School Zone vs Work Zone What s the difference? School Zone Mums, dads and children moving around in the area Moving vehicles getting in and out of the area Drivers required to observe warning signage and reduced speed limits Area may be controlled by a Crossing Assistant Work Zone Mums and dads working and moving around in the area Moving vehicles/plant getting in and out of the area Drivers required to observe warning signage and reduced speed limits Area may be controlled by a Traffic Controller Page 7

What we see at our work zones Between January 2012 and July 2016, we had 3665 near misses relating to driving members of the public doing the wrong thing on our worksites. Page 8

What we see at our work sites Number of Near Misses involving Driving Members of Public - Jan 2012 to July % % % 1624 Breaking Traffic Rules/Careless Driving Speeding Verbal/Physical Abuse Page 9

Examples of Near Miss Calls we receive A vehicle drove towards the Traffic Controller (TC) with Stop bat and failed to stop, TC had to take evasive action. Vehicle then stopped and abused TC We had a truck that decided he was going to go through the cones and he did. Abused the TC, had a female TC almost in tears, went through the work lane dragging a cone with him. As I was picking up my signs, I had a bottle thrown at me smashing at my feet Vehicle driving through the lane closure and started yelling abuse to crew members then threw a half empty drink can out onto the road missing worker. We were setting up our machines, Two employees were standing behind a machine and a person in a car egged both of them. Traffic just drove passed and spat at the crew member and yelling out abuse. Page 10

If this was the same in a school zone?? If the same occurred in a school zone there would be Double demerits Press interest Public Outcry Political involvement Immediate action So why should we accept less at our sites Page 11

Near Miss Line Our Near Miss Line has helped us identify the scale of this problem, and thus enabled us to do something about it But first, what is the near miss line? Page 12

Near miss A near miss incident is where no personal injury was sustained and no property was damaged but where, given a slight shift in time or position, damage and/or injury easily could have occurred.

The Theory Bird s Triangle For every fatal injury there are serious injuries and there are injuries and there are near misses

Downer near miss approach Mate that was bloody close Builds on the Australian value of mateship Easy to understand Commenced early 2012

Jan-12 Apr-12 Jul-12 Oct-12 Jan-13 Apr-13 Jul-13 Oct-13 Jan-14 Apr-14 Jul-14 Oct-14 Jan-15 Apr-15 Jul-15 Oct-15 Jan-16 Apr-16 Jul-16 Near misses since the start of We have had over 17,400 reports since introduction

This provides Data collection Trend analysis by: Location / site State Business unit Date Person Importantly, Data can be used to predict what s to come

Data is the source of all truths On 15 August last year at a road safety conference in Sydney I used the near miss reports we had been given to predict that a traffic controller would become a casualty of bad public driving within 28 days Tragically, 27 days later a TC in QLD died (outside of Downer) We need to use data to do something to prevent incidents Page 18

Think differently To stop this Post incident (Lag) Pre incident (Lead) Find and solve your problems before they become incidents

What are we doing to prevent Traffic related incidents? 1. Red Zone and Exclusion zones implemented 2. Go pro surveillance 3. Conflict resolution training 4. Effective worksite management 5. Banned mobile phones 6. Signage audit 7. Situational Awareness training 8. Toolbox Talk across the nation specific to Traffic Controllers 9. Back to Blue Initiative

But These initiatives and controls can only do so much We need to connect with the public through EMOTIVE LINKS Page 21

Emotive Signage and VMS Within Downer s Queensland Business, we are currently trialling emotive trigger signage and VMS messaging to create an emotive link with drivers Page 22

Our FY17 charity partner Education Awareness Prevention of low speed run over accidents Family support Eliminate incidents between people and plant/vehicles At work At home In the community

Emotive Link in Signage VIC Page 24

Emotive Signage in Video NT Page 25

Towards Zero Page 26

We need your support We need community, industry and government support to raise awareness and help influence and change Public Behaviour Page 27

What you can do Set the example, slow down and have patience in work zones Raise awareness with your family and friends Raise awareness within your organisation Get involved through your circle of influence. Page 28

School Zone vs Work Zone What s the difference? There is no real difference. Let s keep everyone safe! Page 29
