1 California s Mental Health Services Authority: Supporting Sacramento County Jeremy Wilson Program Coordinator CalMHSA Sacramento County MHSA Steering Committee Meeting May 17, CalMHSA: Joint Powers Authority A 2004 California Voter-Approved Initiative (Prop 63) that provides an average of $1 Billion in annual funds to support community-based mental health services Seeks transformation from a system driven by crisis to one that focuses on prevention, early intervention, wellness and recovery, and reducing disparities 20% of funds goes to Prevention and Early Intervention (PEI) Counties through CalMHSA implement statewide prevention programs Nearly 15 years ago the US surgeon general identified the stigma of mental illness Suicide as the formidable Prevention obstacle to progress in improving mental health. 2 1

2 Statewide PEI Goals 1 in 5 people experience a mental health challenge each year Goal #1: MENTAL ILLNESS PREVENTION Eliminate or reduce the severity of risk factors associated with the onset of mental illness and suicide Goal #2: MENTAL HEALTH PROMOTION Reduce the severity and intensity of stigma for those already experiencing mental health challenges How? Suicide Discrimination Social Isolation Student failure/ Disengagement Improved functioning Reduced trauma impact 5 Resource Navigation Since July 2017, nearly 14,920 outreach and education materials were provided to or distributed in Sacramento County. This included 10 Mental Health Awareness Month Toolkits that had the following materials in each toolkit: 1 Intro/Rational Letter 200 Die Cut Ribbons 2 Ribbon Wall Poster (bilingual/double-sided) 2500 Message Cards 100 MH Support Guide (English) 100 MH Support Guide (Spanish) 2 MH Matters Poster (English) 2 MH Matters Poster (Spanish) 100 Ribbon Cards 100 Wristbands Provided continual access to a designated Each Mind Matters Resource Navigator. 6 3

5 Suicide Prevention Sacramento County received the following items: 100 posters Caucasian 100 posters African American 100 posters Latina (in Spanish) Updated KTS brochures and tent cards with revised warning signs. Sacramento County received: 2,000 brochures each (English & Spanish) 2,500 tent card each (English & Spanish) July 1, 2017 Present 9 Suicide Prevention The EMM Team hosted a series of webinars on Suicide Prevention including the 2017 Suicide Prevention Week toolkit and a series of Technical Assistance s on Men and Means and suicide prevention. The EMM Team moderated a panel for the S- Word documentary on October 12, 2017 after a screening of the film hosted by the Mental Health Planning Council at the Crest Theater in Sacramento. The panel included the film s director, Lisa Klein, an advocate featured in the film and Kevin Briggs, retired California Highway Patrol Officer who worked on the Golden Gate Bridge. 6 Suicide Prevention The EMM Team presented to the Mental Health Planning Council on Older Adult Suicide in Sacramento on October 19, In addition to providing information about the higher rates of older adult suicide, resources available and suggestions to reach this population were addressed. The EMM Team met with staff from the Sacramento Native American Health Center to offer support for materials that SNAHC is developing around mental health and suicide prevention among Native Americans. July 1, 2017 Present 11 Community Integration: 2017/18 Mini Grants EMM School Grants ($500, free materials, technical assistance): American River College NAMI On Campus Franklin High School Sana Mente CBO Grants ($3000, free materials, technical assistance, learning collaborative): Mil Mujeres Sana Mente Sponsorships ($250 and free materials): Health Education Council Mental Health Month NAMI Sacramento LGBT Month 12 6

7 Community Integration: Sutter 2017/18 Mini Grants School Grants: Consumnes Oaks High School Consumnes River College Franklin High School Grant Union High School Sacramento High School Sierra College CSU Sacramento Active Minds Community Based Organizations (CBO) Grants: CaYEN Child Abuse Prevention Center of Sacramento Foundation of California Community Colleges Mental Health America, California NAMI Sacramento Native Dads Network Sacramento LGBT Center Sacramento Native American Health Center Turning Point Community Programs 13 Training and Education Mental Health 101 A MH101 Training took place on April 28-29, 2018, which resulted in 10 new presenters. NAMI on Campus High School (NCHS) In June 2017, NAMI CA launched the new On-line Process for high school students and advisors to start an NCHS club on their campus. The on-line process creates an opportunity for clubs across the state to connect with NAMI CA and not have to wait to get started in forming their club. 2 Sacramento High Schools contacted NAMI regarding their interest to start an NCHS club in their campus: Sacramento Academic and Vocational Academy Mira Loma High School Two clubs are currently receiving support from NAMI CA in the Start Up Process to become approved. July 1, 2017 Present 14 7

8 Training and Education: 2018 Directing Change Youth film contest for youth ages to create short PSAs about suicide prevention or mental health awareness/stigma. This year 35 submissions from Sacramento County from 6 schools, reaching 114 youth. Sponsoring schools and organizations receive suicide prevention and mental health trainings and website includes resource list. Center High School Elk Grove High School Franklin High School Pleasant Grove High School Samuel Jackman High School Vista Del Lago High School 15 Training and Education: 2018 Directing Change These are the outstanding films that received recognition: First Place Animated Short (Franklin High School) Behind the Mask Third Place Animated Short (Franklin High School) Red Flags Fifth Place Animated Short (Franklin High School) Reach Out Third Place Through the Lens of Culture (Franklin High School) Taking Flight

9 Training and Education: 2018 Directing Change A filmmaker from Sacramento County shared this note about their winning film One of our members had personally experienced depression. We decided to listen to his story and we used it as inspiration for this film. We learned that people hide their depression so they don't have to deal with it. As a result of this, not many people know how to handle this situation about suicidal thoughts. Another Sacramento County filmmaker shared this note: We decided to film about anxiety because it is such a relevant issue with today's generation. The stress from school, friends, and family have a huge impact on the mental health of teens, which impacts their daily lives.
