2 LOCAL ADVISORY COUNCIL ON ALCOHOLISM & DRUG ABUSE (LOCAL ADVISORY COUNCIL ON ALCOHOLISM & DRUG ABUSE)
3 COMPREHENSIVE ALCOHOLISM AND DRUG ABUSE SERVICES
4 Chapter 531, approved by the State Legislature in 1983, created the Alcohol Education, Rehabilitation and Enforcement Fund (AEREF) by raising the wholesale alcohol tax from 6.5% to 7.3%. The funds generated by this increase went to a separate nonlapsing fund within the Department of Health.
5 Based on a formula contained in the law, these funds were distributed to the counties to develop and implement a comprehensive plan for the treatment of intoxicated persons and alcoholics. This has expanded to become the provision of a safety net for:
6 Prevention Early Intervention Treatment Recovery Supports
7 There are seven (7) identified populations Youth Seniors Women Offenders DUI County Workforce Co-Occurring Disorders
8 IN ORDER TO COMPLY WITH THE LAW, EACH COUNTY HAD TO: Appoint a Local Advisory Committee on Alcoholism (LACA), consisting of members; Designate a County Alcoholism & Drug Abuse Coordinator (County Authority);
9 Submit a Comprehensive Services Plan to the Division of Mental Health & Addiction Services with special attention given to the seven particular special populations; Contribute a 25% match; Spend 10% of the allocation on education (prevention) programs.
10 In 1989, Chapter 51, approved by the State Legislature, supplanted Chapter 531 and established the following:
11 Established the Governor s Council on Alcoholism and Drug Abuse Merged the Division of Alcoholism and the Division of Narcotics within the Department of Health to become the Division of Alcoholism and Drug Abuse Services;
12 Established the Alliance to Prevent Alcoholism and Drug Abuse to unite the communities of the State in an effort to address the symptoms and root causes of substance abuse; Changed the LACA to the Local Advisory Council on Alcoholism and Drug Abuse (LACADA);
13 Changed the County Alcoholism Coordinator to a County Alcoholism and Drug Abuse Coordinator.
14 The County Coordinator s duties include: Planning; Coordinating; Monitoring; Evaluating; Providing Expertise as the County authority
15 Supervision of Programs: 1. Municipal Alliance Coordinator and Alliance effort in Somerset County 2. Intoxicated Driver Resource Center Coordinator (IDRC) 3. and IDRC Counselors.
16 Examples of the County Coordinators work are:
17 Conducts a Needs Assessment; Initiates the Planning Process; Takes lead in Developing Treatment Process along the continuum;
18 Prepare the yearly comprehensive plan; Liaison to LACADA; Liaison to Service Providers;
19 Provides links with other Social, Human and Health Services; Provides coordination of the Continuum of Care; Monitors and Evaluates Programs Provides assistance to clients and families.
20 ASSISTS LACADA SUBCOMMITTEES: County Alliance Steering Subcommittee (CASS) along with the Municipal Alliance Coordinator; Prevention Steering Subcommittee (PSS) along with the Municipal Alliance Coordinator; Providers Advisory Committee on Alcoholism and Drug Abuse (PACADA);
21 Proposal Review Committee (PRC); Planning Subcommittee; By-Laws Subcommittee; Program Monitoring Subcommittee; Co-occurring Disorders Subcommittee; Other Ad Hoc Subcommittees.
22 Membership is made up of 10 to 16 members and should consist of the following: Recovering persons(2 recovering alcoholics and 2 recovering drug addicts); a representative from the courts; Prosecutor representative; representatives from public and private organizations; individuals with the interest or experience in issues concerning alcohol and drug abuse; representatives from various socio-economic, racial and ethnic groups in the County; a percentage should represent the above in terms of County demographics (special populations) (women, minorities, criminal offenders, etc.)
23 LACADA members should be committed to the substance abuse field, be people oriented, subordinate their own needs for group needs, be mature, have patience/perseverance, and be hard workers.
24 L.A.C.A.D.A. LACADA s purpose, as stated in the legislation, is To assist the governing body in the development of the comprehensive plan for the care and rehabilitation of intoxicated persons or alcoholics. (and drug abusers)
25 THE LACADA SHOULD: be an active, responsible body, holding regular meetings; consist of members who have no material conflict of interest and serve without compensation; members terms should be staggered; hold meetings at least 5 times per year; have by-laws; have a Chair and Vice-Chair
26 LACADA S PURPOSE: to advise on the development, funding, and provision of alcohol/drug abuse services; to serve as the coordinating body in the development of a plan embracing all areas of alcoholism/drug abuse service delivery for the County; to provide a forum to foster communication, education and information concerning alcoholism/drug abuse.
27 LACADA S FUNCTIONS: identify needs in the alcoholism/drug abuse service delivery system by utilizing PACADA s recommendations, to ensure targeted populations receive quality services in the most cost effective manner; assist in developing a comprehensive plan for alcoholism/drug abuse services for the County;
28 recommend alcoholism/drug abuse service priorities; review, evaluate and recommend proposals for the establishment of substance abuse education, prevention and treatment programs; recommend to the Board of Chosen Freeholders the amount of Federal and State Funds to be allocated for alcoholism and drug abuse services;
29 recommend to the Board of Chosen Freeholders policies and funding allocations for Municipal Alliance Committees to prevent alcoholism and drug abuse.
30 All members are appointed by Freeholders and sworn in at the January County Reorganization meeting or the next LACADA meeting. Lets introduce ourselves and a little information about why we were appointed.....
