1 Number: PL 384 Date: December 22, 2008 Subject: NPA 534 to Overlay NPA 715 (Wisconsin) Related Previous Planning Letters: None General Description On November 6, 2008 the Public Service Commission of Wisconsin, (PSC) in its final order in Docket 5-TN-100, approved an all services overlay as the relief method for the 715 NPA. The 715 NPA generally covers the northern portion of the state and serves communities such as Ashland, Eau Claire, Hayward, Hurley, Marinette, Medford, Niagra, Rhinelander, River Falls, Stevens Point, Superior and Wausau. The new 534 NPA will serve the same geographic area currently served by the existing 715 NPA. Implementation of Relief Plan Implementation of the overlay of the 534 NPA is as follows: Start of permissive 10-digit dialing. End of permissive dialing and start of mandatory 10-digit dialing Earliest new NPA central office code activation date * Earliest date central office codes in the new NPA may be ordered through NANPA Time Date 12:01 AM Central October 17, :01 AM Central July 17, August 14, February 14, 2010 * Effective Date of the New 534 NPA During the permissive dialing period, subscribers may dial local calls within the overlay area on either a 7-digit or 10-digit basis, but will be encouraged to dial 10-digits. After the permissive period ends, all calls must be dialed using 10-digits. When preparing for overlay area code relief, carriers are strongly encouraged to prepare their switches to begin sending 10 digits prior to the mandatory 10-digit dialing conversion date for customers.

Since NXX information may change over time, please consult the NANPA website at the Local Exchange Routing Guide (LERG) or the NXX Activity Guide (NNAG) for updated information. Information in the LERG and NNAG is available by license contract from Telcordia Routing Administration (TRA), at Dialing Plan Coincident with the introduction of mandatory 10-digit dialing, the dialing plan for the 715 and 534 NPAs will be as follows: Type of call Call terminating in Dialing plan Local, EAS calls and Home NPA (HNPA) or *10-digits (NPA-NXX-XXXX) ECC calls Foreign NPA (FNPA) Toll call HNPA or FNPA digits (1 + NPA-NXX-XXXX) Operator Services Credit card, collect, third party *1+10 digit permissible at service provider discretion Network Testing HNPA or FNPA digits (0 + NPA-NXX-XXXX) All international and domestic carriers should ensure that the 534 NPA has been activated throughout their networks prior to August 14, Test numbers to verify the routing to the new NPA will be in service beginning May 14, 2010 through September 14, The test numbers to verify the routing to the 534 NPA are: (TEST) for LATA 350 and for LATA 352. A recorded announcement will indicate that the test call has been successfully completed. The implementation of the plan described in this letter is the responsibility of individual service providers, and NANPA does not guarantee that the activities and plans will occur exactly as described herein.
