2 Dr. Doug Maguire Dr. JACK ARMSTRONG HUMANITARIAN AWARD For outstanding contributions by a member or former member of Doctors Manitoba in the service of humanity either in Canada or abroad The Dr. Jack Armstrong Humanitarian Award in 2013 recognizes the many years of selfless humanitarian service that Dr. Doug Maguire has provided in the interest of improving health services in developing countries such as India, Nicaragua, Rwanda, Ethiopa and Haiti. Dr. Maguire completed his science degree and undergraduate medical training at the University of Manitoba and continued with specialty training in Anesthesiology. He has been on the U of M faculty since 1990, currently as Associate Professor working at Health Sciences Centre, St. Boniface Cardiac Sciences, Pan Am Clinic and Western Surgical Centre. During his career, Dr. Maguire has drawn inspiration from Doctors Andrew Karskard, Robert Blanchard and Allan Ronald. In addition, leaders in the Winnipeg Anethesia community were a considerable influence on Dr. Maguire especially Dr. Joe Lee, Dr. Doug Craig and Dr. John Wade. Dr. Maguire is respected globally for advancing anesthesia training programs and providing medical relief missions. His international medical experiences include over a dozen significant missions and outreach projects. He has been a trustee on the Canadian Anesthesia Societies International Education Foundation for more than 10 years and volunteered with International programs in Nepal, Rwanda, Haiti and Nicaragua. He has been awarded Anesthesia Teacher of the Year three times and remains active in all areas of anesthesia. Clinical 16
3 interests include pre-op clinic, anesthesia for cardiac surgery and echocardiography. Dr. Maguire s humanitarian work began in 2000 as a volunteer clinical instructor at Tribuvan Teaching Hospital in Kathmandu, Nepal. His work in Nepal has also included the development of a formalized residency education program in Anesthesia. Similarly, Dr. Maguire has continued his humanitarian work by introducing an anesthesia residency training program in Rwanda. Dr. Maguire was part of a two-week post tsunami relief effort to Sri Lanka in More recently, in 2010, Dr. Maguire volunteered at the time of the earthquake in Haiti by completing a two-week surgical mission that included an international surgical team with several U of Manitoba anesthesia residents. During the same year he was a participant in the University of Manitoba delegations to both India and China to establish a resident and faculty exchange program. In 2012, Dr. Maguire volunteered his time to a mission that went to Ethiopia. Here he completed another twoweek project to build a cardiac surgery program in the capital of Addis Ababa. This project will be followed up by another Ethiopia Cardiac Surgery Mission in Dr. Doug Maguire is a worthy recipient of the Doctors Manitoba Dr. Jack Armstrong Humanitarian Award. 17
4 Dr. Denis Fortier PHYSICIAN OF THE YEAR For significant contribution to the practice of medicine and to the community by a member of Doctors Manitoba Dr. Denis Fortier is an outstanding Family Physician who practices with humility and compassion, and is highly regarded by members of his community. Dr. Fortier grew up in Winnipeg and did both his undergraduate medical degree and his family medicine training at the University of Manitoba. He has been practicing in the mainly francophone community of Notre- Dame-de-Lourdes for 25 years. Dr. Fortier has been recognized many times with awards, including Manitoba s 2003 Family Physician of the Year; the 2007 Prix des médecins de Coeur et d action, for professional competence, humanity, devotion, kindness and distinguished in an exceptional way for actions in the field of professionalism, humanitarian and community organizations, health care and teaching : and in 2012, the Queen Elizabeth II Diamond Jubilee Medal. Dr. Fortier is currently the Associate Vice-President of Medical Services for the new Southern Regional Health Authority. Prior to the recent amalgamation of the RHAs in Manitoba, Dr. Fortier was the Vice- President Medical of the former RHA Central from 2005 to 2012 and was Chair of a network of regional Vice-President Medical/Chief Medical Officers from 2008 to As Chair of the network, he has assumed an important advocacy role, particularly on issues related to the unique challenges of providing care in rural and northern areas of Manitoba. 18
5 Dr. Fortier is a highly respected and effective administrative leader. In this role he has contributed greatly to the development of innovative patient care services; advancement of medical standards of practice, quality and safety; and to the recruitment and retention of key health care professionals. He has also been active in contributing to key committees of the College of Physicians and Surgeons of Manitoba. He is well known provincially and nationally for his leadership and contributions to the further development of francophone health services, and has spent more than 23 years mentoring and teaching family physicians and residents, including expanding rural clinical teaching units in Manitoba. Dr. Fortier is a valued preceptor in the Family Medicine Residency Program, particularly with residents in the bilingual stream and has contributed to continuing professional development programs in a number of other health professions. Dr. Fortier was also involved with bringing the wellness centre to Notre Dame, which includes a variety of health-care services. The centre has been open for a few years now and Dr. Fortier is very proud of the small community and what it accomplished by raising $2.1 of the $3.6 million needed to open the centre. Dr. Fortier is a worthy recipient of the Doctors Manitoba Health Physician of the Year Award. 19
6 Dr. James Blanchard SCHOLASTIC AWARD For scholarly activity in the health professions Dr. James (Jamie) Blanchard is receiving well-earned recognition as the Doctors Manitoba Scholastic Award winner. Dr. Blanchard, received his MD from the University of Manitoba in 1986, and worked as a general practitioner in Fisher Branch, northern Manitoba, for two years, before embarking on an academic career. Dr. Blanchard then pursued education in epidemiology and public health at the Johns Hopkins University School of Hygiene and Public Health receiving his Masters in Public Health in 1990 and his Ph.D. in Epidemiology in He began his career in public health as Provincial Epidemiologist for Manitoba, where he was responsible for developing and transforming the Epidemiology Unit. Dr. Blanchard s most rewarding work was his contributions in India. He first made his mark in India in the late 1990s as a consultant to the World Bank and the Government of India in the development of India s second National AIDS Control Program. He spent six years living in India, leading a major HIV prevention and control program, recognized as having a major impact and influence in reversing the HIV epidemic in India. It was a return of sorts: he spent several years of his youth attending school in rural Pakistan; Pakistan and South Asia in general remain a major focus of his attention. Dr. Blanchard s next major undertaking in India was to lead the fiveyear India-Canada Collaborative HIV/AIDS Project (ICHAP), and he was the key person in conceptualizing and developing that project, and in securing funding for it from the Canadian International Development Agency. 20 Starting from scratch, with no staff and no infrastructure, he built a project which is now recognized as a model for all of India. Through
7 his inspirational leadership, he assembled a superb project team, and together they took on the task of building sustainable systems at state level for delivering HIV/AIDS-related programs and services to the most vulnerable and under-served populations. This was accomplished within the constraints of the Indian governmental system and bureaucracy, which have defeated many well-intentioned individuals in the past. He also led the development of rural program models for HIV prevention, care and support, which have become nationally and internationally cited best practices. The success of ICHAP led to a major new project funded by the Bill & Melinda Gates Foundation, to scale up HIV prevention programs and services for the most vulnerable groups to state level, in a state (Karnataka) that, with a population of 55 million people, is larger than most countries in the world. He tackled the problem of taking programs to scale in a systematic and comprehensive fashion, designing novel and creative approaches for mapping risk populations, developing outreach activities, monitoring program delivery, identifying gaps in program responses, and evaluating program impact. Largely through Dr. Blanchard s efforts, the University of Manitoba has attracted over $50 million in grants from Canadian and international sources over the past eight years for work in India. In addition to his research on communicable diseases Dr. Blanchard has also worked with a diverse group of researchers in Manitoba to better understand the extent, distribution and causes of inflammatory bowel disease. In the future, he plans to work with colleagues at the University of Manitoba and in other countries to study the causes of IBD in populations where these diseases are now emerging. 21
8 Dr. Catherine Cook HEALTH ADMINISTRATION AWARD For contribution to policy and administration in health care Dr. Catherine Cook is highly regarded as a champion for high quality care for First Nation, Metis and Inuit communities. Her dedication to the issue of Aboriginal Health is evident in her various roles in health administration. With a joint position as Vice-President of Population and Aboriginal Health for the Winnipeg Health Region, and Associate Dean of First Nations, Métis and Inuit Health at the University of Manitoba s Faculty of Medicine, Dr. Catherine Cook plays an important role in shaping the nature and scope of Aboriginal health care and research in Manitoba. Born and raised on Matheson Island, which is located at the narrows of Lake Winnipeg, Dr. Cook graduated from the University of Manitoba s Faculty of Medicine in 1987 and soon after took a position as a family physician with the U of M s Northern Medical Unit. She spent much of the following six years flying into remote communities providing care to First Nation, Inuit and Métis residents. In 2000, Dr. Cook joined the Winnipeg Health Region as a medical officer of health. She played a leading role in developing its Aboriginal Health Strategy and also served as a special advisor to the Minister of Health during the H1N1 influenza outbreak in She is now the Manitoba lead for the Networks Environment for Aboriginal Health Research (NEAHR), which will build capacity, obtain information about Aboriginal Health and help build a critical mass of Aboriginal doctors, nurses, specialists and researchers who understand the challenges and needs of Canada s First Nations, Métis and Inuit people. 22
9 Dr. Cook participates on numerous national boards and committees, and has actively engaged in board and committee membership throughout her career. Included in the list of councils and committees is being a member of the Health Council of Canada and a member of the Board of Directors of The Association of Faculties of Medicine of Canada. Locally, she is also a member of the Winnipeg Foundation Board of Directors. Dr. Cook s administrative work also includes over a dozen provincial and national committees/ task groups/ working groups. Dr. Brian Postl, Dean of the Faculty of Medicine at the University of Manitoba, says that Dr. Cook s achievements and ongoing dedication, locally, nationally and internationally speaks highly of her vision for improving and sustaining good practices for health of Indigenous Peoples in teaching, research and service and she is greatly deserving of this award. 23
10 Dr. Brent Schacter DISTINGUISHED SERVICE AWARD In recognition of service rendered to patients and the community which have enhanced the image of the physician through devotion to the highest ideals of the medical profession and in the promotion of the art and science of medicine through teaching, writing and administration Dr. Brent Schacter is being honoured for the legacy of excellence he has left in the field of cancer care, medical oncology and hematology. His contributions towards patient care, health care administration, writing and teaching in the field of cancer and blood disorders are exemplary. He is a pioneering and visionary leader who has helped develop the multidisciplinary, team-based patient-centred model of care, and helped put in place the Canadian Partnership Against Cancer. Dr. Schacter was born in Winnipeg in 1942, and received his M.D. (Honours) from the University of Manitoba in He is currently a professor in the Department of Internal Medicine at the University of Manitoba and member of the Department of Medical Oncology and Hematology at CancerCare Manitoba. He has made a large contribution to physician education as the Director of the Hematology/Oncology post-graduate training program for 17 years, mentoring innumerable young physicians in this critical specialty. Dr. Schacter has excelled as a teacher in all aspects of undergraduate, post graduate and research teaching of medical trainees. As a researcher, he served as a the principal investigator on seven clinical trials, and currently serves as the principal investigator on one of the most ambitious and important projects that the Canadian Institutes of Health Research has ever funded: the Canadian Tumour Repository Network. 24
11 In the field of leadership and administration, Dr. Schacter may have left his largest mark. He oversaw the transformation of the Manitoba Cancer Treatment and Research Foundation into the CancerCare Manitoba of today, which includes a state-of the art facility on McDermot which he was instrumental in bringing to fruition. Amongst other accomplishments, he supported the development and implementation of a clinical ethics committee and a patient representative office, both to ensure patients of CCMB were heard and staff supported. On the national stage, Dr. Schacter is seen as a pioneer and visionary leader. This can be seen in his diverse list of administrative activities including acting as CEO of the Canadian Association of Provincial Cancer Agencies (CAPCA) from 2003 until Other administrative work has included being a member and then Co-Chair of the Steering Committee of the Canadian Strategy for Cancer Control (CSCC) from 1999 to 2002 and Co-Vice Chair of the Council for the CSCC from 2004 to He was a member of the Provisional Board of CPAC 2006/2007, Chair of the Standards Action Group of CSCC/CPAC from its inception until He was a member of the Health Human Resources Action Group of CPAC, chairing the HHRAG Service Delivery Models Project, and is currently on the CPAC External Review Panel. As well, he is a Co-Chair of The Canadian Task Force on AYA Oncology. According to his colleagues, most remarkable of all, is the active patient care role that Dr. Schacter has maintained in the midst of so many other responsibilities over the last twenty years. He has always remained actively involved in the care of patients with blood malignancies, both in the outpatient setting and on the stem cell transplant inpatient service arguably the most challenging patient group of all in oncology work. To this work he brings his humanity, dedication and intelligence and makes a difference each day in the lives of patients and families contending with grave illness. 25
