3 Structure and Mission Structure: Recorded audio of every meeting as well as typed minutes Neutral meeting location to create safe space for community engagement Relaxed facilitation to promote participation Diversity among voting members Reinstate & create new sub-committees to better problem solve Mission: Use preventative methods and balanced reactionary approach to address profiling On-going updates to strengthen community & law enforcement relations Facilitating events to promote understanding Use complaint & traffic data to influence trainings and best practice recommendations
4 Goals for LECC Structure Have a diverse voting membership from all parts of the state Have a robust structure for subcommittees Make meetings accessible for all interested parties
5 Research and Data Annual Report The Annual report will continue to consist of the following: Our outreach engagement; Activities and events conducted; And analysis of voluntary stop data given by agencies. New to the report will be analysis of complaint data the LECC will receive. Annual report comes out every December. Survey Collection Survey work will be collected throughout the year. Current survey work is regarding structure and visioning of the committee. A state-wide mailed survey will go out later this year to the general public regarding public perceptions of Oregon law enforcement.
6 Standardizing data collection of complaints We have created different forms to help create a state model of complaint data collection to better identify factors and find patterns. This will help agencies have a more surgical approach instead of a broad stroke. We also provide translated materials for the public: Spanish, Ukrainian, Russian, Arabic.
7 Goals for Research and Data Produce general public survey Include survey results in annual report Collect complaints from July 2015 onward from law enforcement agencies Use academic studies to update training curriculum

9 Trainings Courses Currently Offered: Law Enforcement: Tactical Ethics I: Perspectives on Profiling* Tactical Ethics II: Explicit vs Implicit Bias* Legitimacy vs Authority: Communication Community: Profiling 101: Identifying profiling and filing complaints Courses Being Developed: Update Tactical Ethics I & II Create a Tactical Ethics training for each identity in the End Profiling Act (HB 2002) Have a more broad history course on the institution of law enforcement in Oregon Develop curriculum for the public on advance ways to intake complaints
10 Approach to developing new curriculum By collaboration with current trainers & community organizations/groups, we will conduct think tanks to better build our new courses We will continue to use the same framework outline found in Tactical Ethics: POP trainings All trainings will be reviewed to ensure they provide proven methods and tools for dismantling implicit bias over time.
