3 A: Tobacco Control Area Networks (TCAN) structure To implement the Smoke-Free Ontario (SFO) strategy, the Ministry of Health Promotion and Sport (MPHS) has developed the Tobacco Control Area Networks (TCAN) structure. MPHS funds seven TCANs, each of which consists of one to nine local public health units (PHUs) from a specific geographic area (see map on next page). Each TCAN is coordinated by a TCAN coordinator and Youth Development Specialist who are located at a coordinating public health unit. TCAN staff participate in provincial planning and advisory committees to ensure that local and regional needs are communicated to inform provincial planning and coordinate the implementation of provincial programs. TCANs facilitate communication, regional planning, and collaboration among local Public Health Units (PHUs), non-governmental organization and other partners to plan and execute regional prevention, protection and cessation activities and coordinate area-wide media and public relations activities, while ensuring that activities target province-wide goals and objectives. TCANs also assess training and technical assistance needs of the organizations in their geographic area. TCANs are a forum for health promotion leadership, coordination and collaboration using tobacco control as a base and including other highly correlated risk factors to improve population health status as well as focusing on the needs of specific populations that bear a disproportionate burden of disease. Central West TCAN The Central West TCAN is governed by a Steering Committee. Region-wide initiatives are planned and implemented through several sub-committees (i.e., cessation, media/public relations and enforcement), which report into the Steering Committee. The Steering Committee is chaired by the TCAN coordinator. The Steering Committee is composed of a tobacco control manager (or primary tobacco control decision-maker) from each health unit, the Chairperson of each TCAN Subcommittee, the TCAN Coordinator, the TCAN Youth Development Specialist, and a PTCC Resource staff. The Central West TCAN Cessation Subcommittee plans regional cessation-related projects that fulfill the objectives of Smoke-Free Ontario, the Ontario Public Health Standards and to address common local tobacco cessation needs. The Central West TCAN Cessation Subcommittee is composed of a representative from each health unit, a Central West Senior Coordinator from Smokers Helpline, a PTCC Resource staff, and the Central West TCAN Coordinator. The representative from each health unit may be the tobacco control coordinator or the tobacco cessation lead if there are several staff in the tobacco role.
