13 Standards: 2 parallel processes Standardization (AFNOR) Process started in March 2014 by independant actors (consumer rights associations and FIVAPE) Starts on a national level, Will be expanded to the European level (CEN) Shared with the international alliance Certification (possibly AFNOR) Process started by FIVAPE in September 2013 Independant certification done by Driven by a pre-defined committee appointed by FIVAPE, Used also for communication purposes, 7/10/

14 The standardization process FIVAPE is an active player working with the National Institute for Consumption and AFNOR the French national organization for standardization and its International Organization for Standardization member body. AFNOR directs and coordinates the establishment of national standards (NF) and participation in the definition of European standards (EN) and International standards (ISO and IEC). It is the French member of European and international non-governmental standards organizations such as CEN and CENELEC in Europe, and ISO and IEC internationally. Close collaboration with ECITA in the UK in order to support a meaningful TPD implementation in member states 7/10/

16 Certification: an international quality label FIVAPE introduced in september 2013 the creation of a specific «certification» for eliquids that becomes a guarantee for consumers on product quality as well as provide them with complete information on the consequences of nicotine consumption. Our goal here is to «demystify» eliquids and allow for the current market to stay in place while avoiding ill-intentioned and/or unsecure products. 7/10/

17 Certification: major goals Assure consumers that the quality of e-liquid involves rigorous quality processes which should increase confidence and consumer satisfaction Guarantee consumers the origin of eliquids as well as traceability Encourage FIVAPE members but also other producers or outsourcers to respect and adopt or develop systems that ensure the quality of their products or services. Enhance and ensure the recognition of labeled companies and thus constitute an identification tool to promote their products to improve the general quality of eliquids 7/10/

18 Certification: the quality label itself Eliquids eligible for this label are finished products, of which the assembly or production is either on the concerned territory (in the EU). 19 Certification: eligibility criteria Eligibility criteria for certification Location of production facilities, Management responsibilities, Quality of the eliquid and its container, In-house productions skills, Communication, education and awareness, Research and development. Terms and conditions of certification are determined by the steering committee in agreement between FIVAPE and AFNOR. 7/10/
