It is very important to minimize the poverty to make hygienic India. The Indian government has taken major steps towards to minimize poverty with the help of rehabilitation of the slum area by various schemes. Rehabilitation of the slum area will be definitely fruitful in many ways such as, it will provide basic facility i.e.shelter;increase the life style of Slum dwellers as well as surrounding people, Increase hygienic &cleanliness, Appreciation in the market rate, basic facilities for slum dwellers are easily provided by corporation. The objective of this paper is to identify and analyse the factors beneficial for site selection for rehabilitation of slum in Nasik. Because before execution of work proper site selection is very important, for this purpose A questionnaire was designed, circulated & discuss with the various respondents for obtaining the information associated with various projects in slum rehabilitation, and the collected information is analysed by using Relative Important Index Method. The result of this study indicates that, out of 5sites 1site is very important for rehabilitation and also the result indicates the necessity of rehabilitation of that particular site in Nasik as early as possible. Keywords: -Rehabilitation, Slum, Urban Renewal, Project management, Urban poor. I. INTRODUCTION It need of today to move towards Green India Clean India. It is very important to minimize the poverty to make hygienic India. It gives birth to the slum. A slum is predominantly an overcrowded area which is in advance state of decay where dwellings are unfit for human habitation. It is an area where basic amenities like water supply, drainage for standard living are lacking, insanitary, condition prevail and diseases flourish. It is poverty-stricken area, where there is a high rate of birth, infant mortality, illegitimacy, juvenile crime, delinquency and death, thus representing a state of hell on the surface of the earth. About 57 percent of slums were built on public land, owned mostly by local bodies, state government, etc. So to reduce this slum development, the rehabilitation is one of the solution. The Slum Rehabilitation Act 1995 was passed by the government of the Indian state Maharashtra to protect the rights of slum dwellers and promote the development of slum areas. Rehabilitation means to restore or to make habitable or usable. Growth of slums can be attributed to the industrialization, rapid urbanization and lack of planning. When there is a large scale population growth in towns due to migration, the first casualty is the breakdown of basic amenities, especially housing. Scarcity of land and exorbitant land values result in high rentals, unbearable by the ordinary workers who migrate in to the towns and manage to get some employment with very low All rights Reserved
2 There is a need to control this haphazard growth of slum area. It is possible only through rehabilitation program. Aim & Objective To rehabilitate the slums of city and to make city slum free. The following objectives are framed for the study. To study the existing Scenario & Socio-economics of Slums and need of rehabilitation. To analyze the questionnaire survey with the help of RII method. To Identify slum area for rehabilitation in Nasik with consideration through questionnaire survey. II. LITERATURE REVIEW The literature review aimed to review the critical points of current knowledge including substantive findings as well as theoretical and methodological contributions to this topic. It is done to get acquainted with current literature on this topic and formed the basis for future research that may be needed in the area. As a basis for this research, it was necessary to study the current scenario, trends and opportunities in rehabilitation. A. Review of Technical Paper Upinder Sawhney (2013) The present paper aims to analyse certain demographic attributes of the slum population in India, its socio-economic and environmental impact and the public policy response towards the same. Certain programs designed by the government to control the growth of slums and the efforts to rehabilitate the slum-dwellers have been reviewed. Hary Agus Rahardjo, Fitri Suryani, and S. T. Trikariastoto,(2014) This paper will explore the factors causing the failure of which is then used as a key success factor of public-private partnerships for urban renewal in Jakarta. the analysis of risk ranking of research data, the results obtained with the 2 way risk ranking analysis, mathematical and AHP. Prof. Abhijit. N. Bhirud and Ganesh V. kakade (2015) This paper will help the project manager to identify the critical areas that affect project performance and necessitate careful planning. the objective of this Paper is to identify and analyse the critical success factor for successful functioning of public private partnership model in real estate sector. The ranking of critical success factors identified by questionnaire survey conducted among the different contractors, consultants and operators of projects.analysis is done by using relative important index method. III.PROBLEM STATEMENT AND METHODOLOGY A. Problem Statement The slum area is increasing day by day. There is a need to control this haphazard growth of slum area. It is possible only through rehabilitation program. To achieve this rehabilitation, to identify and analyse the factors for successful selection of slum site in Nasik for rehabilitation. This can only be done through detailed analytical and critical studies of existing and on-going projects. B. Methodology The study will be carried out in the following All rights Reserved 607
3 1. To study the literature or research papers related to slum rehabilitation project. 2. Then by interviews and discussion with government agencies or some private agencies for collect the data related to slum. 3. By reviewing various literatures, the factors will be found out for making questionnaire.also general field survey for identification of factors. 4. Preparation of questionnaire. With the help of this questionnaire, carried out questionnaire survey. 5. Data collection from live case studies. 6. Finding the importance by using Relative Importance Index. 7. Then ranking will be carried out to find important area for rehabilitation of slum depending upon therii value. C. Relative Important Index: Average Index Analysis The result will be further summarized to obtain the overall level of importance and evaluation in local construction industry. The respondent were requested to evaluate the factors which affect on total performance of construction based on five-points scale starting with 1 for not important,2 for less important,3 for average,4 for important,5 for very important. The average index analysis for which variable is calculated by: Avreage index = 1X + 2X + 3X + 4X + 5X X + X + X + X + X Where, X1 = no of respondents for not important = 0.00 Average Index X2 = no of respondents for less important = 1.50 < Average Index X3 = no of respondents for average = 2.50 < Average Index X4 = no of respondents for important = 3.50 < Average Index X5 = no of respondents for very important = 4.50 < Average Index 5.00 The overall level of importance and evaluation in local construction industry are summarized under such categories. Relative Index Analysis The respondents were requested to evaluate factors on five-points scale starting with 1 for not important,2 for less important,3 for average,4 for important,5 for very important. The relative index analysis for each variable is calculated by using: Relative index = 1X + 2X + 3X + 4X + 5X 5 X + X + X + X + X IV. DATA COLLECTION AND DATA ANALYSIS A. Data collection: Factors were identified from existing literature, discussion with experts and on-site observation. Primary data collected through the questionnaire survey. A questionnaire form was designed to measure the importance of factors. The information about various Factors and All rights Reserved 608
4 of different experts were obtained by circulating questionnaire to various 20 managerial level persons having experience in such type of projects were recorded. The respondents were asked to give ratings to factors on the basis of level of importance. 5 4.2. Data Analysis: In this paper, there were five different slum sites selected to determine the Impact of Factors to measure the important site for rehabilitation. The primary data from these sites (Table 1) was processed to carry out the statistical analysis. Relative Importance Index of each Factor was calculated and importance factors decided depending on the RII Value. Each of Factor was divided into five categories such as very important, important, Average, less important and not important. RESULTS AND DISCUSSION Results of this paper shows that Mahatma Fule Nagar, Nasik this slum is selected for rehabilitation with feasibility of Market Rate (land), Returns of Rehabilitation, location, Scope of development, Area of slum, Approach(eg.Road, facility by Nasik Municipal Corporation), Population of Slum to Rehabilitation, respectively. By identifying and analysing the factors select the site which is most beneficial & feasible forall public & private sectors to develop the slum. So if there are limitations of funds or any other problems we give preference of sites for rehabilitation. We need to explore public opinion on this subject to determine the most important site for rehabilitation. The most important site requires special attention in most efficient manner. Fairly less important site requires less attention compared to other sites. VI. CONCLUSION Poverty is very serious issues in India. The poverty leads to the growth of the slum area which again give birth to the unhygienic conditions, haphazard horizontal growth, standard of living, low market rate in adjoining area, etc. The study focuses on rehabilitation of the slum area with various schemes implemented by the India government. Prior to rehabilitation of slum, selection of the slum area and rehabilitation of that area is major issue in front of authorities. Hence study concludes that, identifying and analysing the factors for the site selection for rehabilitation is worthy for authorities and private contractors. The Nasik city was selected for the study purpose and the finding for the same indicate that Mahatma Fule Nagar, Nasik should prioritize from the factors like Market Rate (land), Returns of Rehabilitation, location, Scope of development, Area of slum, Approach(eg. Road, facility by Nasik Municipal Corporation), Population of Slum to Rehabilitation identified by RII method. The study would recommend that prior to execution of Rehabilitation project the factor based survey will be helpful for selection of the slum area in the current scenario of India for upcoming rehabilitation All rights Reserved 610
