2 The service Introduction Glynis Cameron is registered to provide a childminding service for up to eight children under the age of 16 of whom no more than three are not yet attending primary school and of whom no more than one is under 12 months of age. She works flexibly to meet the needs of families and also provides a service to children through the community childminding service in conjunction with Angus social work department. Mrs Cameron employs an assistant, her daughter in law, who looks after the children occasionally in emergencies. As the assistant had not been involved with the service since the last inspection, we did not assess Quality Theme. This service was registered with the Care Commission and transferred its registration to the Care Inspectorate in April The childminding service is provided from the childminders own home in a quiet residential area in the Angus town of Kirriemuir. The home is well maintained and offers comfortable facilities for children to experience a range of indoor and outdoor play experiences. There were three children present during the inspection visit, two children aged three years old and a nine month old child. What we did during our inspection We wrote this report following a short notice announced inspection on Tuesday 8 May 2018 between 9.40 am and am. A Care Inspectorate Early Years Inspector carried out the inspection. During this inspection, we spoke to the childminder and the minded children present. We observed the care given by the childminder, her interactions with the minded children and looked at a number of documents including health and safety records, children's information and training certificates. We check services are meeting the principles of Getting It Right For Every Child (also known as GIRFEC), Scotland's national approach to improving outcomes and wellbeing for children by offering the right help at the right time from the right people. It supports them and their parents to work with the services that can help them. 3 Views of people using the service There were three minded children present during the inspection, two children aged three years old and one child aged nine months. The youngest child crawled around and played happily with a range of age appropriate toys indoors, while the two older children enjoyed their snack outdoors and had fun playing together in the garden. When the childminder asked one of the children why she had the childminder's walking stick, the child replied 'I'm playing hill walking.' We sent Care Standards Questionnaires to the childminder to distribute to parents. We received one completed questionnaire before the inspection was carried out. The parent commented: 'Glynis is very flexible if my child needs to be dropped off early or hours changed around. She does whatever she can to be available. Glynis is never off sick and has only two weeks holiday a year which is very good for a child care provider. My son has been in her care three days a week from age one and is very happy and content in her company. Pleased with the service.' Self assessment We received a fully completed self assessment from the service provider. We were satisfied with the way this had been completed and the information it contained. What the service did well The childminder provided a welcoming childminding environment. She worked closely with parents to ensure that she provided the children using her service with appropriate care routines and a range of interesting play and learning activities. What the service could do better The childminder should continue to evaluate her service and identify areas for further development and improvement. 4 Quality of care and support Findings from the inspection This experienced childminder was caring and nurturing. She knew the children well and was very responsive to their interests and needs. She told us that she had developed very good relationships with the parents and that they communicated and shared information in different ways, for example, daily discussions, text messaging, Facebook and questionnaires. Children were encouraged to be independent and confident. They were praised and their achievements recognised and acknowledged. Information had been gathered for the individual children to help the childminder care for them and be consistent with home routines. This information was reviewed at least every six months with parents to ensure it remained current. The childminder provided nutritious snacks and meals for the children, taking into consideration their likes/ dislikes and nutritional guidance. One of the minded children had an allergy and the childminder and parents were working very closely together to ensure the child's needs were met. Children had many opportunities to access fresh air and active play. The childminder told us that the children enjoyed being outdoors and that they visited many places in the local and wider community, for example, garden, parks, library, toddler group, woods, RSPB reserve and up the hill where they played pirates. The childminder was very aware of her responsibilities in safeguarding children. An appropriate system was in place for the storage and administration of medication. We asked the childminder to update the medication record by including the time medication is last given to the child before they attend the service. Child protection training had been undertaken online to refresh the childminder's knowledge and she was to attend another child protection course later in the same week the inspection was carried out. The childminder was confident in the procedure she would follow should she be concerned about a child's welfare. The childminder made the best use of the space available to her in her home providing sufficient space for younger children to crawl around unhindered and older children space to play alone or with the other children. for Cameron, Glynis page 4 of 9

5 There was a good range of toys and resources available that children could easily access. We found these to be clean, in good condition and appropriate for children's individual age and stage of development. On the day of inspection, the childminder supported the younger child as he crawled around and played with various toys on the floor. The older children had fun playing together in the secure back garden. They chose independently what they wanted to play with, for example, chalk and skateboard and came in and out of the house as they wished. The childminder talked about the planting of fruit and vegetables that was to be undertaken in the vegetable patch and greenhouse, with the children's help. The childminder visually risk assessed the childminding areas daily before the children attended to ensure that all risks were identified and minimised. Written risk assessments were in place and reviewed annually so that they remained relevant to the service. They were updated as needed. The childminder talked with the children about their own safety, for example, when out for walks and crossing the road. We discussed the infection control measures in place within the service to control and prevent the spread of infection and cross contamination. Accidents and incidents were recorded appropriately and this information shared with parents. The parents were provided with a copy of the record for their own information. Quality of management and leadership Findings from the inspection The childminder was a member of the Scottish Childminding Association (SCMA) and received regular communications from them. These communications helped the childminder keep updated with best practice and legislation, as did the information provided by the Care Inspectorate, discussions with local childminders and information accessed through online research and forums. The childminder also received regular support from the local authority as she provided a community childminding service. Parents and children were encouraged to share their thoughts and views on the childminding service. The childminder told us she was open to suggestions and welcomed feedback informally and formally about how she could improve what she was doing for the benefit of the children. Reviewing policies and procedures also supported the evaluation of provision. for Cameron, Glynis page 5 of 9

6 The childminder discussed her enjoyment of training and the benefits to her knowledge, skills and practice. She had accessed several professional development opportunities, including, Babies in Mind, Caring for Vulnerable Children, Understanding Autism, Nutrition and Wellbeing and Infection Prevention and Control in Childcare Settings (Level 2). The childminder had undertaken an online child protection course and was reinforcing her knowledge and the procedures by attending a child protection course provided by the SCMA, the same week as her inspection. Policies and procedures that underpinned the service were reviewed annually or updated as necessary.
