Creating Client-centered Mental Health & Addiction Systems Integration and inter-agency/inter-departmental collaboration as client-centered activities
Remember client-centered = priority
Defining integration: Combine (one thing) with another so that they become a whole.
Why is integration of mental health and addiction services important? Administrative reasons of course Better client-centered care??
Common approach to integration: Put both programs under same senior admin. Rename, rebrand, and create single intake Still addiction staff and programs Still mental health staff and programs NOT client-centered
Client-centered approach to integration: Create clinical integration Create single-program identity among staff Create one-stop-shopping experience for the client. Eliminate duplication of anything in the client experience Eliminate referrals internally From the client s perspective, is the program experienced as a whole like in the definition of integration?
Defining collaboration: The situation of two or more people working together to create or achieve the same thing.
A common approach to collaboration between agencies Lots of time spent developing Terms of Reference - MG Most of the meeting time spent sharing information Each agency hoping the others will change policies and practices so we can work together better. Each agency careful about protecting the boundaries and scope of its own mandate Many separate agency-identities in the room Each agency trying to achieve its own goals in the group
A client-centered approach to collaboration between agencies Little or no time spent developing Terms of Reference, because they must simply state how we will do what s best for the people we collectively serve None of the meeting time spent sharing information (We are there to do things, to make changes, to make improvements in how we work together not to talk about status quo) Each agency engaged in changing its own policies and practices so we can work together better. Each agency challenging the boundaries and scope of its own mandate, to overlap with others no cracks to fall through One single identity as a collective, which serves the common clients as one. All agencies trying to achieve the same thing like in the definition of collaboration
In the common approach to integration or collaboration: The client experiences the agencies/services as separate and disconnected pieces The client experiences no real changes as a result of the merger or the collaborative committee The client is treated as a bunch of separate pieces, rather than a whole person.
How can you create effective integration or collaboration? Focus on integration at the level of client-service and client experience, and less on administration Focus on collaboration that makes changes in all organizations to create a more singular client experience of being treated as a whole. Bend and expand mandates and boundaries between programs or agencies Create a single identity as a program or a collective, using social psychology principles of intergroup relations
Make the experience of the client feel integrated and singular. Eliminate gaps that come from turf protection Keep that as the focus of every decision and action.
