1 SHASTA COUNTY HEALTH & HUMAN SERVICES AGENCY TOBACCO EDUCATION AND COMPLIANCE EDUCATION & COMPLIANCE ACTIVITIES CITY OF ANDERSON SUMMARY OF ACTIVITY This report covers tobacco education and compliance activities conducted in the City of Anderson ("City") from November 1, 2011 through June 30, INTRODUCTION On October 4, 2011, the City of Anderson adopted Ordinance No. 773, which amended Section of Chapter 9 of the Anderson Municipal Code regulating smoking. At the same meeting the City adopted Resolution No , which specified the locations where smoking is prohibited in the City. In order to implement this policy, the City entered into a Memorandum ofunderstanding ("MOU") with the Shasta County Health & Human Services Agency ("HHSA"). Specifically, the MOU authorizes the HHSA Tobacco Education Program and the Shasta County Tobacco Education & Compliance Officer (TCO) to provide education and compliance activities for the City. Pursuant the requirements of the MOU, a semiannual report of education and compliance activities are to be provided to the City by HHSA. This report constitutes notification of those activities and progress in policy implementation. COMMUNITY EDUCATION ACTIVITIES During this reporting period, 13 educational materials were developed to educate City community members and businesses about the new outdoor secondhand smoke policy (Appendix A). Materials were developed by the Tobacco Education Program at HHSA. All materials received approval by an authorized City representative prior to publishing or posting. Press Release - Released by the City in December, this press release acted as the official announcement of the new policy. HHSA worked with the City to draft the content of this press release. The press release included: outline of the policy process; locations where smoking is prohibited; quotes from City representatives; Tobacco Information & Violations Hotline (530) ; and referred to for more information and resources. The press release resulted in a news story from the Redding Record Searchlight on 12/12/2011. Smoke-free Anderson Signage - HHSA developed signage for all locations affected by the new policy. Signage serves as the primary tool for education and enforcement information at the locations where smoking is restricted. All signage includes prominent "No Smoking" or "Smokefree" language, refers complaints to the Tobacco Information & Violations Hotline (530) , and references Anderson Municipal Code Locations where signage has been posted include: 4x6 stickers at entrances to local businesses (approx. 324); metal signs at Volonte Park (15) and Veterans Walk of Honor (2), and portable A-frame signs for community events (10). 2 Smoke-free Anderson Webpage - HHSA worked with the City to develop a webpage on the City's website that includes: link to Anderson Municipal Code ; link to the City resolution limiting smoking in public places; fact sheets on secondhand smoke in public places; F AQ documents that address community events, entryways, and parks; link to application to "opt-out" of entryway provision; Tobacco Information & Violations Hotline ; option for businesses to request entryway stickers; and smoking cessation information. The number of community members utilizing this webpage is not being tracked. Water Bill Inserts- Created by HHSA, this policy announcement was distributed to approximately 2,500 municipal water recipients. This was the most comprehensive means of disseminating information on the new policy directly to residents. Inserts included locations where smoking is prohibited and referral to for more information and resources. Letters to Businesses, Recreation/ Sports Leagues, and Event Organizers - HHSA developed letters to inform businesses affected by the 20ft. policy, renters affected by smoke-free events policy, and recreation leagues affected by the smoke-free events/parks policy. Variations of these letters were distributed to 374 businesses, as well as all leagues and event organizers included in the City of Anderson Parks & Recreation mailing list. Letter content varied by audience and included at least one of the following notifications: notification of where smoking is prohibited; sample language for event notices and advertisements that notify the public that the event is smoke-free; requirement and process for sign posting at events and/or businesses; Tobacco Information & Violations Hotline ; and referral to for more information and resources. Frequently Asked Questions (FAQ) Documents- Created in conjunction with the City and posted to the City's webpage promoting the policy. Three separate documents were created to answer questions from the public concerning the application of the City's secondhand smoke policy. FAQ documents included "FAQ Smoke-free Entryways", "FAQ Smoke-free Events", and "FAQ Smoke-free Recreation Areas". FAQ documents were mailed to 374 businesses, as well as leagues and event organizers from the Parks & Recreation mailing list. North Street Banner- HHSA created and posted a banner over North Street from 2115/2012 to 3115/2012. The simple text announcement included: "Work. Play. Breathe." tagline; locations where smoking is prohibited; and referral to for more information and resources. The banner is scheduled to be re-posted from 7/30/2012 to 8/31/2012. RABA Bus Shelters - HHSA purchased advertising space from STOTT Outdoor Advertising to display Smoke-free Anderson advertisements at RABA bus shelters within the City. Bus shelter advertisements included: "Work. Play. Breathe." tagline; locations where smoking is prohibited; and referral to for more information and resources. Advertisements are scheduled to run from 3/15/2012 to 8115/2012. Community Activity Guide - HHSA purchased advertising space on the back cover of the City of Anderson Community Services Activity Guide Approximately 7,000 activity guides were distributed through Anderson, Cottonwood, Happy Valley, and Pacheco schools. Additionally, guides were placed in local businesses, the Chamber of Commerce, passed out at local events, and available on the City's website. The recreation guide advertisement included: Page 2 of7

3 "Work. Play. Breathe." tagline; locations where smoking is prohibited; and referral to for more information and resources. Shasta District Fair Marquee- HHSA purchased advertising space on the Shasta District Fair Marquee. The advertisement was placed under the digital marquee facing southbound traffic. This is a high traffic location at the north end of city limits on HWY 273, resulting in thousands of impressions to inbound traffic. The marquee advertisement was posted during the annual Shasta District Fair from June The Shasta District Fair estimates that it hosts 105,000 visitors each year. The marquee advertisement included: "Work. Play. Breathe." tagline; locations where smoking is prohibited; and referral to for more information and resources. The advertisement is scheduled to run from 3/15/2012 to 7/15/2012. Mosquito Serenade - HHSA purchased advertising space from the Mosquito Serenade to promote the smoke-free events portion of the new policy. In return for sponsorship, the Smokefree Anderson logo and "This is a 'no smoking' event" are displayed prominently on promotional materials. The City estimates that event sponsorship results in over 400,000 media impressions. News Articles (Health Tip, A News Cafe)- HHSA contributed two articles to local publications promoting the Smoke-free Anderson policy. In January, a 100-word article was submitted and published by the Redding Record Searchlight on 1/11/2012 under the "Health Tips" section. This article provided a basic outline of the new policy, including referral to for more information and resources. In March, a 500-word article was submitted to A News Cafe for online publication. The article was published on 3/15/2012 and ran as the featured article. The article was designed to promote the recreation and events portion of the ordinance, as Spring recreation leagues were starting. EDUCATION AND COMPLIANCE BY TOBACCO COMPLIANCE OFFICER Education: Compliance: Site Visits: 71.5 Hrs 9.0 Hrs Visits During this reporting period, approximately 80.5 hours of technical assistance was provided by the TCO to the City regarding the implementation of the City's secondhand smoke policy. Technical assistance during this reporting period focused primarily on the dissemination of educational materials announcing the new policy (e.g. entryway stickers, FAQ documents). 20' Entryway Provision- The TCO spent significant time visiting individual businesses in the City to educate on the policy during this reporting period. In addition to distributing entryway stickers and F AQ documents, the TCO also answered business questions concerning implementation of the 20'entryway policy during contacts. In cases where businesses expressed discontent or opposition to the policy, the TCO provided businesses with the "Notification of Voluntary Business Exemption" form with instructions for how to complete and submit the form. Out of 218 business contacts, the TCO only distributed 9 exemption forms and only 1 form was completed and submitted. Page 3 of7

4 Parks Provision- This provision has required little activity by the TCO. The majority of education has been provided by the City of Anderson Parks & Recreation Department through its administration of community activities, as well as the HHSA Tobacco Education Program as described in the Community Education Activities Section. Events Provision - The TCO has provided education to event organizers during this reporting period. Education activities include smoke-free event guidelines, tips for making contact with individuals smoking at events, and appropriate locations of designated smoking areas. The TCO provided technical assistance to event organizers through the placement of smoke-free event signs, recommendations on designated smoking areas, and tips for monitoring compliance. Additionally, the TCO has spent time at the beginning of events to assist with event compliance. COMMUNITY EVENTS POSTING SMOKE-FREE SIGNAGE Total Events: 10 4/14/12- A-Town BMX Ride 4/21/12- Family Fun Fest 5/19/12 - Girls on the Run 5k 5/ Anderson Century 6/06/12- Mosquito Serenade 6/09/12 -Volunteer Firefighter's BBQ Mosquito Serenade 6/20/12 - Mosquito Serenade 6/27/12- Mosquito Serenade 6/3 0/ Day on the Green COMMUNITY COMPLAINTS Total Complaints: Entryway: Park: Event: (Volonte Park) 2 (Family Fun Fest) During this reporting period, only 7 complaints were submitted to the Shasta County Tobacco Violation & Information Hotline. The majority of complaints originated from community members concerned about youth smoking at the skate park at Volonte Park. CONCLUSIONS HHSA has supported the implementation of the City's policy regulating smoking in public places through the development of educational materials, community educational contacts, and compliance activities. HHSA has developed more than 10 educational/advertising materials through the Tobacco Education Program that have been distributed/placed in the City, resulting in hundreds of thousands of impressions. The TCO has provided over 80 hours of educational and compliance activities in the City, educating at least 218 businesses, assisting at more than 10 community events, and responding to community complaints. Policy implementation has seen high levels of compliance with few community complaints. Page 4 of7
