APPROVAL OF MINUTES Mental Health Board The minutes from the previous Mental Health Board meeting were approved as prepared. Motion by Deborah Leverett, Second by Julie Rikon, carried. LACADA The LACADA minutes from the June meeting were approved as prepared. Motion by Thomas Cibenko, second by Pat Spardel, carried. OPEN PUBLIC PORTION - No public present REPORT OF OFFICERS None DIRECTOR S/ADMINISTRATORS REPORT Mental Health Board and LACADA Orientation Francine distributed folders that contained the following information: Orientation Agenda Minutes of both Mental Health Board and LACADA Regulations (10:37) and Legislation (ch.51) that applied to the Mental Health Board (reg 10:37) and LACADA (ch. 51) Bylaws for both Mental Health Board and LACADA Spending Plans for Mental Health and Ch. 51
2 Concept Papers done by Mental Health Administrators and County Alcoholism and Drug Abuse Directors defining the roles of Mental Health Boards and LACADAS under the new system of Care Mental Health Board and LACADA Agenda Orientation Agenda Mental Health Board: 10:37 Francine explained that she provided a snippet of Regulation 10:37 that applies to the County Mental Health Board, its membership, Professional Advisory Committee (PAC), authority etc. These regulations essentially charge the Mental Health Board with what to do. The Mental Health Board by-laws are derived from this document. The Mental Health Board regulations require a minimum of 12 members on the Mental Health Board. Currently there are eight (8) active members. Francine has 2 resumes of interested members for appointment, and 2 other individuals who expressed interest in serving on the Board. If these 2 individuals remain interested and are appointed, then the Board will be well positioned and be at the mandate of 12. Chapter 51 Legislation Francine explained that she provided a snippet of the Chapter 51 Legislation that applies to the Local County Planning, and responsibilities of the LACADA. This legislation is what drives the Chapter 51 (Drug and Alcohol) funding in the County. Chapter 51 Legislations requires that LACADA shall consist of no less than 10 nor more than 16 members. Currently there are four (4) active members. Francine has 3 resumes of interested members for appointment. LACADA still needs to recruit 3 more members to fulfill the Legislative requirement. However, since the Mental Health Board and LACADA will be one committee, any Mental Health Board member who is interested could become a member of LACADA as well. Mental Health Board and LACADA Similarities and Differences Differences The Mental Health Board appoints members for three (3) year terms in July. LACADA appoints members to two (2) year terms typically in January. Mental Health receives about $750, from the County to provide programs. No State money is passed through the County. The Mental Health Board is asked to review and comment on State RFP s. LACADA, through a Needs Assessment and Planning Process, creates a three (3) year Plan. The County receives an allocation from the State and puts out RFP s inviting local agencies to provide services. The LACADA identifies the needs that are then developed into the RFP s. The LACADA also reviews the RFP s and makes recommendations to the Freeholders regarding funding awards to the agencies. Similarities
3 Both the Mental Health Board and LACADA report to the Passaic County Board of Chosen Freeholders and the State. Both the Mental Health Board and LACADA have Professional Advisory Committees (PAC/PACADA). The Professional Advisory Committees are combined now, and it is working well. Committees that update Mental Health and LACADA The Systems Review Committee, a group of acute care providers, reviews client records, data, etc. and reports to the Mental Health PAC. The System Review meetings are not public meetings. The Children s Inter-Agency Coordinating Council (CIACC), shares their meeting minutes with the Mental Health Board, although the council is under the Department of Children and Families. The County Alliance Steering Subcommittee (CASS) is a subcommittee of LACADA. The CASS is charged with the responsibility of developing the County Annual Alliance Plan which provides prevention programs in each Municipality. The Alliance program is a grassroots, very local program, that provides prevention activities across the life span. The LACADA oversees the CASS. Bylaws for both Mental Health Board and LACADA Francine included both the Mental Health Board and LACADA minutes in the packet. Although the Committees will meet as one, because of the different regulatory requirements, the by-laws cannot be combined. However, Francine will work on a Policy statement of how the two (2) Boards will work together as one. Francine mentioned that Morris County has a combined LACADA and Mental Health Board. Francine Concept Papers done by Mental Health Administrators and County Alcoholism and Drug Abuse Directors defining the roles of Mental Health Boards and LACADAS under the new system of Care will post the link to the Morris County website that has the LACADA/Mental Health Board meeting as well as perhaps their bylaws. Spending Plans for Mental Health and Ch. 51 Francine explained the spending plans. The Mental Health Spending Plan includes the provider and the funding level. The Ch. 51 spending plan includes the provider, level of service, allocation and breakout of funding source. Concept Papers done by Mental Health Administrators and County Alcoholism and Drug Abuse Directors defining the roles of Mental Health Boards and LACADAS under the new system of Care Francine explained that the State submitted a Global Medicaid Waiver to the Feds. The Waiver has been approved as of the fall The changes brought about by the Waiver will have an impact on the service delivery of Mental Health and Addictions treatment within the next 18 months to two (2) years. Because of this, the County Mental Health Administrators and the Addiction Services Directors each have written a white paper to the State on how they foresee their roles and responsibilities along with the
4 PAC s, LACADA and Mental Health Board in delivering Mental Health and Addiction Services throughout the State. Mental Health Board and LACADA Agenda Francine included both the LACADA and Mental Health Board Agenda. This will be the last time there is 2 separate agendas. For future meetings there will be one agenda. Ch Grant Update The 2013 Grant Application was submitted by October 15, The application was approved, but Passaic County has not yet received the 2013 signed contract from the State, hopefully in the next week or so Addiction Services Needs Assessment and Plan Francine reported that the 2014 Needs Assessment process is picking up steam. Before the end of the month the office will have two (2) interns. DMHS PROGRAM ANALYST S REPORT Prepared by Eileen Alexander Newly Awarded Contracts: Mental Health Board and PAC Notes January, 2013 Statewide Epidemiological Outcomes Workgroup contract from SAMHSA Center for Substance Abuse Prevention. NJ will receive $190,000 for the year beginning November 1, 2012 and ending August 31, 2013 for behavioral health data collection and reporting. Henry J Austin Center received an award on 11/7/12 from SAMSHSA to implement a five year screening, brief intervention and referral to treatment initiative. DMHAS has made available up to $5,231,665 for up to five years. IOC programs are currently funded in Burlington, Essex, Hudson, Union, and Warren counties, Ocean was offered and granted to Ocean Mental Health Services in Ocean County, $293, 766 was made available. New supportive housing at risk were granted to Atlantic, UMDNJ-UBHC, Essex, Ocean MH services for Ocean, Newbridge Services, Inc. Morris, Atlanticare Behavioral Health Atlantic, Easter Seals-Somerset, Catholic Charities Diocese of Trenton for Mercer. DMHAS issued an RFP for the development of 30 supportive housing beds for existing RIST and PACT providers for people from State hospitals. Final awards were issued to Resources for Human Development (Ocean), Bridgeway Rehab Union, Mental Health Association Morris County, Bridgeway (Warren/Hunterdon/Somerset), Resources for Human Development Passaic. DMHAS awarded EISS for Bergen, Cumberland and Mercer Counties of up to 1,000,000 each. Awardees are Twin Oaks (Cumberland), Comprehensive BHC (Bergen) and Catholic Charities DOT Mercer. Final awards after the appeal process will be made on 1/3/12. Currently Posted RFP s:
5 Supportive Housing 130 Enhanced Supportive Housing, preliminary awards Enhanced Supportive Housing (non CEPP) 25 Forensically Involved Enhanced Supportive Housing (CEPP) 25 Rist Gloucester, Salem, and Cumberland (CEPP) Suicide prevention hotline, one for $674,000 award to be made on ASO Impact on Services and Contracts: Current treatment and recovery services funded by DMHAS will remain funded, but will fall under the ASO/MBHO Cost reimbursement contract methodology does not closely tie reimbursement to service utilization and does not incentivize cost effectiveness at the agency level The managed care arrangement would transform all community cost reimbursement treatment contracts to fee for service (FFS) reimbursement method Prevention services would remain cost reimbursement at the onset of the ASO/MBHO Current Status of ASO/MBHO Planning: due to be implemented July 2014 The Medicaid Comprehensive Waiver was approved by the Centers for Medicare and Medicaid Services (CMS) on The approval letter and Standard terms and conditions are posted on the DHS Website. State Staff are working with a consulting firm to assist with the writing of the RFP for the ASO/MBHO State staff are working together to obtain data relevant to the implementation of the ASO/MBHO RFP and the BHH s A consulting firm has been chosen to assist in the rate setting evaluation and the fiscal work group will be reconvened to participate in this process. Effective July 1, 2014, adults will have their BH coordinated by a Behavioral ASO Children s Health Insurance Program enrollees will be carved out under a BHO Functions of the ASO: 24/7 Call Center Member services Screening and assessment Prior authorization Network management Utilization management, including level of care determination and continuing care review Care management Medical management Care coordination Quality management Information technology Data submission and reporting requirements Financial management, including claims processing and payment Development of care models and service arrays for consumers with intellectual and developmental disabilities; non-snp dual eligible (Medicare and Medicaid), and Medicaid expansion populations
6 Coordination with the MCOs regarding high-utilizing consumers and consumers screened with behavioral health/medical conditions REPORT OF STANDING COMMITTEES Municipal Alliance Report Donna Huber, County Alliance Coordinator, reported that the County received the Letter of Intent from GCADA (Governor s Council on Alcoholism and Drug Abuse) and is waiting for Freeholder resolution awarding the funds to the Municipalities. Donna further reported that GCADA will be holding a 2014 needs assessment kick off meeting in Trenton on January 22, Francine and Donna will be attending. REPORT OF SPECIAL COMMITTEES - None UNFINISHED BUSINESS None NEW BUSINESS - None ANNOUNCEMENT Francine announced that at the PAC meeting in February (February 27, 2013), she will be bringing in a speaker to talk about Vivatrol. Vivatrol is used in medical detox from alcohol and opiates. Francine invited the Vivatrol speaker to the PAC meeting, because it has come to her attention, that some providers are resistant to medically assisted detox. Francine hopes that in offering education to the providers regarding medically assisted detox she will be able to break down barriers. ADJOURNMENT The meeting was adjourned. Prepared by: Approved by:
