash and kind aid from the embassies of Palestine, Cambodia, Myanmar, Russia, Indonesia and Canada Oxfam is currently developing a 3-month emergency response proposal to support 10 to 12 communes in Vu Quang and Huong Khe districts in Ha Tinh (initially 350,000USD at Concept Note stage). They will supply cash for nutritional food and non-food items (NFIs), water storage facilities, hygiene kits for women, public health promotion activities and advocacy. By the end of October, the cash program will be carried out (180,000USD), targeting 12,000 women and men in the two districts, especially pregnant women, mothers and female headed households. Each person will receive 300,000VND. From the 27 th October till the 12 th of November, Oxfam will also carry out two in-depth assessments in Ha Tinh; one on Emergency Food Security and Livelihood (EFSL) and the other on WASH. Plan International has already provided emergency relief for 30,000USD and an additional 50,000USD for hygiene kits, family kits and water filter tank for Tuyen Hoa, Quang Trach and Minh Hoa districts, Quang Binh. They are currently piloting a cash transfer program targeting 500 households. The program will be expanded when more funds are available. Direct Relief International is coordinating with partners in Vietnam to provide emergency medical aid to support the response in Nghe An and Ha Tinh, where two of their clinics haave been seriously affected. WSAP together with the MARD animal health department will carry out an in-depth assessment in Quang Binh, starting on November 2 nd. ADRA will launch an international appeal among its global partners for a recovery phase program, starting from December 1 st From Friday 22 nd till Sunday 24 th, a WATSAN expert from ECHO has conducted a mission in Quang Binh and Ha Tinh to conduct further assessment A new sattelite map of the flooding in Nghe An and Ha Tinh as of October 22, 2010, has been published by UNOSAT/UNITAR through UNDP: 4

5 WHO is providing 5 Health Emergency Kits for the 5 most affected districts of Quang Binh and Ha Tinh. Each kit serves 30,000 people for 3 months On Wednesday October 27, the education cluster in cooperation with MoET is going on a field mission to conduct an education assessment. On Tuesday 26 th October, from 8.30am till 11.30am, the WASH cluster held a meeting to discuss the situation in the affected provinces, share information on WASH interventions and coordinate the cluster response The early recovery cluster will meet on Thursday afternoon, from 1.30 to 2.30pm at the NGO Resource Center, with DMWG core group members to discuss early recovery issues and further action from the early recovery cluster. Summary The next report will be issued when more information is available Number of death: 35 (excluding deaths from previous flooding) A total of 199,998 houses have been submerged and 142,612 people have been evacuated. 113 communes in Nghe An are flooded, an increase of 92 communes. Many highways and other roads in Nghe An and Ha Tinh are still flooded. The North-South railway also remains disrupted at one location, where the rails are flooded 1 to 1.2m high. Typhoon No.6 or Megi is currently located in the East Sea, West of the Philippines and moving north-north-west towards the China mainland or Hong Kong. On the 18 th of October, the Prime Minister issued communication 1870/CD-TTg to provinces from Quang Ninh to Khanh Hoa to request all ministries, provinces and localities to take necessary measures to deal with typhoon No.6. II. Situation Overview Rainfall between October 2010 Source: NASA (18 October, 2010) In the night of the 18 th October till the morning of the 19 th, Ha Tinh province has still received an average rainfall from 30 to 70mm, with locally in Hương Khê 104mm, Hà Tĩnh City 119mm; and Cẩm Nhượng 145mm. Over a period of more than five days, a number of districts in Ha Tinh (Hương Khê, Chu Lễ, Hòa Duyệt, Vũ Quang, Hà Tĩnh and Cẩm Nhượng) have received more than 800 to 1100mm in total rainfall. On the 19 th of October, provinces from Thanh Hoa to Thua Thien Hue were still affected by medium rain to heavy rain in some places. Flooding situation at 5pm, October 18: - Ha Tinh: 183 communes flooded, 115,378 households affected. Water is slowly receding, but still very high. 6

7 - Quang Binh: 25 communes flooded, 28,740 households affected. Water is receding. - Nghe An: 113 communes flooded (increase of 92 communes), 30,700 households affected. Flood levels in Ha Tinh will remain high but stable, will slowly go down in Nghe An and will continue to go down in Quang Binh. However, the flood situation is very complicated and can change quickly. All reservoirs are in safe condition. Typhoon No.6 or Megi has caused 10 deaths and severe damage in the Philippines. It is currently a CAT 3 typhoon and is moving north-north-west towards the China mainland or Hong Kong with a strength of level 15 (167 to 183 km/h) III. Damage from floods 14-18/10/2010 From CCFSC flash report, as of 7pm October 18: Death: 35 people (Nghe An 13; Ha Tinh 15; Quang Binh: 7) Missing: 2 person (Quang Binh) Injured: 3 people (Quang Binh 3) Houses flooded: 199,998 (Nghe An 30,700, Ha Tinh 115,378; Quang Binh 53,920) 19 people are still missing in regard to the bus accident On Highway 1A in Nghi Xuân, Ha Tinh Households evacuated (up to 7pm on Oct. 18): 33,691 households/142,612 people - Nghe An: 6,605 households/26,615 people; - Quang Binh: 10,626 households/47,997 people; - Ha Tinh: 17,000 households/68,000 people IV. National Response The General Secretary of the Communist Party Nông Đức Mạnh has expressed his support and encouraged all actors involved to continue efforts to respond and recover in the affected areas On the 18th of October, the Prime Minister issued communication 1870/CD-TTg to provinces from Quang Ninh to Khanh Hoa, to request all ministries, provinces and localities to take necessary measures to deal with typhoon No.6. On the 18 th of October at 1pm, Deputy Prime Minister Hoàng Trung Hải had several teleconference meetings with provinces from Quang Ninh to Khanh Hoa regarding typhoon No.6. The Ministry of Defense, Ministry of Public Security, Ministry of Transport, Ministry of Trade and Industry, Ministry of Health and Ministry of Agriculture and Rural Development are in close contact with their localities to monitor the relief and recovery efforts and update the situation on the floods and the typhoon No.6. 7

8 The Command of Border Guards is actively informing all fishermen at sea about the conditions and track of the typhoon No.6. The CCFSC and the NCHMF are closely monitoring the rain and flood situation and the situation regarding typhoon No.6 and are dessiminating updated information on a regular basis The Vietnam Red Cross has provided more financial support to Nghe AN (100 million VND), Ha Tinh (150 million VND) and Quang Binh (100 million VND). It has also provided 2,500 sets of food and cash support to families in Hue, Quang Binh, Ha Tinh, Nghe An, and Quang Tri from the Ho Chi Minh Red Cross chapter and an additional 5.4 ton noodles to Ha Tinh through local contribution. For more information on their latest emergency appeal, please consult China Red Cross today has confirmed their donation of 50,000USD to the VNRC V. International Response A second version of the relief support matrix for the floods in North-Central Vietnam has been disseminated with updates from VNRC/IFRC, UNICEF and Plan International. Information on support provided can be send to Miguel Coulier (UNDP-UNV - Miguel.Coulier@ccfsc.org.vn) In the next coming weeks, Plan International will provide 1,800 hygiene kits, 1,500 water filter tanks and 1,800 household kits for a total value of 50,000USD to Minh Hoa, Tuyen Hoa, and Quang Trach in Quang Binh. On Friday 22 nd of October, the Disaster Management Working Group will hold it s monthly meeting at the NGO Resource Center from 2pm till 4.30pm. They will discuss the current flood and typhoon situation and the current and planned relief and recovery support. On Friday 22 nd of October, the Child Protection unit in UNICEF is organizing a one-day training on Child Protection in Emergencies at the UNICEF meeting room, 5 th floor. Summary The next report will be issued when more information is available From 14 th till 18 th October, provinces Nghe An to Quang Nam have been affected by heavy to very heavy rainfall, ranging from 700 to 900mm, causing new flooding and landslides Number of death: 30 (excluding deaths from previous flooding) A total of 152,203 houses have been submerged and many areas are isolated by the floods Typhoon Megi made landfall in the Philippines at noon. It is currently a CAT 4 typhoon. It is moving westwards at 15 km/h and will enter the East Sea in the evening/night of October 18 with wind levels at strength 14 (150 to 166 km/h). Areas in a radius of 200km will be affected by wind levels strength 10 (89 to 102 km/h). The Government has instructed ministries, provinces and localities to take urgent preparedness measures and is continuously monitoring the course and strength of the storm in order to take further measures. II. Situation Overview Over the last four days (14th till 18th October) a large amount of rain affected Nghe An (371 to 988mm), Ha Tinh (696 to 938mm) and Quang Binh (549 to 787mm) From the 16th till the 17th, over a period of 24h, following places were heavily affected: Quỳnh Lưu 255mm, Nam Đàn 567mm, Hòn Ngư 523mm, Yên Thượng 424mm, Cẩm Nhượng 435mm, Tân Mỹ 486mm, and Gia Vòng 312mm In the next 24h, the rainfall will be limited to medium rainfall locally The rain has caused flooding in Nghe An, Ha Tinh, and Quang Binh: - Nghe An: 21 communes severely flooded, of which 9 isolated (Hưng Yên Nam, Hưng Yên Bắc, Hưng Trung (Hưng Nguyên); Nghi Vạn, Nghi Xá (Nghi Lộc); Nam Phúc, Nam Kim (Nam 9

10 Đàn); Xóm 1, 2 và 11 Diễn Phú; xóm 11 Diễn Lộc (Diễn Châu) Total number of 15,166 households affected. - Ha Tinh: 178 communes in 12 districts flooded, of which some districts and communes completely flooded (Hương Khê 22/22; Vũ Quang 12/12; Hương Sơn 20/31; Đức Thọ 27/28; Cẩm Xuyên 15/27; Thạch Hà 31/31; Can Lộc 22/23; Lộc Hà 09/13; Hà Tĩnh city 16/16; Thị Hồng Lĩnh 3 wards; Nghi Xuân 05/19) Total number of 83,517 households affected. - Quang Binh: 80 communes, of which 12 are isolated (Minh Hóa 4 communes; Tuyên Hóa 16; Quảng Trạch 18; Bố Trạch 11; Đồng Hới city 4; Quảng Ninh 14; Lệ Thủy 13) Total number of 53,520 households affected. In the next 24h, flood levels in Nghe An will continue to rise, but floods levels in Ha Tinh and Quang Binh will continue to go down In the following reservoirs, where the normal water level was exceeded, water has been discharged: Hồ Vực Mấu, Vệ Vừng, Xuân Dương (Nghệ An); Thượng Tuy (Hà Tĩnh); An Mã, Cẩm Ly, Tiên Lang (Quảng Bình); Kinh Môn (Quảng Trị); and Hòa Mỹ (Thừa Thiên Huế). Other reservoirs and hydropower infrastructure are safe. III. Damage from floods 14-18/10/2010 From CCFSC flash report, as of 7pm October 17: Death: 30 people (Nghe An 12; Ha Tinh 13; Quang Binh: 5) Missing: 1 person (Quang Binh) Houses flooded: 152,203 (Nghe An 15,166, Ha Tinh 83,517; Quang Binh 53,520) Transport: various highways and other roads flooded or interrupted by landslides. North- South railway was submerged at 14 points (2 points in Quang Binh, and 12 points in Ha Tinh). On October 18, on Highway 1, a bus was washed away by the floods. 17 out of 37 people in the car were uninjured. Details about the condition of the other 20 has yet to be verified. Households evacuated (up to 6am on Oct. 18): - Nghe An: 2,275 households; - Quang Binh: 10,626 households or 47,997 people; - Ha Tinh: 17,000 households or 68,000 people IV. National Response On the 17th of October, the CCFSC issued communication 31/CD-TW to provinces from Quang Ninh to Khanh Hoa, to request all ministries, provinces and localities to take necessary measures to deal with storm Megi. 10

11 The Ministry of Defense, Ministry of Transport, Ministry of Public Security, Ministry of Health and Ministry of Information and Communication have deployed specialized units to direct the sectoral responses and provide further assistance. The Ministry of Defense has mobilized aircrafts, boats, canoes, more than 100 vehicles and a large number of personnel for relief and search and rescue efforts in the affected areas. The Ministry of Public Security has mobilized 12 additional high speed boats to the provinces of Ha Tinh, and Quang Binh to carry relief aid to people in flooded areas. The Ministry of Agriculture and Rural Development has issued guidance notes for distribution and usage of chloramine B in Nghe An, Ha Tinh and Quang Binh. The Ministry of Health has provided drugs, life jackets and other medicinal materials to Nghe An, Ha Tinh, Quang Binh and Quang Tri. The Ministry of Industry and Trade has provided food and water to the affected provinces: Ha Tinh: 26,000 dry noodles, 4000 liters of water, 500kg dry food, 45 tons rice, 2,000 liters of gasoline; Quang Binh: 100 tons of dry noodles, 10,000 liters of water The CCFSC and the NCHMF are closely monitoring the rain and flood situation and the situation regarding typhoon Megi and are dessiminating updated information on a regular basis Ha Tinh province has provided 50 tons of noodles, and 50,000 liter of drinking water, to people in Huong Khe, Vu Quang, Can Loc, Thach Ha, Cam Xuyen. V. International Response A first version of the relief support matrix for the floods in North-Central Vietnam has been disseminated. It will be updated and distributed widely. Information on support provided by international NGOs and donors should be send to Miguel Coulier (UNDP-UNV - Miguel.Coulier@ccfsc.org.vn) Irish Aid has agreed to allocate a maximum of 150,000 from the Emergency & Recovery Fund to support recovery in the most affected provinces of Quang Binh ( 70,000), Ha Tinh ( 50,000), and Quang Tri ( 30,000). The support would be in the form of social (cash) transfers to affected households to help them recover their livelihoods. Irish Aid is now calling for concept notes as the basis for discussion on the operation. UNICEF is in the initial process of providing 300 teaching kits, 7,500 sets of primary education textbooks, 3,5000 primary school student kits (school bag, notebooks, pens, etc.), 6,000 lower secondary education textbooks, 2,000 lower secondary school student kits, and 150 recreation kits for children aged 3-5 year old. Summary The next report will be issued when more information is available From 14 th till 16 th October, provinces Nghe An to Quang Nam have been affected by heavy to very heavy rainfall, ranging from 600 to700mm, causing new flooding and landslides Ha Tinh is the most affected province Number of death: 1 person (excluding deaths from previous flooding) A total of 49,222 houses have been submerged and many areas are isolated by the floods The Prime Minister requested to Source: NCHMF (2:30PM, 17 October, Hanoi) urgently provide 100 million VND cash and 1,000 tons of rice to Ha Tinh and Quang Binh provinces each Typhoon Megi is currently located east of the Philippines and will make landfall tomorrow afternoon, Oct.18. It currently has strength CAT 5 (super typhoon) and is projected to continue in the direction of Vietnam II. Situation Overview The rain has caused flooding in Nghe An, Ha Tinh and Quang Binh: - Nghe An: flood levels from 0.2 to 1.5m in Vinh city - Ha Tinh: 143 communes in 12 districts flooded, of which in 3 districts all communes are flooded (Huong Khe: 22/22 commune, Vu Quang commune 12/12; Ha Tinh commune 16/16) - Quang Binh: districts of Tuyen Hoa, Minh Hoa, Le Thuy, Quang Ninh Ha Tinh is the most affected province, with Hà Tĩnh, Chu Lễ and Cẩm Nhượng districts the most affected. The highest amount of rainfall in one day, 548mm, fell in Chu Lễ, Hà Tĩnh on the 16 th of October In the next 24h, river water levels will still increase in Nghe An and Ha Tinh and will very slowly start to recede in Quang Binh 13

14 At 7am Oct. 16, there was a breach in the Khe Mo dam (Ha Tinh) causing serious flooding in Các Huyện, Hương Khê, Hương Sơn, Vũ Quang, Cẩm Xuyên, Đức Thọ and Hồng Lĩnh. The dam was safe again by 4.10pm the same day. The Ho Ho hydropower dam and other hydropower infrastructure in the provinces are safe. Typhoon Megi, currently situated East of the Philippines is projected to make landfall in the Philippines in the afternoon of the 18 th of October. It is currently a CAT 5 typhoon or super typhoon (source: NCHMF, JTWC, TSR). III. Damage Additional floods North-Central Vietnam - From CCFSC flash report, October 17: Deaths: 1 (Ha Tinh 1). Missing: 2 (Ha Tinh 1; Thua Thien Hue 1) Houses flooded: 49,222 houses - Ha Tinh: 35,430 (Huong Khe: 14,000; Vu Quang: 3096; Cam Xuyen 4300; 14,234 houses in other districts) - Quang Binh: 13,792 houses Transport: Highway 1A, 15 A, HCM highway and various provincial and communal roads flooded, with record floods in Ha Tinh up to 2.5m. National Response On 16 th October, the Prime Minister has issued communication 1863/CD-TTg to provinces from Nghe An to Thua Thien Hue and other ministries and agencies, to provide directions on the response measures to be carried out. CCFSC has further issued communication 312/PCLBTW CLBTW to provinces from Nghe An to Quang Nam for implementation of urgent response and search and rescue operations. In the morning of October 17, the Prime Minister requested the Ministry of Finance to urgently provide 100 billion VND cash and 1,000 tons of rice to Ha Tinh and Quang Binh each. Missions by the CCFSC have been send to Ha Tinh provinces for coordination and monitoring of operations, and a delegation of the MARD to monitor the reservoir conditions. The Ministry of Defense, Ministry of Transport, Ministry of Public Security and EVN have deployed specialized units to direct the sectoral responses and provide further assistance. 14

15 The CCFSC and the NCHMF are closely monitoring the rain and flood situation and the situation regarding typhoon Megi and are dessiminated updated information on a regular basis Ha Tinh province has mobilized 14 high-speed boats, 500 officers and soldiers and thousands of military forces for evacuation to safe zones. They also provided 5 tons of noodles, and drinking water, especially to Huong Khe. There are also plans to provide 15 billion VND in cash from the provincial budget and 1,000 tons of rice. Thua Thien Hue province will provide tons of rice, tons of noodles, 118,470 liters of oil, and 3.5 tons of salt. V. International Response So far, in response to previous flooding, International organisations (Plan, IFRC, USAID, etc.) have pledged almost 7 billion VND (345,000 USD) as emergency aid to flood affected people in Vietnam s central region. Overseas Vietnamese in Finland and staff of the Vietnamese embassy in the country raised 2,150 EUR, equivalent to 58.8 million VND Save the Children is planning to respond to quickly meet the immediate needs of the affected communities and families in Quang Binh during the first three months while initiate some early recovery effort with cash and cash for work later. They will provide 1,000 hh nonrice food basket, 500 education kits, 200 hh kits and 200 hygiene kits. More will be provided at a later stage. Summary The next report will be issued when more information is available Number of death: 66 people (no increase since last report on 12 th October) The low pressure zone in the East Sea caused localized flooding in Binh Phuoc province and Phu Quoc district, Kien Giang province. 2 people died in Phu Quoc. Various regions in the country are affected by medium to heavy rain with a severe risk of flooding. Huong Son district, Ha Tinh, is currently affected by flooding causing serious damage. CCFSC has sent out communication 30/CĐ-PCLBTW to provinces instructing them to closely monitor the situation and carry out all necessary preparations. A typhoon, internationally named Megi, has originated in the Philippine Sea, East of the Philippines. It currently has strength CAT2 and is projected to continue in the direction of Vietnam. II. Situation Overview Due to a cold front in the North of Vietnam, North and North-Central provinces are affected by medium to heavy rain, with locally very heavy rain. In the south, a low pressure zone causes strong winds, rain and thunderstorms. In the past two days, provinces from Nghe An to Quang Nam had medium to heavy rain causing river water levels to rise quickly. The average rainfall was mm, with local peaks up to 200mm. This already caused floods in Huong Son district, Ha Tinh In the next 24h, water levels will continue to rise with a strong risk of further flooding, especially in provinces from Quang Binh to Thua Thien Hue. Typhoon Megi, currently situated East of the Philippines is projected to make landfall in the Philippines on the 18 th of October, as a CAT4 typhoon (source: JTWC, TSR). III. National Response The CCFSC has compiled and disseminated a comprehensive report on the flooding in North- Central Vietnam containing information on national and sub-national response to the flooding, meteorological information, data on damage and general challenges during the response and recovery phase. The MARD Department of Crop Production has sent the Prime Minister a detailed and comprehensive request for seed support in light of the floods and also the drought affecting parts of the country. The request is as follows: rice seed tons, maize seed 200 tons and vegetable seed 110 tons. In total, the Ministry of Defense has carried out 10 flights carrying 7.6 tons of goods (food and water) to flooded areas. The National Center for Clean Water and Rural Sanitation (NCERWASS) with support from UNICEF has provided a total 300,000 Aquatabs for 15,000 families, 2,300 kg of PuR for 13,700 families, 1,000 hygiene kits for 1,000 families, 3,000 kg of Chloramin B for 15,000 wells and 6,000 leaflets in Quang Binh, Ha Tinh and Hue. 17

18 The Viet Nam Fatherland Front has allocated so far a total of 1.5 billion VND to the affected provinces and is preparing a second allocation of 4 billion. PACCOM, on 13 th October, has reconfirmed its call for emergency assistance from international (non-governmental) organizations to affected people. Assistance is most encouraged in the areas of livelihoods, health and education. 19 funding possibilities to respond to this request. WHO is also closely following up with MoH and DoH on surveillance of communicable diseases and support if needed. During the visit to Ha Tinh, the Vice Minister of MOET was accompanied by a truck with 2.5 tons of educational supplies provided by UNICEF as part of the pre-positioned education supplies and MOET has 20 trucks waiting to deliver more of these supplies directly to the commune level. Save the Children also has 500 education kits available for distribution if needed Sattelite maps of the flood situation in Quang Binh, but also of the current rainfall of the last days in the Mekong delta have been issued by UNOSAT/UNITAR through UNDP ( Information on support provided by international NGOs and donors will be collected and collated by Miguel Coulier (UNDP-UNV - Miguel.Coulier@ccfsc.org.vn) VI. Cluster information Nutrition cluster: a Sector Specific Rapid Assessment (SSRA) will be conducted in Quang Binh and Ha Tinh from 21 st October by National Institute of Nutrition and the Food Administration Department. Locally produced multiple micronutrient and protein sprinkles will also be distributed to the most affected households estimated to reach 20,000 children under 5 years, and pregnant and lactating women. The Nutrition Cluster is further advocating for more appropriate quantities and quality of complementary foods in line with minimum standards. The next cluster meeting is scheduled for 27 th October, 2pm, at National Institute of Nutrition. Health cluster: a relief matrix of the health cluster is currently being circulated and will be updated regulary. The Health cluster hasn t scheduled a meeting. Education cluster: there are continued discussions on the need for a further education specific assessment to acquire more information on the needs of children related to the damaged schools, supplies and materials. The cluster is also working strongly with MOET to see if the prepositioned supplies are required to be distributed. The next cluster meeting will be communicated shortly. Early Recovery cluster: an Emergency Market Mapping and Analysis (EMMA) team is currently being assembled to go on a mission early November. The cluster will also organize a number of focus meetings on early recovery for a wide range of stakeholders. Main issues in Quang Binh: water and sanitation in severe condition, lack of teaching and learning materials, damage to preschools, child protection, lack of safe shelter, poorly constructed housing, urgent food needs, limited nutrition standards, limited income-generating opportunities, poor awareness on DRR, etc. For more details, see report. Main issues in Ha Tinh: recovery of agricultural production, timely and appropriate distribution of food aid, need for teaching and learning materials, child protection, reservoir management, untimely early warning, flood-proof building and evacuation centers, etc. For more details, see report. Local coping mechanisms and pledged assistance can cover urgent needs in Quang Tri and Thua Thien Hue provinces, therefore emergency relief efforts should focus on Ha Tinh and Quang Binh. The South-Central, Central Highlands and Mekong delta provinces are affected by rain to heavy rain due to a low pressure zone in the East Sea. No serious flooding has occurred so far. II. Situation Overview Floods in all communes and villages in the affected provinces have receded completely The low pressure zone currently situated in the southern part of the East Sea (Bien Dong) in front of the coast of Binh Dinh to Binh Thuan, is still causing heavy rain and thunderstorms at sea, and rain to heavy rain in provinces from Da Nang to Binh Thuan, the Central Highlands and the Southern provinces. In the last 24h, several provinces have been affected by 50 to 100mm of rain. In the next 24h, water levels in rivers from Da Nang to Binh Thuan and southern Central Highlands region will increase. Water levels in the Mekong delta have reached their peak and will decrease in the next 24h. 21

National Response Rescue teams in Quang Binh province managed to supply food and clean water to people in the submerged districts of Minh Hoa, Bo Trach and Quang Ninh More than 1,000 soldiers and volunteers have been mobilised to repair houses, clean wells and sanitation infrastructure in the worst affected areas in Huong Khe District, Ha Tinh province MoLISA and DoLISA in Quang Binh are providing financial aid (500,000VND if one parent lost, 9 million VND if both parents lost) and psychological support to the 33 children orphaned by the flooding. They also pay regular home visits to monitor the children s situation. The Ministry of Education and Training has instructed their provincial offices to provide detailed information about the education situation in the affected localities. The Vice- Minister is currently visiting the affected area. The National Center for Clean Water and Rural Sanitation (NCERWASS) has provided chemicals to help affected provinces treat contaminated water. The CCFSC is compiling a comprehensive report on the flooding in Central Vietnam that will be disseminated to a wider audience soon. Besides the national appeal, USD 160,853 has been allocated from the IFRC s Disaster Relief Emergency Fund (DREF) to support the VNRC in delivering immediate assistance to some 50,000 beneficiaries for a period of 3 months with foods, 10,000 household kits, water and sanitation, livelihoods, shelter. The Viet Nam Red Cross also provided updates on their assessments in Thua Thien Hue and Quang Tri. The presentations can be downloaded on the website of the NGO Resource Center: For a video report of one of the assessment teams: Plan International will provide a 1 month ration to 2,000 households in Minh Hoa (Quang Binh), total support vallues 30,000USD, and will provide further longer term livelihood assistance after further assessment is carried out ADRA, partnering with the Red Cross, will provide 15,000kg of food packages (7 varieties of food) next Wednesday in Ha Tinh province ActionAid has send an assessment team to Vu Quang district in Ha Tinh and will likely provide seed and other support The World Society for Protection of Animals (WSPA) will provide chemicals, VET, feed and cattle shelter assistance to the affected households The Chinese Red Cross has decided to grant 50,000 USD as relief aid. The Chinese Embassy on October 8 had already donated 10,000 USD. The U.S. Government through USAID has committed $50,000 in emergency assistance. On October 12, at 2pm, the UN PCG NDE held an emergency meeting to discuss the situation and possible UN response UNICEF has provided the MoET with teaching and learning kits that can be provided to the affected areas after more detailed information on education is required. FAO is exploring possible support in the form of Emergency Food Security and Livelihoods (EFSL) needs assessments, provision of animal feed, VET, vegetable seeds, improved and flood-resistant rice varieties, rehabilitation of aquaculture, etc. Sattelite maps of the flood situation in Quang Binh have been issued by UNOSAT/UNITAR through UNDP 23

24 UNOCHA has developed an updated overview map of the flood affected areas (see VI. Cluster information The WASH and Health cluster will hold a joint meeting to discuss the situation in the affected provinces and coordinate responses (date and venue to be announced). The Nutrition cluster will soon hold a first meeting (date and venue to be announced). They will also contact the National Institute for Nutrition to advocate for nutrition quality standards, equal distribution and a more comprehensive package of food aid. In close collaboration with NIN, the cluster will likely carry out a nutrition assessment, six weeks after the flooding. The Education cluster is in close contact with the Ministry of Education and Training and their local counterparts to acquire detailed information about the education situation in the affected areas. They will also develop a matrix of who s doing what and where. The cluster is likely to carry out an education assessment. The Livelihoods and Early Recovery clusters have not been activated and will call for a meeting if the need arises. National Response After meetings with the Provincial People's Committee on the 7th of October 2010, Deputy Prime Minister has decided to provide two provinces of Ha Tinh and Quang Binh each 100 billion and 1,000 tons of rice as immediate emergency support to help the affected people, restore production, and repair essential infrastructure The Ministry of Defense conducted 9 flights carrying 7.6 tons of cargo (shrimp and water) for affected people. Naval Forces also sent ships on the high seas to rescue fishing boats, which failed to return to shore. Further search and rescue is on-going and more flights with food and other neccessities will be carried out over the following days The Ministry of Transport repaired roads where floods receded; the National Highway 1A is totally repaired, the Ho Chi Minh road is still inaccessible at 2 places in Quang Binh, the northern railway line is also still interrupted at some places in Quang Binh. No passengers are stranded anymore. The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery Deputy Prime Minister Nguyen Thien Nhan attended the launch of a fundraising campaign held by the Ministry of Education and Training yesterday The Ho Chi Minh Communist Youth Union raised VND116 million for flood affected people 31

32 A national fundraising campaign has resulted in the following donations: Ho Chi Minh City Fatherland Front 6.9 billion VND, Vietnam National Oil and Gas Group (PetroVietnam) 4 billion VND, and Vinh Phuc province 2 billion VND. Vietnamese newspapers have launched several donation campaigns. Sai Gon Giai Phong newspaper will give Ha Tinh and Quang Binh VND50 million each, and has launched a relief program to call on donations for the central region V. Summary The next report will be issued when more information is available Quang Binh and Ha Tinh most affected provinces: still isolated areas with 2 to 3m flooding Rainfall has decreased, flood levels are slowly receding Tropical depression still located west of Hainan island (China) Field missions under the lead of Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat to Ha Tinh and Quang Binh provinces Emergency relief operations by Government and Red Cross on-going, as well as search and rescue PACCOM issued a letter to INGOs and international development agencies appealing for emergency assistance DMWG Joint Assessment Teams will be briefed today, and go to the field as of tomorrow II. Situation Overview From 1 st -5 th October, provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue have been affected by torrential rains, with an average total rainfall of 300 to 800mm and above in some places, particularly Quang Binh (up to 1,600mm). The rainfall caused flooding from 0.1m up till 1m and above. Since the 6th of October affected provinces had little to no rain. Water levels in rivers from Ha Tinh to Quang Binh are receding, but flood levels at downstream rivers still high. Flood levels slowly to recede in the next coming 24h and coming days All reservoirs in the affected area are are now at safe levels; Ho Ho Hydro-power station was repaired and back to normal operation. Flood situation: 33

34 o Ha Tinh: total of 35 communes in 6 districts (Huong Khe: 13 communes, Vu Quang: 9 commune of Huong Son: 4 communes; Duc Tho: 4 communes, Thach Ha: 4 communes, Cam Xuyen: 5 communes). o Quang Binh: total of 106 communes in 6 districts (Tuyen Hoa: 20 communes; Minh Hoa: 17 commune of Bo Trach: 11 communes, Quang Trach district: 16 communes; Le Thuy: 27 communes; Quang Ninh: 13 communes). o Hue: 1,450 houses flooded in Phong Dien, Huong Tra, Quang Dien o Quang Tri: floods have receded from people s houses Students in Quang Binh have been off school for five days and cannot resume their studies as most of educational facilities remain underwater A tropical depression, on the west coast of Hainan Island (China), 270km east of Thanh Hoa - Ha Tinh province. In the next 24h, the location of the depression will remain almost the same. The depression is causing strong winds at sea (Gulf of Tonkin) of wind level up to 6 (39-49km/h), with gusts up to 7-8 III. Damage From CCFSC flash report, as of October 7, 6am: Death: 48 (Nghe An 5; Ha Tinh 7; Quang Binh 33; Quang Tri 3). Missing: 18 (Nghe An 3; Ha Tinh 1; Quang Binh 14; Quang Tri 0) Injured: 19 (Nghe An 2; Ha Tinh 3; Quang Binh 11; Quang Tri 3) Number of people evacuated: 19,573 households (Ha Tinh 9,000; Quang Binh 5,023; Quang Tri 5,000; Hue 550) 12 boats sunk (83 peoples on those boats were rescued), of which Nghe An: 04 boats/33 people; Quang Tri: 02 boats/4 people; Quang Binh: 6 boats/46 people; 14 boats are still in need IV. National Response At central level: On 06/10, Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat, led a two days mission to Ha Tinh and Quang Binh provinces to monitor the floods and the response work, mobilize people and resources and visit the affected families The Ministry of Health, Transport, and Public Security have issued directives to guide their sectoral response and recovery The Ministry of Transport units have worked on the repair of the roads. Highway one is completely cleared and the Ho Chi Minh highway is still to be cleared at two sections (in Quang Binh). The Ministry of Defense has organized 7 flights carrying 5.6 tons of cargo (shrimp and water) supplies to the isolated areas in Quang Binh. Other supplies are provided in the affected provinces (dried shrimp, water, medicines, chloramine B, life jackets, etc. 34

35 The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery. NCHMF is closely monitoring rainfall, flood, inundation, and the tropical depression and is reporting frequently to the CCFSC. Detailed request from Ha Tinh province submitted to central level: 5,000 tons rice, 400 billion cash support, 61 boats, 3 medical boats, 3,000 kg of water treatment chemicals, 15,000 liters of disinfectant chemicals, 400 tonnes of rice, 50 tonnes of maize, and 15 tons of vegetable seeds. PACCOM has disseminate a letter to international non-governmental organizations and international development agencies appealing for emergency assistance The Committee of Vietnam Fatherland Front will support the provinces from Ha Tinh to Thua Thien Hue with cash valued 1.5 billion VND The Viet Nam Red Cross decided to provide the five central flood-hit provinces with more relief aid worth 2.2 billion VND. Quang Binh and Ha Tinh province will be each provided with 1,000 boxes of supplies (including blankets, mosquito nets, cooking utensils and other essential appliances), 50 tents and 150 million VND. Quang Tri will receive 600 boxes of goods and 50 million VND and Nghe An and Thua Thien-Hue 400 boxes of goods and 50 million VND each. On October 6, the President of the Viet Nam Red Cross Tran Ngoc Tang has also launched a donation campaign nation-wide. The campaign will last until November 15, Hanoi city decided to donate 5 billion VND and Ho Chi Minh City donated 3.5 billion VND V. International Response The DMWG Joint Assessment Teams are briefed about assessment tools and methods at an orientation meeting today, 7 th October, pm, at NGO Resource Center Team composition: o Quang Binh 9 th October: team leader Plan International, members from Plan, VNRC, UN PCG (WHO), Save the Children, World Vision, PACCOM o Ha Tinh 8 th October: team leader Oxfam, members from IFRC, PACCOM, Plan, Save the Children o The VNRC will carry out assessments in the other provinces Nghe An, Thua Thien- Hue and Quang Tri, and contribute staff to the joint assessment teams A debriefing meeting will be organised by PACCOM on Tuesday 12 th October to present the results of all the assessments (venue to be confirmed) IrishAid has committed funding to support PACCOM IFRC is preparing to launch the disaster response emergency fund appeal using their own emergency fund of around CHF150,000 (this is not the normal emergency appeal, that will be considered after the assessments). After consultation with DMC/CCFSC, UNDP requested UNITAR to activate the Space Charter for detailed sattelite maps of the affected areas 35
