3 Tobacco Free Project, San Francisco Department of Public Health Records, MSS 98-15, Archives & Special Collections, UCSF Library & CKM Acquisition Information The Tobacco Free Project, San Francisco Department of Public Health Records were given to the Tobacco Control Archives by Alyonik Hrushow, Director of the Tobacco Free Project, in 1994, 1998, and Organizational History The Tobacco Free Project of the San Francisco Department of Public Health (SFTFP) is one of the local lead agencies (LLAs) designated by the California State legislature through the California Department of Health, Tobacco Control Section, to create tobacco education programs and receive Proposition 99 educational moneys. Proposition 99 was a California statewide referendum passed in 1988 that raised the excise tax on tobacco sales, adding an additional 25-cent tax on each package of cigarettes and a proportional tax increase on other tobacco products. This tax raised California's tobacco tax to be among the highest in the United States, and designated that a portion of the tax moneys would go for anti-tobacco health education projects. As an LLA, SFTFP coordinates local tobacco education activities. It serves as an oversight and regranting agency, contracting with numerous local institutions and organizations to create tobacco education and intervention programs that will reach different sectors of San Francisco's diverse population. Scope and Content of Collection This collection documents the activities of the Tobacco Free Project of the San Francisco Department of Public Health (SFTFP). The bulk of the materials in this collection is made up of contracts, reports, and other materials generated by the SFTFP and its contracting agencies. These records document the details of the grant process and the specifics of the different projects. Projects funded include smoking cessation programs, media and public relations campaigns, school and early childhood tobacco education programs, Operation Storefront, and a San Francisco Mime Troupe production. [See video of this production in Tobacco Control Archives Videos, MSS ] Target populations of the projects were teenagers, African Americans, Asians, Hispanics, the gay and lesbian community, and specific neighborhoods. Records include correspondence, work plans, evaluations, program and advertising materials, formal reports, maps, conference materials, CDs, slides, photographs, audiotapes, computer diskettes, posters, original art, and handwritten notes. Operation Storefront Project Physical Description: Box 7:25-36; 8:1-44 Operation Storefront was a project with a mission to discover the true nature, demographics, pressures and placement incentives for tobacco advertising in and around stores, especially in convenience stores, and particularly around schools. Precise survey protocols were developed for measuring advertising space and interviewing staff, and maps were created with the demographics of each area surveyed, with placement of schools marked. Once all the protocols were in place to provide accurate information to local and state agencies about the extent, placement, and attributes of tobacco advertising and its target populations, the technology for these surveys and statistics was transferred by means of workshops to the states of Maine, Washington and Oregon. This series allows the tracking of the evolution of the project, its methods, export and spread. Legislation and Litigation undated Physical Description: Box 8:45-48; 9:1-35; 10:1-22 Legislation to control tobacco use was often backed or opposed by the Project, which, as an agency of the San Francisco City and County Health Department, sometimes took a role in implementation and enforcement. Laws took the form of city or county ordinances, assembly bills (AB) or senate bills (SB) in the legislature of the State of California. Tobacco-control measures were controversial and sometimes defeated, or litigated after passage. Counter-measures such as AB869 were also introduced. Copies of legislation with litigation, correspondence, literature and complaints generated by the public, tobacco control and tobacco industry groups are included in this series. This series is in alphabetical order by subject, then by dates.
