Welcome, Objectives, Declaration of Conflict of Interest Kelly Allan (formerly Kelly Mathieson) welcomed everyone to the meeting. No conflict of interest was declared.

4 2. Roundtable Introductions CYSN members and community partners introduced themselves and the organizations they represent. 3. Review of Agenda Approved 4. Consent Agenda a) Motion to approve Minutes from June 26, Lead Agency Report; a) Financial Update b) Receive CYSN Coordinator Job Description Motion to approve the agenda Maribeth desnoo, Seconded Bonnie Perrigard All in favour. Carried. Maribeth desnoo reviewed the financial statement for the period April 1 st to August 31 st which was included in your package. There had been a delay in the funds being received from the Ministry of Education and Ministry of Children and Youth Services, but regular transfers are now being made. Budget category titles will be revised next year to align with current expense lines. Maribeth reported on the revised CYSN Coordinator job description and the review process that was followed. The Coordinator position is an annual term contract with the person being an employee of the Hastings and Prince Edward Learning Foundation. The job description will be reviewed bi-annually. Ruth Ingersoll asked that the Coordinator description make reference to specific time devoted to Network red flag issues. Kelly Allan noted that flexibility has been built into the description to allow for this.

5 Jennifer Mills suggested that the qualification regarding use of a motor vehicle and possession of a valid license should be looked at since other modes of transportation may be possible. Maribeth responded that she will follow this up with human resources. 6. Highlights and Discussion of CYSN Partnership Self- Assessment Report 2014 Beverley Bell-Rowbotham and Ruth Ingersoll presented the highlights of the Partnership Self-Assessment Report. Ruth stressed that any action associated with these results will be determined by the Network. We are in the work zone where more effort is needed to maximize potential. Tables discussed synergy, leadership, efficiency, resources and decisionmaking. Ruth advised that today s discussions are preliminary and were intended to give members the opportunity to process the results, and that more discussion is planned for our next meeting on November 27 th. With regards to moving our red flag issues forward, a suggestion was made to submit questions to the Belleville Chamber of Commerce for the mayoral debate on October 9 th at the Empire Theatre. Ruth Ingersoll indicated that the deadline for questions is this afternoon, and asked for volunteers to meet with her after the meeting to compose questions. Heather Barker, Anne-Marie Murphy and Wendy Anderson volunteered. Motion to submit questions for the Belleville debate - Heather Barker Seconded - Kathy Kennedy All in favour. Carried. Ruth asked members to think about the results and what you want for the CYSN, and come to the November meeting prepared to discuss ideas for addressing the issues. A pdf of the slideshow is provided here. The small group met following the meeting to develop questions and arrange for submission.

Ministry Updates; a) MCYS Ontario Special Needs Strategy, Moving on Mental Health a) Lynette Cumming provided an update - view the report here. b) MEDU - Child Care Modernization Act, How Does Learning Happen? 8. Recommendations from Teams, Committees and Working Groups b) Kelly Allan presented an update on behalf of Rachelle Blanchette. - We are now at full implementation of full day Kindergarten - The Child Care Modernization Act was reintroduced as Bill 10, and it will move to second reading in the fall. - EDU is hosting a provincial symposium on Oct 23 and 24 to begin/continue conversations on the professional resource How Does Learning Happen? A regional symposium is also in the works. - With respect to Family Support programs, we have shifted EDU contact persons. Nathalie is now the contact for Family Space and Northern Frontenac. All teams, committees and working groups are accepting new members. a) Coordinating Team; Kelly Allan discussed the role of the Coordinating Team which is to plan CYSN meetings. No decisions are made at these meetings - that is the role of the Network. At the last meeting, it was recognized that most of our organizations are in a state of flux change has become the norm. 7 a) Communication Team; Maribeth desnoo gave an update regarding Red Card survey responses. Updated information is needed for the Red Cards (print and electronic) and new posters; this task will be assumed by the Service Pathway Committee for a spring release. The Communication questions that were added to the Partnership Self-Assessment indicated that the need for social media by CYSN members was not favorable. Therefore, the Communication Team will not implement facebook or twitter at this time. Focus will be placed on promoting and providing information about the CYSN through the website. An annual celebration meeting is being looked at for The Team is open to new members. c) Community Indicators and Measures Committee; No report d) Service Pathway/Community Engagement Committee; Melanie Dunlop No Wrong Door: The Committee will accept responsibility for updating the Red Cards. The Referral Map by Function is being revised and will be made available to member organizations electronically. The group continues to work on Family Engagement. The Committee is open to new members. e) Second Helpings (Food Reclamation) Working Group; Ruth Ingersoll - This month, the working group met with the Executive Director of Loving Spoonful, a food security organization in Kingston to learn from their experiences around governance and

8 operations, to gather ideas for moving forward with food reclamation in Hastings-Prince Edward. This will be the focus of the October meeting. The Working Group is open to new members. f) Early Childhood Development Working Group; Wendy Anderson Members of the working group developed a logic model (contained in meeting package) over the summer to define goals, objectives and action. They decided to address physical health and well-being first because EDI scores show this as having the largest % of vulnerability. On November 4th, the group will be participating in a consultation with the Best Start Resource Centre to increase their understanding of physical literacy and develop a communication strategy. It is their intention to call upon CYSN member organizations to help spread key messages and corresponding resources to families of children 0-6 years. This Working Group is open to new members. Aboriginal Planning Working Group; Wendy Anderson - The Planning Template received approval from the Ministry of Education. The next meeting will held be in Bancroft and will include representation from the Metis Nation of Ontario. This Working Group is open to new members. g) Terms of Reference Working Group; no report

9 9. Presentation on Regional French Language Network Morgane Navarot, Coordinator, gave a presentation on the Regional French Language Network (RFLN). Their mission is helping Francophone children to get the best start and increasing services for Francophone families. Morgane requested a bilingual representative from Hastings- Prince Edward to join this Network and liaise with the CYSN. The next meeting on Friday October 3, View presentation here. Infomercials an opportunity to introduce service gaps, new services, issues etc. Abigail s Learning Centre; Karen Richey announced her retirement and introduced the new Executive Director, Mary Mask. St Leonard s Home; Chris Beaudrie announced that a summer school program was provided for the first time. Four students attended and it was a great success. The Healthy Kids Community Challenge; Anne-Marie Murphy advised that we may be granted up to 1.5 million over the next four years. Hastings County Social Services will be the flow through agency. The Health Unit will be the lead agency. This initiative

10 will promote healthy lifestyles for children and there will be a new theme every 9 months, such as; Healthy Eating, Physical Activity, Adequate Sleep. The catchment for this project will include Hastings and Prince Edward County. See announcement. Quinte & District Rehabilitation; Jennifer Mills shared that the Children s Physiotherapy Clinic is a clinic for children 19 years of age and under and is available at no charge. Open house is October 22, Hastings and Prince Edward Counties Health Unit; Nancy McGeachy advised that on October 2, 2014, the Health Unit will host a documentary titled The Milky Way at the Empire Theatre at 2pm and 7pm. This will promote world Breastfeeding Week. See poster. Community Development Council Quinte; Ruth Ingersoll advised that the CDC has received funding for community kitchens, and will provide Good Food Box Cooking Classes at no charge. Participants will receive kitchen items to take home. CDC has moved to 65 Station Street, in Belleville. Highland Shore Children s Aid; An Evening of Hope is scheduled for October 22, Tickets are available at the Empire Theatre. See poster.

11 Bonnie Perrigard also shared that October is Child Abuse Prevention Awareness month. Please wear purple on October 17, See poster. Three Oaks Shelter and Services; Leah Morgan advised that the new second stage housing site is complete. Housing is available 365 days for women and their children. 13 PROPOSED FAMILY ENGAGEMENT STATEMENTS FOR INCLUSION IN THE CYSN MEMBERSHIP AGREEMENT COVERING THE PERIOD APRIL 1, 2015 to MARCH 31, 2016 TO: Member Organizations FROM: CYSN Service Pathway/Community Engagement Committee DATE: November 27, 2014 Please take the following statements back for review and discussion with your organizations in preparation for the signing of the 2015/16 CYSN membership agreement. Members agree to... Support and contribute to the work of the CYSN on family engagement. Recognize the importance of and implement best practice related to family engagement in your organization. The attached common philosophy, practice and definition of family engagement document has been developed to help clarify what your organization will be agreeing to support. An opportunity for discussion by members of the Network will be offered on February 26, In the meantime, the Service Pathway/Community Engagement Committee will continue working on a framework for presentation and consultation with the Network at a later date, using tools contained in Developing a Common Understanding of Family Engagement in South East Ontario, April 11, 2014 and input gathered from our consultation with the Network on April 24, This framework will include long and short-term family engagement activities for the Network, for member organizations and for both. 14 THE PHILOSOPHY AND PRACTICE OF FAMILY ENGAGEMENT: We understand that family engagement is complex and can mean different things to different families, organizations, and at the planning table level. We understand that family engagement is both: A philosophy - Family engagement speaks to our beliefs and our values. We value a family-centred service system that puts the best interests of the child, youth, and family first. We value the contributions that families can make at all levels of service delivery. A practice - Family engagement is a set of behaviors or how we act. We put our values into action by providing meaningful and appropriate opportunities for families to contribute at all levels of service delivery. FAMILY ENGAGEMENT IS DEFINED IN HASTINGS-PRINCE EDWARD AS: Respectful Strength-based Mindful of the expertise of families Inclusive Broad-based Accessible Collaborative Based on clear communication An opportunity to learn On a continuum Constantly changing Cross-sectoral Different than Youth Engagement Our interactions with families are respectful. Families feel safe from judgment and bias. We recognize that each family has unique strengths. Family engagement builds on a family's passions, gifts, and talents. We value the knowledge and lived experiences of each family. Family engagement helps families shape the services they receive in ways that are meaningful to them. We recognize and support diversity of practice. There is no one way to engage all families. We understand that one family cannot represent all families and each family must speak with its own voice. We remove barriers that prevent families from accessing services or engaging with organizations or planning tables, including barriers arising from organizational policies and practice. We build trusting relationships and meaningful partnerships with families. Steps are taken to acknowledge and address real or perceived power imbalances. We use plain language when communicating with families and each other. We learn from families and each other through the process of family engagement. We recognize that family engagement will differ from family to family. We understanding the degree or level of a family s engagement or involvement with service planning and delivery changes over time, as their life circumstances change, and throughout a child s life cycle. Family engagement, as a philosophy and practice, is not limited to any one sector. We recognize that family engagement and youth engagement are not the same, though they may share some components, practices and values.
