2 As of January, 2006 Background The elimination of workplace exposure to secondhand smoke is a priority of the Wisconsin Tobacco Prevention and Control Program, Public Health Departments, and community anti-tobacco coalitions across the State. In addition, the 2006 Wisconsin Tobacco Prevention and Control Plan, developed by state, regional and local tobacco control leaders, establishes a goal that all municipal government, facilities, and vehicles will be smoke-free by December 31, The purpose of this report is to describe the extent to which Wisconsin s counties and municipalities have established written policies making owned or leased completely smoke-free. In addition, information regarding counties and municipalities which have some smoking restrictions in place is presented. Methods In January and February of 2006, surveys were sent to the clerks of all counties, cities, villages and towns in Wisconsin (N=1,923). The surveys included questions about written and unwritten policies regarding smoking in county and municipally owned or leased. Copies of the surveys are included at the end of this report. An overall response rate of 98% (n=1,769) was achieved through a combination of mailed reminders and follow-up telephone calls. Towns had the lowest response rate (97%), while 100% of counties responded. This survey asked whether a current written ordinance or policy regarding smoking in county or municipal was in place. The responses to this question are described below: : in every building owned or leased by the county or municipality. : allowed in some or some areas of owned or leased by the county or municipality. policy: There are no written policies regarding smoking in county or municipal (although there may be an unwritten understanding). : The municipality does not own or lease any for which they could have smoking policies. DK/missing/ : This category includes missing answers, surveys that were not at all, and counties and municipalities for which the clerk did not know the current smoking policies. Most cases that fall into this category are incomplete surveys. Written Policy Standard It is important to note that the current survey requests information on whether the smoking policy is in writing. Four previous surveys were conducted in 1996, 1997, 2001 and These surveys asked whether counties and municipalities had or policies on smoking in their, but did not specify whether the policies were written, or simply a general understanding. Written policies are

3 the best way to ensure continuity of smoke-free environments through changes in personnel and administration. The 2006 survey changes that standard by asking whether a current written ordinance or policy regarding smoking in county and municipal is in place. As a result of this change in methodology, data from the 2006 survey, as presented in this report, are not directly comparable to data from previous surveys. Results Data regarding written policies for smoking in owned or leased by every county, city, village and town are presented in this report. In addition, Table 1 summarizes these findings for Wisconsin and the five DHFS regions.
