Call to Order- 12:15 p.m. Meeting called to order at 12:15 pm Informational 2. Roll Call All members, staff and guests introduced. Informational 3. Adjustments to the None Agenda 4. Public Comments a) Donna Mathews reported there are a needs in the Fortuna area Informational regarding homelessness and housing and there needs to be geographic services provided to the outlying areas in the county. b) Karen Oeth reported she is a former client and served on the BHB in the 1990 s and is now an employee and that she left the BHB years ago because she felt the BHB didn t have any power. c) Nancy Harrison reported she is a current client and is not satisfied with her current medical providers and also has quit smoking recently. 5. Communications None. a) Approval of minutes from 6/16/16 meeting b) Grand Jury Response Unanimously Approved as submitted. a) Linda Atkins reported an ad hoc committee has been meeting to work on the response to the Grand Jury report on the BHB and there is a draft response before the BHB today for approval and possible edits to the document. Marsha Mielke reported one of the items that could be added would be to state the BHB is trying to make committees more efficient this could go in items F4 or R3 in change to meetings. Other items to bring up are diversity on the BHB and more regional representation. Marianne Pennekamp reported she would like to add that in recent years the BHB has not made a lot of formal recommendations at the meetings Page 1 Informational
2 b) Grand Jury Response c) August Meeting but the Board did work in other ways. Some past members of the Board feel that the BHB doesn t have a lot of power to make changes and that is why they left the BHB. b) Trish Cottrell reported she would like to know what power the BHB does have. Marguerite Story-Baker reported that from her past experience with the BHB in Sacramento the BHB had too much power and had to be reigned in a lot. Training for the BHB is also important. Also in the past there has been tension between the BHB and DHHS and more communication is needed. c) Donna Mathews reported the BHB is supposed to work more closely with the BOS and all the problems are not fiscal related. Marianne Pennekamp reported she thinks the BHB has a positive future with more collaboration with DHHS and the BOS, combined committees and regional representation and diversity. Steven Bridenbaugh reported that the BHB listens to the staff reports and presentations at the meetings and that this is important. The DHHS/Mental Health system is complex and it takes time to learn about the systems for the BHB members. The BHB cannot monitor the entire system. Marsha Mielke reported it took her awhile to understand the complexity of the system and hopes the BHB can get more training in the future. Keeley Albright asked what role does the Blue Ribbon Task Force have with the BHB. Connie Beck reported there is agenda item on the BOS agenda for meeting in August for the Blue Ribbon Task Force established by DHHS to look at the recommendations made by the consultants. Connie to send Joe the documents to send to the BHB. The Task Force will bring recommendations to the BOS. d) Linda Atkins to add in items suggested earlier by the BHB members and will make edits to the document and send for review by the CAO before going to the Grand Jury. a) The BHB usually takes August off for summer break. This year the BHB will meet in August to make sure the Grand Jury report is completed and to discuss other issues such as training, housing, outreach to other areas in the county and Public Relations committee. Reports: a) AOD Committee a) Eric Thompson reported the AOD committee has been meeting for the last 2 months and items on the agenda include warm handoffs to the jail, ERs and Mental Health, communication and the IDT trainings. The committee meets the 2 nd Thursday each month at 2:30 in the Sunshine Room at 730 Harris street across from the main MH building on Wood Informational 7. Reports: b) DHHS Director 7. Reports: c) Mental Health Director Street. a) Connie Beck reported she has more information on the No Place Like Home Assembly Bill 1618 which would use MHSA funds to secure permanent supportive housing for the homeless. This is good for housing but may take funding from other MHSA programs. Not enough is known at this point regarding how much we would be losing. The change to funding will occur next fiscal year. Eric Theiss reported that he is trying to develop permanent supportive housing project and would like the BHB support and will also speak to Connie Beck and Donna Wheeler about his project. Donna Mathews reported that the homeless point in time counts often determine how much funding counties receive. We need to make sure it is accurate and that rural areas are counted..more outreach to these rural areas is important. Jaclyn Culleton reported this bill is designed for larger counties and is still being decided and there is a lot of advocacy going on. b) Connie also reported that Amanda Winstead is now the full time Deputy Director for Adult Services at Mental Health and the Adult System of Care. a) Donna Wheeler reported that the CIT program is being put back together with new and improved curriculum developed by Law Enforcement. Each jurisdiction is being asked to participate and there are two subcommittees working on the planning. Donna, Mark Lamers, Tim Ash and Kelly Johnson all attended CIT conference in Chicago this year with local law enforcement officials including a representative from the Public Defenders Office. Donna gave a brief history of the CIT program which started back in Donna reported also the Grand Jury submitted reports on CIT and Police Training. Officers are being encouraged to attend the training and AB109 funding will be used to pay for replacements while they attend the training. The MIST and Mobile Crisis team are also teaming with law enforcement. Informational Page 3

Adjournment and upcoming meetings a) Linda Atkins reported that the Board needs to start making formal motions when they are in support of an item so the minutes reflect actions taken and not just discussions. The meeting was adjourned at 1:45 pm. The next scheduled meeting is August 18, 2016 at 12:15 pm in the Rainbow Room at HCMH.
