4 It is a great wrong that anyone in America, whether he be brown or white, should be illiterate, or hungry, or miserable. AMERICA IS IN THE HEART by Carlos Bulosan

5 How It All Started Our story started as early as 1974 when the first Filipino class was offered as an after school program at Montgomery High School, Sweetwater Union HS District

6 However at S.D. Unified School District In 1988, the Filipino community had to rally at a board meeting to advocate for the offering of Filipino at Morse HS and Bell Jr. HS

7 Rally at SD Unified School District

8 The Result n Filipino class offered at Morse at 6:30 a.m. (0 period) in its first year n the class grew to 3 sections the next year n the year after next, it grew to 6 sections and became part of the regular schedule

9 More Results n Enrollment in the Filipino language classes continues to grow n Currently in San Diego County after 20 years there are more than 70 classes in the middle schools and high schools, in 3 community colleges and 2 universities

10 Teachers n Continue to search ways to improve their craft by attending professional development classes, workshops, conferences n Develop teaching materials on their own with or without district support n Participate with students in school and community events

11 Teachers n Act as role models, as students look up to them as their mothers, fathers, aunts, uncles, brothers, or sisters n Network with parents, community, and other professional groups.

12 Council for Teaching Filipino Language and Culture (CTFLC) Organized Realizing the need to be formally organized, the Filipino language teachers organized themselves into the Council for Teaching Filipino Language and Culture (CTFLC) in January 2005.

13 The No Child Left Behind Legislation (NCLB); the Challenge that Broke the Carabao s Back n NCLB threatened the future of the Filipino program since there was no credential that would deem a teacher highly qualified to teach it. n We found a friend in Norm Leonard, FLCSD President, and Director of Community Outreach, LARC-SDSU n But with Assemblywoman Shirley Horton, FILAMEDA, CLTA, CFLP, the Filipino community, the media and other supporters, AB 420 was signed into law in October 2005.

14 California Subject Examination for Teachers (CSET):Filipino n As an offshoot of AB420 the California Commission on Teacher Credentialing (CCTC) and the National Evaluation Systems, Inc. picked teachers who happened to be CTFLC members to develop the CSET: Filipino. n On November 4, 2006 the first CSET: Filipino was administered.

15 CSET: Filipino was officially accepted by the Commission on Teacher Credentialing CSET MEETING Dec. 1, 2006 Sacramento, CA

16 Filipino becomes the model for other less commonly taught languages n Filipino became the template for the test on: n Arabic n Armenian n Cantonese n Farsi n Hmong n Khmer n which were administered for the first time November 3, 2007

17 CTFLC collaborates with local, state, and national professional groups n Southern Area International Languages Network (SAILN) n California Foreign Language Project (CFLP) based in Stanford University n Foreign Language Council of San Diego (FLCSD) n California Language Teachers Association (CLTA) n American Council on the Teaching of Foreign Languages (ACTFL)

18 CTFLC collaborates with higher institutions n University of California Consortium of Language Learning and Teaching n Language Acquisition Resource Center (LARC), SDSU n Alliant International University

19 Projects with LARC n CSET: Filipino Review Class n Filipino On-line Placement Test n Conferences on Motivating Future Teachers of Filipino n Filipino Community School n Advanced Placement Filipino Course n Oral Assessment for Filipino n Filipino as a Global Language Conference

20 Alliant International University Teacher Credentialing Program for Filipino n Offers a Filipino language standard intern credential for n teachers wanting to have Filipino as an additional credential n multiple subject teachers who would like to get a single subject credential in Filipino

21 Empowering the Filipino Language Learners Those of Filipino heritage n find their identity n take pride and develop passion in their heritage n take active leadership roles in their community n help preserve the beautiful language and culture in this part of the world.

26 As teachers and advocates of the Filipino language, we are proud to declare that we have not allowed our Filipino youth to be illiterate of their own language, nor hungry of their culture, nor miserable of their identity.
