2 Executive Summary: Lou Principe, The Principe Institute and the Principe Foundation, (a 501c3 private tax exempt non-profit), has a proven Transformational Program, which Fortune 500 Companies, prisons, jails, government agencies and individuals have documented over the years the outstanding results achieved. The HUD definition of homelessness describes the living conditions of an individual to be considered "homeless". According to HUD definition of homelessness, a person is considered homeless if they: Inhabit places not meant for human inhabitance - such as cars, parks, deserted buildings; Release inmates is second on the list most are homeless Live in housing for the homeless Live on the street; If a person has been forced out of a dwelling for a week or longer, or has been released from hospital, or prison, the person is considered homeless if they cannot obtain housing due to lack of funds and/or friends or relatives. People staying with relatives or in a day care living facility are not considered homeless. Our focus is to help you find locations which can house numerous individuals and help jumpstart the local economies by taking vacant properties and turning them into Homeless Hotel facilities. These facilities will house, feed, clothe and retrain the individuals so they may reenter society. Our training program offers more than hope. It is a proven documented program that enjoys a record of success. It has been taught at The Anthony House, Central Florida Reception Center, Seminole County Jail, Orange county Jail, Central Florida Employment Center, aka, Christian Help, AT&T, IBM, The University of Central Florida, The University of North Florida, The University of South Florida, Brigham Young University, and numerous other Fortune 500 Companies. Lou has created curriculum at several universities on achieving superior human communications, which once applied, has always brings about an immediate increase in productivity. The Programs are constantly monitored and adjusted to teach to all levels and all learning patterns. The program has received a front-page newspaper article on how employees asked to be excused from the program to go to their managers and apologized for not working as hard as they should. Our classes will be open to anyone in society who are underemployed, unemployed or who want to start their own business 1.2 Mission Our Mission is to help you empower homeless and at-risk men, women and children to achieve a better life through a full range of services, both direct and in collaboration with community partners, thus renewing hope and restoring their role back into their community. Principe Foundation is dedicated to providing members of the at-risk part of society with an opportunity to gain life and work experience, and transferrable skills by providing people with food, shelter, work, education and the ability to survive on their own and become everyday members of society who will be challenged, rewarded and respected for their individuality. 1.3 Keys to Success Obtain grants which will allow the purchase of closed or foreclosed motels and apartment complexes, or any property which can be converted to a homeless shelter Receive material donations to renovate the property Provide a four day program educational, three hours a day. 7 Have a good team in place to assist in training Continue the purchase of foreclosed hotels, condos or apartment complexes wherever there is a need to help the Citizens of the United States. 2.0 Organization Summary Our mission is to help you help individuals to become productive citizens by providing a temporary, safe, and clean place to live. Along with a work and learning environment where they are challenged, respected, and accountable as they strive to meet the demands of life. All financial accounts and records of the Principe s foundation will be posted on the internet so all can see the accountability of what we consider sacred funds. Anger Management Call Center/Customer Service Training: The customer service industry has evolved from those annoying phone calls at dinnertime to a very effective tool for many major companies. A customer service team can control the revenue stream of a company. They are an integral part of a company s overall marketing program. Lou Principe was the catalyst for the UCF/BellSouth Telemarketing Center, taught Call Center Training at the University of North Florida and presented his program in English and Spanish for the International Call Center Convention. 8 Work experience and credit recovery through tax and finance services with an electronic banking program. Work-based learning opportunities. Access to community resources. Assistance with transportation, job search clothing, child care, and so much more. Independent Living Skills Program. 2.1 Legal Entity Your Company should be a 501(c) 3 tax-exempt not-for-profit organization. We will assist you in forming one if needed. Your Foundation should provide housing, education and employment for poor and the socially challenged with a full range of human services, education, drug rehabilitation, drug testing, transportation and so much more. Your foundation will be dealing with such critical issues as homelessness, domestic violence and criminal offenders to help give them a second chance in order for people to have a normal existence by transiting them back into society. Your foundation should strive to uphold the following values: Providing quality services to all of your clients, regardless of age, sex, race, color, religion, national origin, sexual orientation, or ability to pay for services Showing sensitivity and caring Being accountable and responsive Pursuing professional excellence Offering a fulfilling living, work experience and professional development for our clients Fulfillment The Principe Foundation will help its partners to obtain: Housing with 24 hour security will be located by purchasing, leasing or optioning an existing apartment, condo, or hotel complex. 9 Begin the education process by training your trainers and certifying them by The Principe Institute as Adjunct Professors in order for those who attend the classes and successfully complete the program, will receive a Certificate of Completion. Find medical, dental and mental health professionals which will work pro-bono Find each member an employment opportunity The primary demand for homeless services is a constant need. A newly emerging market segment is offender reentry programs. 600,000 people are released from incarceration every year and the statistical rate for recidivism is 66%. Recidivism is over 70% for people who upon release are homeless. Funding for your foundation can be pursued through federal grants. Transitional shelter for re-entering homeless offenders is of particular interest to the Department of Labor, Department of Justice, and the Housing & Urban Development Committee. 2.2 Market Growth Published by the National Coalition for the Homeless, July 2009 On an average night in the 23 cities surveyed, 94 percent of people living on the streets were single adults, 4 percent were part of families and 2 percent were unaccompanied minors. Seventy percent of those in emergency shelters were single adults, 29 percent were part of families and 1 percent was unaccompanied minors. Of those in transitional housing, 43 percent were single adults, 56 percent were part of families, and 1 percent were unaccompanied minors. Those who occupied permanent supportive housing were 60 percent single adults, 39.5 percent were part of families, and.5 percent were unaccompanied minors (U.S. Conference of Mayors, 2008). The average length of stay in emergency shelter was 69 days for single men, 51 days for single women, and 70 days for families. For those staying in transitional housing, the average stay for single men was 175 days, 196 days for single women, and 223 days for families. Permanent supportive housing had the longest average stay, with 556 days for single men, 571 days for single women, and 604 days for women (U.S. Conference of Mayors, 2008). The homeless population is estimated to be 42 percent African- American, 39 percent white, 13 percent Hispanic, 4 percent Native American and 2 Intellectual Property of Lou Principe

10 percent Asian, although it varies widely depending on the part of the country. An average of 26 percent of homeless people are considered mentally ill, while 13 percent of homeless individuals were physically disabled (U.S. Conference of Mayors, 2008). Nineteen percent of single homeless people are victims of domestic violence while 13 percent are veterans and 2 percent are HIV positive. Nineteen percent of homeless people are employed (U.S. Conference of Mayors, 2008). In addition, a study of homelessness in 50 cities found that in virtually every city, the city's official estimated number of homeless people greatly exceeded the number of emergency shelter and transitional housing spaces (National Law Center on Homelessness and Poverty, 2004). Moreover, there are few or no shelters in rural areas of the United States, despite significant levels of homelessness (Brown, 2002). The Council for Affordable and Rural Housing estimates that about nine percent of the nation s homeless are in rural areas (The Council for Affordable and Rural Housing). As a result of these and other factors, many people in homeless situations are forced to live with relatives and friends in crowded, temporary arrangements. People in these situations are experiencing homelessness, but are less likely to be counted. For instance, of the children and youth identified as homeless by the Department of Education in FY2000, only 35% lived in shelters; 34% lived doubled-up with family or friends, and 23% lived in motels and other locations. Yet, these children and youth may not immediately be recognized as homeless and are sometimes denied access to shelter or the protections and services of the McKinney-Vento Act (U.S. Department of Education). A national study conducted by the Bureau of Justice Statistics in 2007 revealed: Recidivism is measured by criminal acts that resulted in the re-arrest, reconviction, or return to prison with or without a new sentence during a three-year period following the prisoner's release. Summary findings During 2007, a total of 1,180,469 persons on parole were at-risk of reincarceration. This includes persons under parole supervision on January 1 or those Intellectual Property of Lou Principe

11 entering parole during the year. Of these parolees, about 16% were returned to incarceration in Among nearly 300,000 prisoners released in 15 states in 1994, 67.5% were rearrested within 3 years. A study of prisoners released in 1983 estimated 62.5%. Of the 272,111 persons released from prisons in 15 states in 1994, an estimated 67.5% were rearrested for a felony or serious misdemeanor within 3 years, 46.9% were reconvicted, and 25.4% resentenced to prison for a new crime. These offenders had accumulated 4.1 million arrest charges before their most recent imprisonment and another 744,000 charges within 3 years of release. Released prisoners with the highest re-arrest rates were robbers (70.2%), burglars (74.0%), larcenists (74.6%), motor vehicle thieves (78.8%), those in prison for possessing or selling stolen property (77.4%), and those in prison for possessing, using, or selling illegal weapons (70.2%). Within 3 years, 2.5% of released rapists were arrested for another rape, and 1.2% of those who had served time for homicide were arrested for homicide. 2.6 Service Providers Analysis The Non-Profit industry is highly competitive and is made up of large numbers of independent participants. These participants serve local markets, though some find unique niches such as a children's shelter, or women's domestic violence centers. With a complex that houses these needy people food costs are generally low because of food stamps and donations. 2.7 Organization Participants The industry is highly fragmented, with numerous small companies serving each market. The number of shelters surviving in a market will generally be determined by population size, weather and the ability for new monies to be obtained. With a constant growth in population growth in the U.S., it makes sense that the homelessness, domestically violated and the recidivism population will increase as well. By following the target market strategy diagram your Foundation will be able to help more people become citizens and rejoin society and become voters and taxpayers. 12 2.8 Competitive Edge Your Foundation will have the ability to provide internal and external customers with high-quality services year round while providing a valuable service to the community.
