2 OVERVIEW OF NATIONAL FORENSIC LABORATORY INFORMATION SYSTEM A Program of the Drug Enforcement Administration (DeMia Pressley, DEA Project Officer; Terrence Boos, Ph.D., DEA Program Director) Technical and other support provided under contract by RTI International Accumulates drug analysis results from state and local crime labs. NFLIS includes 50 state systems and 96 local or municipal laboratories/laboratory systems, representing 273 individual laboratories. From January 2013 through June 2013, an estimated 455,124 drug cases were submitted to State and local laboratories in the U.S. and analyzed by September 30, From these cases, an estimated 770,851 drug reports were identified. 2

5 NFLIS DATA QUERY SYSTEM (DQS) The NFLIS DQS is accessible via the NFLIS website ( and provides users with the ability to analyze NFLIS data at the national, regional, state, or local level. Some Key Features Secure Only participating laboratories and other DEA-approved entities are granted access to the DQS. The NFLIS website utilizes the industry standard communications protocol, HTTPS, to establish secure, encrypted connections to the DQS. Cost free The DQS is provided free of cost to all users and can be used by laboratories to augment other analysis and reporting tools. Timely Results can be analyzed in near real-time and reflect data reported by laboratories on a monthly or quarterly basis (a few laboratories report to NFLIS quarterly). 5

9 NFLIS ALERT SYSTEM NFLIS Early Alert System is searchable through the DQS system It identifies newly reported substances to the NFLIS database Users search the Early Alert System by a start and end month and date of interest A summary report is generated in various file formats for the newly reported drugs during the selected time frame 9

To facilitate discussion among the NFLIS laboratory community on other laboratory issues and topics. 10

18 2013 SURVEY OF CRIME LABORATORY DRUG CHEMISTRY SECTIONS NFLIS Survey of Crime Laboratory Drug Chemistry Sections conducted every 4 or 5 years. Most recently administered from May through July Collected information on caseloads, policies, and practices for CY Overall, 163 State systems and local laboratories that conducted drug chemistry analyses included in the survey. All eligible laboratories received the 2012 edition of the Drug Identification Bible (Amera-Chem, Inc) as a token of appreciation. At the end of data collection, 146 State systems and local laboratories completed the survey (90% response rate). 18

20 2013 SURVEY OF CRIME LABORATORY DRUG CHEMISTRY SECTIONS Responding laboratories reported 163,806 cases in backlog during 2012, with an average of 1,213 per laboratory. Backlog was defined as cases that went unanalyzed for 30 days or more after submission. Most common reasons reported as major contributors to backlog were an influx of emerging drugs (61%) and loss of staff (50%). Higher percentage of State systems than local laboratories reported influx of emerging drugs and loss of staff as major contributors to backlog. 20

22 2013 SURVEY OF CRIME LABORATORY DRUG CHEMISTRY SECTIONS About 86% of responding laboratories reported identifying noncontrolled drugs. The most common reasons reported for identifying noncontrolled drugs included it was a drug of interest (63%) and it was a special request made by a local official or other entity (57%). Higher percentage of State systems than local laboratories reported identification of noncontrolled drugs when they area drug of interest (74% vs. 57%) and when the seizure was from a clandestine laboratory (64% vs. 40%). 22

24 2013 SURVEY OF CRIME LABORATORY DRUG CHEMISTRY SECTIONS Emerging drugs defined as any substances, controlled or noncontrolled, that first appeared in laboratory within the past 5 years. Overall, 87% of responding laboratories reported that they routinely test for emerging drugs and 10% reported that they test for emerging drugs depending on the details of the case. Of the laboratories that reported routinely testing for emerging drugs, 91% tested for emerging drugs in-house only, and 9% did so using a combination of in-house and reference laboratory testing. 24
