Call to Order- 12:15 p.m. Meeting called to order by Virginia Bass at 12:15 2. Roll Call All members, staff and quests introduced. 3. Adjustments to the None Agenda 4. Public Comments None 5. Communications a) Tim Ash reported that there will be a CIT training in the last week of November. There hasn t been a training for the last two years. Mark Lamers is the lead for the training. Virginia Bass reported that CIT is important and is glad to hear its happening again. There will be participation from Probation, EPD, APD, CHP and the Sherriff s Office this year. b) Tim Ash reported that NAMI and the League of Women Voters will be sponsoring a roundtable discussion on Mental Health and Criminal Justice on November 2 nd at the First Congregational Church in Eureka from 7:00-9:00 pm. c) David Young reported he will be stepping down from the BHB in December and that he has been representing the BHB on the ASAP committee and asked if another BHB member would be interested in taking his place. If interested Board members can discuss with David. 6. Action Items: a) Approval of minutes from 9/15/16 meeting The minutes from the last meeting on 9/15/16 were submitted for review and approval. Laurie Ruggles asked that edits be made in item five to read Latino and Native American members. Minutes approved with revisions. Secretary to make edits and post minutes. Joe McManus Page 1
2 TOPIC DISCUSSION FOLLOW UP PERSON RESPONSIBLE 7. Presentation: a) Children in Mental Health Crisis 8. Discussion items: a) Drug Medi-Cal 8. Discussion Items: b) Training for the BHB 8. Discussion Items: c) Update from Virginia Bass on Mental Health Facility Tour a) Jet Dekruse and Mark Lamers gave presentation on the changes in how Children and TAY now received crisis services. Mental Health has been trying to develop better responses to children/tay is crisis in SDS and the ERs. CSU is not a great place for services for children and we are trying to use CSU has a last resort. The new services include being proactive and using the mobile response team and C&FS Clinicians when children need crisis services. Jet reported that there has not been an increase in the amount of children admitted to CSU over the last four years. WRAP services are used and children are also referred to TAY, HCTAYC and the Raven Project also. A question and answer period followed the presentation and Jet will come to the meeting next month for follow up discussion on the presentation today. a) Sue Grenfell reported that there are five or six Drug Medi-Cal presentations scheduled in the next two months for stakeholders to get community input on the expansion of Drug Medi-Cal. Marguerite Story- Baker reported that SAPT is another source of funding for SUD services, but is very limited. Sue reported that ADCS and Crossroads are also trying to become certified providers. The Regional approach would help tap into other county s resources. Drug Medi-Cal was also hot topic at the CMHACY conference in this year. There is a lot of planning that needs to be done so we can build our capacity to provide services a) Linda Atkins reported that Donna Mathews has agreed to provide the training to the BHB and we need to confirm date, time, location and topics the Board wants training on. Confirmed date of January 13 th from 8:30 am to 1:00 pm at the Large Mezzanine Room at the Professional Building. Topics the Board wants included are Dual Diagnosis services, what the BHB is responsible for and how to accomplish it, increased public awareness and engaging the public. a) Virginal Bass reported she traveled to Florida and Texas to review Mental Health Facilities and to get ideas on how we can provide improved services. There were some amazing facilities that worked with the community to provide services and there are a lot of things we could do differently. Adjournment and upcoming meetings Minutes submitted by: Joe McManus Submitted to: BHB Date Submitted: 11/17/16 a) Eric Thompson reported the AOD Committee has been meeting and is sharing ideas on how to improve Dual Diagnosis services. IDDT training is another topic the Committee has been discussing. a) DHHS Director Connie Beck reported the Blue Ribbon Task Force applications were approved by the BOS and that Tim Ash and Cole Vanwey from the BHB will be on the Task Force. This is very exciting as they will serve along with ten other members from the community. There will be facilitators at the meetings to help the Task Force stay on track and the meetings should start in November or December. b) DHHS Director Connie Beck reported DHHS is looking for more space for staff in Southern and Eastern parts of the county, so we can provide more services. c) DHHS Director Connie Beck reported she attended community meeting in Mcklinleyville this week about expanding services at the FRC in Mcklinleyville to provide more services for homeless and some people had concerns about this as there were a lot of questions about homeless needs, timelines and stigma. No report a) Tim Ash reported he has been working on the Annual Report for and hard copies were distributed. Tim asked Board members to review and provide input. The Executive Committee will review this at their meeting in November also. The meeting was adjourned at 1:45 pm. The next scheduled meeting is on November 17, 2016 at 12:15 pm in the Rainbow Room at HCMH. Page 3
